Currently, student health check-ups are carried out based on a number of specific regulations.
Dormitory of Ho Chi Minh City National University
It is the student's duty to undergo medical examination as prescribed.
In Circular 14 of 2013, the Ministry of Health stipulates that Vietnamese people and foreigners living and working in Vietnam must have health check-ups when recruiting, have periodic health check-ups, have health check-ups when entering universities, colleges, professional secondary schools, vocational schools and other subjects.
Article 15 of Circular 14 also clearly states the responsibilities of employers and schools regarding the organization of health check-ups for subjects under their management authority in accordance with the provisions of law and the management of periodic health check-up books of subjects under their management authority.
In Circular 10 of 2016, the Ministry of Education and Training issued regulations on student work for full-time university training programs. One of the students' duties is to fully comply with regulations on health check-ups at the beginning of the course and periodic health check-ups during the study period according to regulations of theuniversity .
At point b, clause 3, article 16 of Circular 10 of the Ministry of Education and Training also states: "Organize entrance and periodic health check-ups for students; advise and organize for students to implement the Health Insurance Law; provide first aid, emergency care, and initial medical examination and treatment for students".
How many times a year do students get a medical check-up?
The Ministry of Health also issued Circular 33/2021 regulating school health work in universities and vocational training institutions.
At point 2, article 3 of Circular 33, educational institutions must organize health check-ups for students upon admission and periodically at least once a year during each school year. Educational institutions must monitor and examine students' health, detect health risk factors and diseases for prevention, treatment or referral for treatment according to the provisions of law.
On that basis, university education institutions issue school regulations, including health check-ups for students.
For example, the student work regulations of Ho Chi Minh City National University issued under Decision 953 in 2019 stipulate that one of the tasks of students is to fully comply with the regulations on health check-ups at the beginning of the course and periodic health check-ups during the study period according to the regulations of the Ministry of Education and Training, Ho Chi Minh City National University and the training institution.
Training institutions must organize entrance and periodic health examinations for students according to state regulations; advise and organize students to implement the Health Insurance Law; provide first aid, emergency care, and initial medical examination and treatment for students. At the same time, establish statistical data on health examination results as a basis for activities to support consultation and health care for students.
Also according to the student work regulations of Ho Chi Minh City National University, the training facility closely coordinates with the Dormitory Management Center in the work of grasping and monitoring the health of boarding students to provide timely support.
Thus, organizing health check-ups for students and managing periodic health check-up books or creating statistical data on student health check-up results is the responsibility of universities, colleges, vocational schools and vocational training schools.

What are the regulations for student health check-ups in dormitories?
In addition to the health check-up regulations at the training facility, Ho Chi Minh City National University has another regulation on health check-ups for students at the boarding facility.
Mr. Lai The Tuan, Head of the Dormitory Department of Ho Chi Minh City National University, said that according to Decision 1178 issued in 2013 on the regulations on the work of boarding students by the Director of Ho Chi Minh City National University, Article 14 on the health care of boarding students clearly stipulates this content. Specifically, the Dormitory Health Station of Ho Chi Minh City National University organizes periodic health check-ups every year, classifies health, manages and stores health records of boarding students, and periodically reports to the training facilities that manage students. Therefore, the Center has enough legal basis to organize annual periodic health check-ups; classify health; manage and store health records of boarding students according to regulations and periodically report the results of health check-ups and student health records to the training facilities.
According to Mr. Tuan, in the agreement between the Dormitory Management Center and training institutions, the center is responsible for organizing the establishment of health records and periodic health examinations for boarding students, organizing the management, classification, and storage of health records of boarding students to serve the work of student management. Specifically, health examinations are organized once a year, scheduled in November every year, and health examination fees are collected from students and implemented in accordance with regulations.
However, according to this agreement, at the time the Dormitory Management Center organizes a health check for students, if the school has the student's health check results according to Circular 14 of the Ministry of Health (valid for no more than 6 months from the date of examination), the student does not have to have a health check. The school will send a list of students who have had a health check at the school to the Dormitory Management Center in an excel file to update the records.
The center's proposal to receive health classification results from training institutions for creating student health records is to avoid students having to have multiple health check-ups, causing inconvenience and expense for learners.
