The conference was chaired by Mr. Nguyen Dinh Khang, member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front , President of the Vietnam General Confederation of Labor.
Attending the conference were Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong; Vice Presidents of the Vietnam General Confederation of Labor: Phan Van Anh, Huynh Thanh Xuan, Nguyen Xuan Hung; and representatives of the Central Party Building Committees.
In his opening speech, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized a number of key contents for the Presidium to focus on studying, discussing and making decisions.
Regarding the draft documents for the 14th Congress of the Vietnam General Confederation of Labor, the President of the Vietnam General Confederation of Labor said that the Congress is expected to take place in June 2026. This is the first congress to be implemented under the new organizational model; the preparation time is shortened compared to previous terms, the progress is urgent, requiring high concentration and effort.
Mr. Nguyen Dinh Khang said that recently, the Document Subcommittee, the Subcommittee on Amendments and Supplements to the Charter and the supporting units have actively researched and developed the first draft of the Political Report to be submitted to the Congress and the draft amendments and supplements to the Charter of the Vietnam Trade Union to seek opinions from the Standing Committee of the Party Committee of the Vietnam General Confederation of Labor and the Standing Committee of the Presidium. At this conference, the Presidium continued to give opinions to complete the main contents of the report: assessing the results of implementing the Resolution of the 13th Congress of the Vietnam Trade Union for the period 2023-2025; identifying 5 lessons learned, 10 groups of targets and 3 breakthroughs for the term 2026-2031. Chairman Nguyen Dinh Khang asked the members of the Presidium to carefully study and contribute opinions on the title, goals, targets, tasks and solutions of the new term.
Regarding the draft Charter of the Vietnam Trade Union (amended and supplemented), the President of the Vietnam General Confederation of Labor emphasized the urgent need for amendments to concretize the Constitution, laws and the Party's guiding viewpoints; to meet practical needs, overcome limitations, and create conditions for the Trade Union to operate more effectively. The draft revised Charter includes a Preamble, 10 chapters, 47 articles (1 chapter less, 2 articles more than the current one); of which 18 articles remain, 1 chapter and 6 articles on the grassroots trade union are removed, 8 new articles are added, and 21 articles are amended.
From local practice, Mr. Nguyen Dinh Khang asked delegates to contribute opinions on the structure, layout, as well as revised contents related to the functions, tasks, authority, and operating mechanism of commune, ward, and special zone trade unions to ensure feasibility, effectiveness, efficiency, and similarity with political and social organizations in the political system.
Mr. Nguyen Dinh Khang emphasized: "Although the contents of this meeting are not many, they are all extremely important. We request that delegates promote a sense of responsibility, carefully study documents, discuss and contribute ideas to make the conference quality and effective."
At the conference, the Standing Committee of the Presidium and members of the Presidium of the VGCL gave their opinions on the Draft Report of the XIII Executive Committee to the XIV Congress of the Vietnam Trade Union, term 2026-2031 (first time); the Report on organizing the VIII Conference of the Executive Committee of the VGCL; the Report on amending and supplementing the Charter of the XIV Vietnam Trade Union; the Report on allocating official delegates to the XIV Congress; and the Report on amending and supplementing the Regulations on allowances for trade union officials at all levels (replacing Decision No. 5692/QD-TLĐ dated December 8, 2022 of the Presidium of the VGCL).
