GD&TĐ - The lack of a legal document regulating specific professional standards for teachers in continuing education institutions often gives rise to many shortcomings in practice.

Currently, the appointment of professional titles for continuing education teachers is carried out according to the regulations on the appointment of secondary and high school teachers in Circulars No. 03 and 04/2021/TT-BGDDT and Circular No. 08/2023/TT-BGDDT; promotion of professional titles is carried out according to the general regulations for preschool and general education teachers according to the regulations in Circular No. 34/2021/TT-BGDDT. As for vocational education teachers, the appointment and promotion are carried out according to the regulations in Circular No. 07/2023/TT-BLDTBXH.

Thus, teachers teaching regular education programs must comply with the professional standards for general education teachers; and meet the professional title standards of junior high or high school teachers according to the assigned program.

However, in the same facility, teachers assigned to teach vocational training must implement a set of professional standards, skills and professional title standards for vocational education teachers. The differences in titles, classification methods and accompanying regimes and policies between groups of teachers in the same facility have created inadequacies, causing difficulties for management.

When arranging vocational education teachers with appropriate expertise to teach the regular education program at junior high school, high school or vice versa, the centers face many difficulties in converting the professional titles for teachers. The work of recruiting, using and managing personnel in the regular education center, or the vocational education - regular education center faces difficulties because each job position has different regulations.

Another problem that needs to be mentioned is that teachers in continuing education institutions must regularly carry out training programs, training, and educational activities with very diverse content, forms, methods, and durations, suitable for "different groups of learners" compared to general schools, intermediate and college institutions. Therefore, the application of common standards creates problems, when many standards are not suitable for the specific professional activities of this group.

In fact, there are still many cases where teachers teaching continuing education programs have not been assigned professional titles or transferred to secondary and high school teachers according to regulations, so they still hold different teacher codes according to the old regulations. This causes teachers to be disadvantaged in terms of salary, promotion rights and other benefits associated with professional titles.

The above mentioned series of shortcomings makes the management of teaching staff at continuing education institutions encounter many difficulties. The lack of a separate system of regulations, suitable for the specific activities of this team, also makes the requirement to standardize teachers according to each level of education and training level unable to be effectively implemented.

In that context, the development of professional standards for continuing education teachers has become an urgent requirement, aiming to complete the legal framework and remove bottlenecks in the management and use of staff at continuing education institutions. This is also the basis to ensure the specificity of teachers at each level of education and training level according to the provisions of the Law on Teachers.

Once professional standards are established, the team of continuing education teachers will have a clear basis to strive, practice and develop their careers; creating a long-term foundation for building a teaching force that meets the requirements of innovation.

The management agency will have transparent tools to recruit, evaluate and effectively use human resources; learners will enjoy a stable, professional and quality educational environment. Thereby, contributing to improving the quality of continuing education and ensuring the synchronous development of the national education system.
