Education Minister names schools that will have to reorganize

Regarding Resolution 71 of the Politburo on breakthrough in education and training development, Minister Nguyen Kim Son said that the Resolution demonstrates the vision of the Politburo and the Secretariat on education and training development associated with the vision and great aspiration for national development.

We cannot achieve the country's development goals if we do not do well in human resources, especially talent.

The Minister emphasized the very important issues raised by the General Secretary, associated with the three words "human" including: "human" - developing people in the new era; "human resources" - preparing human resources for the new era; "talent" - when competition between countries in the world is increasingly fierce, the decisive factor is talent.

Minister Son also shared that Resolution 71 has new points, different from Resolution 29. In particular, Resolution 29 determines the shift from an education system that focuses on equipping knowledge to an education system that comprehensively develops learners' capacity and qualities. The core focus lies on professional and administrative issues, issues within the field of education and training.

In the implementation process up to now, Resolution 29 still has all the values ​​of strategic orientation, however, it is necessary to strengthen the instructions and orientations in 3 aspects: action, practicality and feasibility. The implementation perspective must be drastic, fast and effective. That is, after promulgation, the contents must be quickly and drastically implemented to ensure effectiveness.

Revolution in education

According to Minister Nguyen Kim Son, implementing Resolution 71 is a revolution in education. In particular, the content of the Resolution: "Education and training is the top national policy", "Education determines the future of the nation" shows the vision, guiding viewpoint, trust and unprecedented positioning for the education sector.

Therefore, he believes that each teacher and educational manager needs to have attitudes, awareness, and actions commensurate with the trust of the Party and State.

What needs to be done in the coming time, the staff and teachers need to prioritize innovation in thinking, fully and deeply understanding their role and mission. We need to look directly at the existing problems, shortcomings, weaknesses, not avoid the "prolonged disease" to make better adjustments.

The Minister also emphasized the need for educational institutions, especially higher education and vocational education, to develop more rapidly, more strongly, and with greater direction. The public school sector, which carries out public missions, specifically at this time, needs to focus on training human resources that the country is in high demand for.

According to the plan, from January 1, 2026, all four laws in the field of education and training, including the Law on Teachers, the Law on Amendments and Supplements to a Number of Articles of the Law on Education, the Law on Higher Education, and the Law on Revised Vocational Education, will come into effect. Teachers and education managers at all levels from primary to university will study and implement them without errors, delays, or mistakes.

Review and arrange schools that do not ensure quality

Referring to the issue of arranging educational institutions in the national education system, the Minister affirmed that the spirit of arrangement is to strengthen educational institutions, and to make investments more focused, key and effective.

“Fragmented schools, small schools, schools with difficulty recruiting students, schools that do not ensure quality, including public and private schools, will be the first to be reviewed and reorganized,” Mr. Son said.

Regarding the plan, the Ministry of Education and Training is seeking opinions and directions for arrangement. While the project is being reported for comments, Minister Nguyen Kim Son noted that the Departments of Education and Training of provinces and cities should base their arrangement on reality, not mechanically.

He gave an example that the vocational school model cannot replace the Continuing Education Center model. Therefore, the Continuing Education Center model should not be merged into the vocational school model because this model is for different types of learners.

In August 2025, the Politburo issued Resolution 71 on breakthroughs in education and training development, setting many goals for training high-quality human resources to meet the requirements of national development in the new period. By 2045, Vietnam will have a modern, equitable and high-quality national education system, ranked among the top 20 countries in the world. In which, high-quality human resources, scientific and technological talents are identified as the driving force and core competitive advantage of the country.
