In the 2025 High School Graduation Exam, Minister of Education and Training Nguyen Kim Son inspected the exam sites of Hai Ba Trung High School and Tran Phu High School in Vinh Phuc province. The special point of this year's exam is that it is the first year of innovation in the exam plan with many changes in the structure and format of questions. Especially in Literature, this is the first year of using materials completely outside of textbooks.
At the test site, Mr. Son asked the candidates before the test: "How do you feel about the new language test?". A candidate taking the test at Hai Ba Trung High School ( Vinh Phuc ) confidently said: "The test does not use language from the textbook, which I really like because I am free to be creative, not constrained by the old framework and routine."
Many candidates were excited and felt "lucky" when the Minister wished them: "Do the exam well, get very good results".

Speaking to reporters, Minister Nguyen Kim Son said that the exam has been organized at testing sites nationwide. The Ministry of Education and Training has inspected many localities and assessed that the preparation of the testing sites is thorough, in accordance with requirements and plans. Given the nature, characteristics, and scale of this year's exam, the Ministry of Education and Training attaches importance to all stages, from training, guidance documents, to documents directing localities.
“During the exam, the Ministry of Education and Training always reminds the invigilators and teachers to strictly follow the regulations and strictly comply with the requirements of the exam regulations. This is the most important thing to ensure the exam takes place safely and seriously,” said Mr. Son.
Mr. Son emphasized that this year's exam is "special" for many reasons, including the parallel organization for both students studying under the 2018 General Education Program and the 2006 General Education Program, so the question-making and grading will be carefully calculated to ensure balance between the groups and admission blocks. Regarding the grading work, the way the questions are formulated will have a corresponding grading plan.
Note on marking
Ministry of Education and Training Nguyen Kim Son noted that after the end of the exam, the exam marking stage will be carried out in the context of the merger. For example, the exam is taking place in Vinh Phuc but the marking will be in Phu Tho . With an exam with more subjects and more tests, it will be more complicated, so there must be a specific plan.

Mr. Nguyen Phu Son, Director of the Department of Education and Training of Vinh Phuc, said that this year, the locality has nearly 17,000 candidates registered for the exam, arranging 30 exam locations with 705 exam rooms. Facilities were carefully prepared and checked before the exam. The Department has publicized a hotline to promptly answer questions for candidates and parents.
Regarding the exam marking work, the Director of the Department of Education and Training of Vinh Phuc said that from July 1, a two-level government model will be put into operation, but the locality has a plan to not affect the progress and quality of exam marking for candidates.
"Previously, the whole Vinh Phuc province only had one examination council and one marking council, but after merging with Hoa Binh and Phu Tho, each place will have a marking sub-committee and still maintain the review and re-examination committees as before. The provinces have developed detailed plans, the only change is to complete the members of the Examination Steering Committee to do general direction work," said Mr. Nguyen Phu Son.
It is expected that the exam scores will be announced to candidates at 8:00 a.m. on July 16.
