The Steering Committee for the Project on organizing high school graduation exams on computers held its first meeting.

GD&TĐ - On the afternoon of October 20, at the Ministry of Education and Training, the Steering Committee for developing a Project to organize high school graduation exams on computers held its first meeting.

The Government's Action Program to implement Resolution No. 71-NQ/TW issued in Resolution No. 281/ND-CP dated September 15, 2025 requires the development of a Project to organize high school graduation exams, university entrance exams, vocational education , and large-scale computer-based assessment exams in 2026.

On September 29, 2025, the Minister of Education and Training issued Decision No. 2699/QD-BGDDT on the establishment of the Steering Committee to develop a Project to organize the High School Graduation Exam on computers.

Accordingly, the Head of the Steering Committee is Permanent Deputy Minister Pham Ngoc Thuong. The Permanent Deputy Head of the Steering Committee is Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training). The Deputy Head of the Steering Committee is Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training).

Members of the Steering Committee include representatives from the Ministry of Public Security, Ministry of Science and Technology, Government Cipher Committee, Government Office , units under the Ministry of Education and Training (Office, Department of General Education, Department of Higher Education, Department of Financial Planning).

The Steering Committee is responsible for directing and guiding the Drafting Committee and Editorial Team to develop the Project for organizing the High School Graduation Exam on computers. The specific tasks of the Steering Committee members are assigned by the Head of the Steering Committee.

The Drafting Committee and Editorial Team of the Project on organizing the High School Graduation Exam on computers were established under Decision No. 2700/QD-BGDDT dated September 29, 2025.

The Drafting Committee consists of 19 members; the Head of the Committee is Mr. Huynh Van Chuong, Director of the Department of Quality Management. The Editorial Team has 17 members, led by Mr. Phuong Phu Cong, Head of the Examination Management Department (Department of Quality Management).

The Drafting Committee and Editorial Team are responsible for developing the Project for organizing the High School Graduation Exam on computers in accordance with the direction of the Steering Committee. The specific tasks of the members are assigned by the Head of the Committee.

At the meeting, members of the Steering Committee, Drafting Committee, and Editorial Team discussed and proposed related contents: Timeline for developing the Project; implementation roadmap; building a question bank; building exam software; issuing a system of legal documents related to the organization of the Exam; directing digital transformation in the process of teaching and learning, testing, and assessment on computers so that students can get familiar with the computer-based exam method; ensuring security and safety at all stages of exam organization; preparing conditions for organizing the Exam; data synchronization issues...

Concluding the meeting, Mr. Huynh Van Chuong, Director of the Department of Quality Management, Deputy Head of the Steering Committee acknowledged the opinions and suggestions, effectively serving the construction of the Project; at the same time, noted a number of important tasks that need to be implemented in the coming time.

Previously, at the Conference summarizing the organization of the High School Graduation Exam in 2025 and preparing for the High School Graduation Exam in 2026, the pilot roadmap for organizing the High School Graduation Exam on computers was shared by Mr. Huynh Van Chuong.

Accordingly, it is expected that in April-May 2026, the computer-based exam questions will be tested on a scale of about 100,000 candidates. This test is part of the process of building a question bank and serving the preparation for large-scale computer-based exams. It is expected that in July 2026, the Ministry of Education and Training will submit to the Government for consideration and promulgation of the Project on organizing high school graduation exams on computers.

It is expected that in October-December 2026, the Ministry of Education and Training will issue procedures and regulations for computer-based exams. Localities will arrange a number of testing sites to pilot computer-based exams in 2027 to prepare for investment in facilities.

February-May 2027, organize testing of exam questions at locations planned to hold computer-based exams and organize large-scale testing of exam questions according to the question bank building process.

In June 2027, organize high school graduation exams on computers at qualified locations and organize high school graduation exams on paper at other locations.
