The head of the education sector told teachers across the country that teaching is a profession that sows seeds and nurtures the future, silently but persistently, quietly but brilliantly. All teachers need to strive to always be a shining example for students to follow, especially in terms of personality, learning spirit, creativity, love and fairness.

To make teaching a prestigious choice for talented people

Resolution 71 of the Politburo requires "training the teaching staff", "promoting the implementation of preferential policies, attracting talented people to study pedagogy", can the Minister tell us how to build and develop the team to implement the above contents?

- The Ministry of Education and Training is focusing on effectively implementing Resolution 71, which clearly defines the task of building and developing a team of teachers as the core force, playing a central role in the cause of educational innovation according to the motto "Taking quality as the axis - taking teachers as the key - taking technology as the lever".

In addition, it is necessary to build and perfect the legal corridor and mechanisms and policies for developing the teaching staff, typically the Law on Teachers, aiming to have a team that is "sufficient in quantity, strong in quality, dedicated - capable - talented". Innovate the work of training, fostering and developing the teaching profession, focusing on forming and developing professional qualities, professional capacity, innovative spirit and the ability to inspire and guide learners.

Over the years, the implementation of the 2018 General Education Program has always identified the role of teachers as organizers, guides students to actively explore knowledge, practice skills and build positive learning attitudes, instead of just imparting knowledge in one direction. Developing a team of teachers is not only about training teachers but also about nurturing people who inspire, lead and create the future for the younger generation.

Attracting excellent students to the teaching profession is one of the top priorities and also a strategic task in the coming period. We are reviewing and adjusting comprehensive policies towards increasing the level of tuition and living expenses support and ensuring employment after graduation, so that teaching students can study with peace of mind and commit to the profession for a long time.

At the same time, the sector will expand scholarships for talented teachers, encourage students with high achievements in national and international exams to study pedagogy; raise admission and output standards, link training with the actual human resource needs of the locality and the requirements for innovation in general education programs.

The Ministry of Education and Training also focuses on building an attractive professional environment and a worthy social status for teachers. Create preferential mechanisms in recruitment, ranking, salary, and promotion so that the teaching profession truly becomes a prestigious choice for talented, dedicated and aspiring people.

Dear Minister, one of the issues that has received much attention from society recently is the salary policy and allowance regime for the teaching profession. What are the new points regarding the proposed allowance regime as well as the roadmap and resources to implement the increase in the level of preferential allowances for the profession calculated?

The Ministry of Education and Training is developing a Decree regulating salary policies and allowances for teachers. According to the draft, teachers are expected to receive a special salary coefficient (preschool teachers receive a coefficient of 1.25; other teachers receive a special salary coefficient of 1.15 compared to the salary coefficient) in addition to the salary and allowances that teachers currently receive.

Regarding the roadmap and resources for implementing the increase in vocational allowances, the Ministry of Education and Training is proposing to increase vocational allowances for civil servants and employees working in public educational institutions according to a roadmap consisting of two phases.

In Phase 1 (from 2026-2030), the Ministry proposed to supplement the allowance for school staff by 20%; increase it by 15% for teachers at all levels of preschool and general education, and increase the preferential allowance by 5% for teachers and lecturers at universities and vocational training institutions.

Phase 2, from 2031 onwards, the implementation of preferential allowances by profession for preschool and general education teachers will be applied according to the provisions of Resolution No. 71.

Currently, the Ministry of Education and Training is coordinating with the Ministry of Home Affairs and the Ministry of Finance to develop a Decree, expected to be submitted to the Government for approval in 2025 to ensure it takes effect at the same time as the Law on Teachers.

Regarding resources, when implementing, the state budget will be allocated in the annual plan and we also hope that localities will be more proactive in balancing and prioritizing education, so that this policy can truly come into life, contributing to improving life, creating motivation for teachers to feel secure in their work, and to stick with the profession for a long time, thereby improving the quality of education and spreading the humanistic values ​​of Resolution 71.

Teacher is teacher, student is student

Recently, in educational institutions and localities, there have been a number of incidents of school violence, causing confusion in public opinion. From that reality, the image of “teachers and students” has been somewhat distorted. What is the Minister’s view on the motto “teachers are teachers, students are students” and what solutions does the industry have to thoroughly implement this?

- The motto "teacher is teacher, student is student" emphasizes the relationship of respect, trust and cooperation between teachers and students.

“A teacher is a teacher” when a teacher not only imparts knowledge but also sets an example of personality, ethics, duty and responsibility. A teacher must teach with heart and love for the profession, so that students can respect and follow. Knowledge can be found in books or on the internet, but personality and life can only be absorbed through the company of a true teacher.

“A good student” is when a student must maintain filial piety, respect teachers, and take learning and understanding as their goals. A student must not only passively receive knowledge, but must also actively learn, ask questions, and train themselves to grow. When a student knows how to maintain etiquette and study properly, that is also the greatest gratitude to the teacher.

In the current era of digital technology and Internet development, the "teacher-student" relationship must be valued even more because only respect and affection between teachers and students can keep education from becoming distorted, pragmatic, and insensitive.

All teachers should strive to always be a shining example for students to follow, especially in personality, spirit of learning, creativity, love and fairness.

Society needs to respect and uphold the spirit of “respecting teachers and valuing education”. Families teach children to respect teachers and value learning. Schools create an environment for teachers and students to truly bond. Teachers themselves must always practice and demonstrate the true role of teachers in every lesson and every action.

A strong education cannot lack discipline and seriousness in the teacher-student relationship.

Innovation in teacher training and recruitment

Teachers are considered the foundation and pillar of education. Therefore, innovation in teacher training is the key to successfully implementing innovation and breakthrough in educational development. How has the Ministry of Education and Training implemented, is implementing and will implement a series of innovations related to teacher training to meet new teaching requirements?

- The Ministry of Education and Training is developing guidelines for a number of articles on the Law on Teachers and regulations on methods of recruiting teachers, ensuring recruitment is based on professional standards, teachers must pass exams or selection, including pedagogical practice.

This is the basis for selecting people with sufficient capacity and qualities, especially pedagogical practice capacity, to immediately meet teaching tasks when recruited into the industry.

The Ministry of Education and Training has been, is and will be implementing a series of innovations related to teacher training.

The first is innovation in the goals and content of the training program. Accordingly, teacher training is directed towards developing comprehensive pedagogical professional capacity, helping teachers become organizers, guides and support students in learning; reducing the content of academic theory, increasing the amount of practice time, lesson research and practical career experience. Increasing the number of courses on active teaching methods, modern teaching methods, student capacity assessment, life skills education, life values, international integration capacity and critical thinking...

The second is to innovate training methods and forms. That is to organize training according to a flexible and open model, creating lifelong learning opportunities for students and teachers. The assessment of pedagogical students should be based on their professional practice capacity, ability to design learning activities, organize teaching and solve pedagogical situations, instead of just based on the results of theoretical exams.

Third is to improve teachers’ technological and digital capabilities. Pedagogical schools integrate “digital transformation in education” into their training programs; build educational technology labs and digital pedagogical practice centers for students to experience and practice technology skills during their studies.

Fourth, strengthen the connection between teacher training colleges and high schools. Teacher training students are allowed to participate in class observation, teaching assistantship, experiential teaching, and lesson research right from their second and third years at university. Conversely, key teachers and excellent teachers at high schools should be allowed to teach or guide internships at teacher training colleges, helping to connect theory with practice.

Many people are concerned that the role of the “teacher” in the digital age and AI applications will be overshadowed or even replaced. According to the Minister, in the new context, what should the teaching staff strive for so that the role of teachers is not affected?

- In the context of artificial intelligence (AI) developing rapidly, the Ministry of Education and Training clearly recognizes that this is a great opportunity to create breakthroughs, but also a challenge that requires the industry to have a strong transformation, especially for the teaching staff.

The position of teachers is not only not "shaken" but also becomes more important. However, the role of teachers needs to change greatly. It requires teachers to have appropriate AI capabilities to adapt and preserve core values ​​of education such as honesty, promoting creative thinking and self-learning ability of learners.

The Ministry is directing the development of an AI education program that can be applied from primary school level to equip learners with awareness and understanding of the scope and limitations of AI and gradually apply AI in a controlled and responsible manner in educational activities.

When teachers are fully equipped with skills, recognized and become pioneers in innovation, the trust and position of teachers in the eyes of society will be affirmed and firmly consolidated.
