Efforts to rescue people in flood-affected areas.

The Central Committee called for a full mobilization of resources and a high concentration on the urgent task of providing relief to the people in the flood-stricken areas of Central Vietnam and the Central Highlands. Delegations led by Deputy Prime Ministers quickly set off for Dak Lak, Lam Dong, and Gia Lai to visit and encourage the people. Urgent directives, urgent action, immediate allocation of hundreds of billions of VND to support localities.

On November 21, the Politburo issued Notice No. 99-TB/TW directing the work of overcoming the consequences of rain and floods in the Central region.

The Prime Minister also issued Decision No. 2549/QD-TTg dated November 21, 2025, providing emergency support of VND 700 billion from the central government's contingency budget for 2025 to four localities (Khanh Hoa VND 200 billion, Lam Dong VND 200 billion, Gia Lai VND 150 billion, and Dak Lak VND 150 billion).

On the same day, the Government organized three working groups, led by Deputy Prime Ministers, to inspect and direct the response and recovery efforts following the floods in Central Vietnam. Specifically, Deputy Prime Minister Nguyen Hoa Binh visited Dak Lak, Deputy Prime Minister Ho Quoc Dung visited Lam Dong, and Deputy Prime Minister Le Thanh Long visited Gia Lai .

The Prime Minister has issued the following directives: Directive No. 226/CĐ-TTg dated November 21, 2025, on strengthening the management and use of national reserves to support and respond to rain and floods in the Central region; Directive No. 225/CĐ-TTg dated November 20, 2025, on focusing on responding to and overcoming the consequences of exceptionally heavy rain and floods in the Central region; Directive No. 223/CĐ-TTg dated November 20, 2025, on focusing on responding to exceptionally heavy floods in Khanh Hoa, Dak Lak, and Gia Lai; Directive No. 222/CĐ-TTg dated November 19, 2025, sent to Gia Lai, Dak Lak, and Khanh Hoa provinces on focusing on responding to exceptionally heavy floods on the Ba River (Dak Lak) and emergency floods on the Kon River (Gia Lai). Official dispatch No. 219/CD-TTg dated November 17, 2025, sent to the People's Committees of provinces and cities from Ha Tinh to Lam Dong regarding focusing on responding to and promptly overcoming the consequences of rain and floods in the Central region; Official dispatch No. 218/CD-TTg dated November 16, 2025, sent to the People's Committee of Khanh Hoa province regarding urgently addressing the landslide incident at Khanh Le pass in Nam Vinh Khanh commune, Khanh Hoa province; Official dispatch No. 217/CD-TTg dated November 16, 2025, sent to the People's Committees of provinces and cities from Ha Tinh to Khanh Hoa regarding proactively preventing, avoiding, and responding to rain and floods in the Central region.

On November 21st, the Ministry of National Defense also deployed 16,999 personnel (10,111 soldiers, 6,388 militia members); 838 vehicles to assist the people in responding to and overcoming the consequences of the floods; and deployed 4 Mi helicopters ready for takeoff, along with 9 tons of dried food and other necessities to distribute to the people in the flooded areas.

The Ministry of Public Security mobilized 65,274 officers, soldiers, and grassroots forces, along with 5,280 vehicles, to coordinate with forces in the area to immediately implement response and recovery efforts following the floods, and to manage traffic flow to ensure safety.

On November 20-21, the Minister of Agriculture and Environment, along with a delegation of government leaders, inspected and directed flood response efforts in Khanh Hoa province. Prior to this, the Ministry had dispatched three working groups to coordinate with local authorities in implementing flood response measures.

Simultaneously, on November 21st, the Department of Dike Management and Disaster Prevention and Control, in coordination with Save the Children, handed over a shipment of goods to the Vietnam Fatherland Front of Dak Lak province, including: 6,000 boxes of instant sausages, 9,000 boxes of biscuits, 6,000 cartons of bottled water, and 6,000 cartons of milk. The total value of the goods is 2.457 billion VND. ActionAid International in Vietnam distributed cash to 330 households severely affected in the Huong So resettlement area in Huong An ward (formerly Huong So ward), Hue city, with an amount of 3,000,000 VND per household. It is expected that today (November 22nd), the European Union (EU) aid shipment will be transported to Noi Bai International Airport and then distributed to Dak Lak province. EU aid includes: 138 kitchen kits, 150 family tents, with a total value of approximately 75,660 Euros.

Thousands of tons of rice were promptly distributed to support the people.

Earlier, on the evening of November 20, 2025, from Algeria, Prime Minister Pham Minh Chinh chaired an urgent online meeting with Deputy Prime Ministers Nguyen Hoa Binh and Ho Quoc Dung, leaders of the National Civil Defense Steering Committee, ministries, and localities to direct the implementation of urgent solutions to respond to floods and heavy rains.

From November 18-20, Deputy Prime Minister Ho Quoc Dung personally inspected and directed the response and recovery efforts, and visited affected people in Khanh Hoa and Dak Lak provinces. On November 20, the Deputy Prime Minister chaired meetings with four localities – Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong – to direct the response work.

On November 20, 2025, the Ministry of Finance decided to release 4,000 tons of national reserve rice (2,000 tons for Khanh Hoa and 2,000 tons for Gia Lai) to the People's Committees of Khanh Hoa and Gia Lai provinces in an emergency situation to promptly support people in localities affected by floods and heavy rains; 1,760 tons had already been provided as assistance previously.

On November 18, 2025, the Prime Minister decided to provide emergency assistance of 50 billion VND to Khanh Hoa province to overcome the damage caused by floods and heavy rains; previously, on November 14, the Prime Minister decided to provide emergency assistance of 300 billion VND to Gia Lai and 200 billion VND to Dak Lak province to overcome the consequences of Typhoon No. 13 and floods; prior to that, assistance of 330 billion VND had already been provided to Gia Lai and 230 billion VND to Dak Lak.

The National Steering Committee for Civil Defense issued Official Dispatch No. 31/CĐ-BCĐ-BNNMT dated November 14, 2025, to ministries, sectors, and People's Committees of provinces and cities from Ha Tinh to Khanh Hoa regarding responding to heavy rain and floods in the Central region; Document No. 30/BCĐ-BNNMT dated November 13, 2025, to People's Committees of provinces and cities from Quang Tri to Khanh Hoa regarding proactively responding to heavy rain, floods, inundation, flash floods, and landslides; and Document No. 32/BCĐ-BNNMT dated November 17, 2025, to the Ministry of Construction regarding ensuring traffic safety during heavy rain and floods.

The Ministry of Agriculture and Environment issued document No. 9181/BNNMT-DD dated November 17, 2025, to the People's Committees of provinces and cities in the Northern, North Central, and coastal regions from Quang Ninh to An Giang regarding proactive response to severe cold weather, frost, and strong winds at sea.

The Department of Dike Management and Disaster Prevention and Control, in coordination with the Department of Telecommunications - Ministry of Science and Technology, sent two rounds of SMS messages to 26.4 million subscribers on November 17th, warning people in areas affected by rain and floods in provinces and cities from Ha Tinh to Lam Dong; in coordination with Zalo Vietnam, sent 24.1 million Zalo messages guiding people on how to ensure safety before heavy rain, flooding, flash floods, and landslides from Ha Tinh to Khanh Hoa, including 4.7 million messages sent to people in Gia Lai, Dak Lak, and Khanh Hoa provinces on November 19th; and organized a strict 24/7 duty roster to closely monitor the developments of natural disasters in order to promptly advise on directing and responding to the situation.

As of November 21, 2025, embassies and international organizations have provided and pledged aid to localities affected by typhoons No. 10, 11, 12, and 13 and the subsequent floods, totaling approximately US$13.625 million.
