The compilation and collection of opinions on the draft Circular aims to carry out the tasks assigned by the Prime Minister related to drafting documents detailing the implementation of the Law on Teachers No. 73/2025/QH15.
The draft Circular consists of 3 chapters and 9 articles, regulating the subjects, scope of application; tasks; ethical standards; professional standards according to the titles of teachers at continuing education institutions; and management responsibilities of relevant parties.
Based on the functions and tasks of the Center for Continuing Education, the Center for Vocational Education - Continuing Education stipulated in the Regulations on organization and operation of the center, it is expected to implement the vocational secondary school program according to the policy of merging the centers, the draft Circular stipulates that the tasks of teachers of continuing education institutions are determined according to the job position corresponding to each teacher title (continuing education teacher, main continuing education teacher and senior continuing education teacher).
This determination must ensure the principle: the tasks of a continuing education teacher are common tasks for all three positions; a higher continuing education teacher position must perform the tasks of the next lower continuing education teacher position and must perform a number of additional tasks of a more complex nature.
The regulation of tasks according to job positions aims to ensure that the assignment and arrangement of tasks for teachers correspond to the appointed title, in accordance with the professional and technical capacity of the teachers.
The regulation of tasks according to job positions is an important basis for determining standards of professional competence and skills in each teacher's job title, ensuring that teachers have enough capacity to successfully perform tasks according to the requirements of the job position. At the same time, this is also the basis for moving towards paying salaries and bonuses according to job positions and labor performance in the spirit of Resolution No. 27-NQ/TW on reforming salary policy.
The draft also provides regulations on professional standards for teachers of continuing education institutions, including standards on teachers' ethics; standards on training and fostering qualifications; standards on professional and technical competence.
Accordingly, the professional ethics standards of continuing education teachers are generally prescribed for all three teacher titles. This ensures the preservation and development of the standard image of teachers, who are exemplary models for students to respect and follow.
Regulations on training and development standards are inherited from the current regulations for each professional title of grade III, II, I for general teachers and vocational education teachers teaching at the current elementary level. At the same time, teachers of continuing education institutions need to complete the professional development program for teachers of continuing education institutions.
Regarding professional and technical competence standards, the draft stipulates criteria to ensure that teachers perform assigned tasks according to their job positions. These are important bases for recruitment, appointment, salary arrangement, periodic assessment and classification according to the school year and are orientations for teachers to advance in their professional activities.
In addition, to implement the policy of merging vocational education centers and continuing education centers into vocational secondary schools equivalent to high schools under the Department of Education and Training, providing public services in inter-ward and commune areas according to Official Dispatch No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee on summarizing Resolution 18-NQ/TW, the Ministry of Education and Training is researching and proposing competent authorities to issue relevant legal documents as a basis to guide localities in implementing the merger policy.
After having a complete system of legal bases for implementation, the Ministry of Education and Training will adjust the content of the Circular regulating professional standards for teachers of continuing education institutions to suit the new model.
