Grading high school graduation exams in special circumstances

The special feature of this year's high school graduation exam is that it takes place right before the two-level local government system comes into operation from July 1; the exam is organized by three-level local governments, but the grading and announcement of exam results are done by two-level local governments.

Regarding the exam marking work, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that from June 28, all exam steering committees in localities will begin to implement the marking of high school graduation exams. Regarding this, the Ministry of Education and Training has given clear instructions, noting the issues that need to be prioritized in adjusting the exam marking committee. "However, we note one thing, only the senior executives are adjusted, but all the teachers marking the exams, the marking locations... remain unchanged. It's still the same teachers, still marking at the same schools... Therefore, we can rest assured that this change will not affect professional activities," Mr. Chuong emphasized.

According to Mr. Chuong, most localities have proactively implemented the activities in accordance with the previous instructions of the Ministry of Education and Training. Localities that activate the activities of the new government from July 1 will consider adjusting the steering committee and the examination board if necessary or may remain the same depending on the unified direction of each locality. As for localities that officially implement the activities of the new government, if after the end of the examination marking date of July 15, they will follow the examination instructions issued by the Ministry to organize this exam.

Regarding this issue, Deputy Minister of Education and Training Pham Ngoc Thuong affirmed: "As in the spirit of the high school graduation exam in literature, "students in any province are students of Vietnam", we adhere to the principles of 3 guarantees, 6 clarity, doing things publicly, transparently, and in accordance with regulations".

The Ministry of Education and Training said it will continue to direct, guide and strengthen inspection, examination and supervision to ensure good implementation of the stages of marking, comparing test score data, announcing test results, reviewing test papers, considering high school graduation qualifications for candidates and university and college admissions. The inspection teams of the National Examination Steering Committee and the Ministry of Education and Training's examination inspection team will inspect the marking work at all examination councils during this activity to enhance the seriousness of the marking work.

Exam results announced at exactly 8:00 a.m. on July 16.

According to the regulations of the examination boards of provinces and cities, the work of marking this year's high school graduation exams will start from July 5 to 13. At exactly 8:00 a.m. on July 16, the examination boards will announce the exam results.

Departments of Education and Training must complete high school graduation exams no later than July 18. Principals of high schools must issue temporary graduation certificates, return transcripts, and related certificates (originals) to candidates no later than July 22.

Candidates who want to review their exam papers should send their applications to the exam registration units from July 16 to July 25. The review will be completed by August 3 at the latest, and graduation recognition after the review will be considered by August 8 at the latest.
