Regarding Resolution 71 of the Politburo on breakthroughs in education and training development, Minister Nguyen Kim Son stated that the Resolution reflects the vision of the Politburo and the Secretariat on the development of education and training, closely linked to the grand vision and aspirations for national development.
We will not be able to achieve our national development goals if we do not do a good job regarding human resources, manpower, and especially talent.
The Minister emphasized the very important issues raised by the General Secretary, linked to the three words "human": "human" - developing human resources in the new era; "human capital" - preparing human resources for the new era; and "talent" - as competition between nations in the world becomes increasingly fierce, the decisive factor is talent.
Minister Son also shared that Resolution 71 has new points, different from Resolution 29. Specifically, Resolution 29 identified a shift from an education system focused on equipping students with knowledge to one that comprehensively develops their abilities and qualities. The core focus lies in professional and administrative issues, issues inherent in the field of education and training.

To date, Resolution 29 retains all its strategic guiding values; however, it needs to be strengthened in terms of direction and guidance in three aspects: actionability, practicality, and feasibility. The implementation must be decisive, swift, and effective. This means that after issuance, the contents must be implemented quickly and decisively, ensuring effectiveness.
The revolution in education
According to Minister Nguyen Kim Son, implementing Resolution 71 is a revolution in education. The resolution's content, including statements like "Education and training are a top national priority" and "Education determines the future of the nation," reflects an unprecedented vision, guiding principles, and a sense of responsibility and positioning for the education sector.
Therefore, he believes that every teacher and education administrator needs to have an attitude, awareness, and actions commensurate with the trust placed in them by the Party and the State.
In the coming period, the staff and teachers need to prioritize renewing their thinking and fully and deeply understanding their role and mission. They need to confront existing problems, shortcomings, and weaknesses directly, without avoiding long-standing issues, in order to make better adjustments.
The Minister also emphasized the need for educational institutions, especially higher education and vocational education, to develop more rapidly and strongly, with a higher level of orientation. Public schools, fulfilling their public mission, specifically at this time, need to focus on training the country's highly needed human resources.
According to the plan, from January 1, 2026, all four laws in the field of education and training, including the Law on Teachers, the Law amending and supplementing certain articles of the Law on Education, the Law on Higher Education, and the amended Law on Vocational Education, will come into effect. Teachers and education administrators at all levels, from primary to university, should study these laws to ensure their implementation is error-free, without delays or mistakes.
Review and reorganize schools that do not meet quality standards.
Regarding the restructuring of educational institutions within the national education system, the Minister affirmed that the spirit of restructuring is to strengthen educational institutions, with more focused and effective investment.
"Small, fragmented schools, small schools, schools with difficulty in enrollment, and schools that do not guarantee quality, both public and private, will be the first to be reviewed and reorganized," Mr. Son said.
Regarding the plan, the Ministry of Education and Training is currently seeking opinions and guidance for the arrangement. While the proposal is being submitted for feedback, Minister Nguyen Kim Son advised the Departments of Education and Training in provinces and cities to base their arrangements on practical realities and avoid a rigid approach.
He cited the example that the vocational school model cannot replace the Continuing Education and Vocational Training Center model. Therefore, the Continuing Education and Vocational Training Center should not be merged into the vocational training school model because this model is intended for different types of learners.
In August 2025, the Politburo issued Resolution 71 on breakthroughs in education and training development, setting many goals for training high-quality human resources to meet the requirements of national development in the new phase. The vision for 2045 is for Vietnam to have a modern, equitable, and high-quality national education system, ranking among the top 20 countries in the world. This includes identifying high-quality human resources and scientific and technological talents as the driving force and core competitive advantage of the country.
