Ministry of Education and Training explains the regulation of 'special salary coefficient' for teachers

(PLVN) - The Ministry of Education and Training (MOET) is drafting a Decree regulating salary policies and allowances for teachers to guide the implementation of the Law on Teachers, which will take effect from January 1, 2026.

The Party's consistent policy: Teachers' salaries must be "the highest"

During the consultation process, there was a view that the proposal of a “special salary coefficient” was unfounded and could disrupt the general design of the salary system.   Faced with these concerns, the Ministry of Education and Training has fully clarified the main grounds.   value, legality and practice to affirm that the regulation of specific salary coefficients is appropriate, necessary and does not distort the current salary structure.

Over the past 29 years, prioritizing teachers' salaries has always been a major policy, consistent in Party documents.   Resolution of the 2nd Central Conference, Session VIII (1996), Resolution 29-NQ/TW (2013) on fundamental and comprehensive innovation of education   -   training, to Conclusion 91-KL/TW (2024), the spirit of "teachers' salaries are given the highest priority in the system of administrative and career salary scales and levels" is always   is emphasized. In particular, the newly issued Resolution 71-NQ/TW of the Politburo continues to clearly affirm: "There are special and outstanding preferential policies for teachers " .

On that basis, the National Assembly has institutionalized   by the Law on Teachers, regulations   define:   Teachers' salaries are ranked highest in the administrative career salary scale system; Teachers are entitled to preferential vocational allowances and other allowances according to the nature of their work and the region.   Thus, the specific salary coefficient proposed by the Ministry of Education and Training is a specific policy solution to implement the National Assembly's regulations as well as to respond to the policy established by the Party nearly three decades ago.

The Ministry of Education and Training affirms that the special salary coefficient is an additional part to calculate the actual salary received, and has absolutely no impact on the salary scale structure.   -   public service employee salary table.   The calculation is still based on the current salary coefficient, only multiplied by a special coefficient to ensure the principle of "highest teacher salary".

This coefficient is not used to calculate allowances or reserve differences according to current regulations . Therefore, the structure of the salary system is not changed. When switching to a new salary policy, the specific coefficient can still be maintained without causing major disruption.

According to   Set   Education and Training,   real   economy   Teachers' salaries are still lower   many industries   other .   Although the Party's policy has been clearly defined since 1996, the current salary ranking reality shows that teachers have never been ranked with the highest salary, and most of them are even receiving lower salaries than the majority of civil servants in many fields.  

Only about 12% of teachers are in the A1 salary group.   -   A2.1   - A3.1, while almost 100% of other industry officials are classified in groups   This.   Only 1.17% of teachers are ranked in the highest salary category (A3.1 or A3.2), much lower than the rate of 10% in other sectors.   88% of teachers are receiving a lower salary scale than civil servants in other sectors, with the highest coefficient being only 6.78, while other sectors can reach 8.0.  

Notably, 100% of preschool teachers are on the lowest salary scale. The starting coefficient of a grade III preschool teacher is only 2.10.   -   significantly lower than many other positions of the same rank.

These figures show that the position and role of teachers are not adequately reflected in the current salary policy. The addition of a specific salary coefficient is the solution to fulfill the requirements set by the Party and the National Assembly.

Decent treatment   -   not a “grace”

According to the Law on Teachers, the Government is responsible for detailing salaries and allowances.   Thus, the Ministry of Education and Training and related ministries and sectors are performing their assigned tasks. Prioritizing teachers' salaries is not a favor but a proper recognition of a special profession responsible for creating high-quality human resources.  

The teaching profession requires extensive knowledge, pedagogical skills, dedication and heavy responsibility in "growing people".   Therefore, paying the highest salary is not a privilege but a recognition of the value of a profession that is considered to "decide the future of the nation".

Previously, each year about 10% of teachers quit or changed jobs, of which 61% were teachers under 35 years old. Many localities encountered difficulties in recruitment, and the quality of teacher input declined.  

After the Law on Teachers was passed, positive signals clearly appeared.   obvious;   The benchmark for the teaching profession increased sharply;   The number of candidates applying to study pedagogy is much higher than other majors;   In many localities, the number of people applying to become teachers is much higher.   7-10 times the target;   Subjects that were once "thirsty for candidates" such as Foreign Languages, Fine Arts, Music... have become attractive again.   This shows that policies on teachers' salaries and status have a direct and strong impact on educational human resources.

Developing the teaching staff in the spirit of Resolution 71-NQ/TW

Minister of Education and Training Nguyen Kim Son said that the sector is continuing to perfect the legal framework, mechanisms and policies to develop a team of teachers "sufficient in quantity, strong in quality, dedicated - capable - talented". Along with that, there is innovation in training and fostering; effective implementation of the 2018 General Education Program and the new preschool education program; promoting digital transformation and honoring teachers.

According to the Minister, the addition of a special salary coefficient not only aims to improve teachers' lives but also creates a strong driving force for educational innovation, contributing to building a team of truly professional, creative and inspirational teachers.
