Expected professional standards for teachers of continuing education institutions

GD&TĐ - The Ministry of Education and Training announced a draft Circular regulating professional standards for teachers of continuing education institutions (GDTX) to solicit public comments.

The compilation and collection of opinions on the draft Circular aims to carry out the tasks assigned by the Prime Minister related to drafting documents detailing the implementation of the Law on Teachers No. 73/2025/QH15.

The draft Circular consists of 3 chapters and 9 articles, regulating the subjects, scope of application; tasks; ethical standards; professional standards according to the title of teachers at continuing education institutions; management responsibilities of relevant parties.

The duties of teachers of vocational education institutions are determined according to job position.

Based on the functions and tasks of the Continuing Education Center and the Vocational Education Center - Continuing Education as prescribed in the Regulations on organization and operation of the center, it is expected to implement the vocational secondary school program according to the policy of merging the centers, the draft Circular stipulates that the tasks of teachers of Continuing Education facilities are determined according to the job position corresponding to each teacher title (continuing education teacher, main continuing education teacher and senior continuing education teacher).

This determination must ensure the principle: the tasks of GDTX teachers are common tasks for all 3 GDTX teacher positions; higher GDTX teacher positions must perform the tasks of the adjacent lower GDTX teacher positions and must perform a number of more complex tasks.

The regulation of tasks according to job positions aims to ensure that the assignment and arrangement of tasks for teachers correspond to the appointed title, in accordance with the professional and technical capacity of the teachers.

The regulation of tasks according to job positions is an important basis for determining standards of professional competence and skills in each professional title of GDTX teachers, ensuring that teachers have sufficient capacity to successfully perform tasks according to the requirements of the job position.

At the same time, this is also the basis for paying salaries and bonuses according to job position and labor performance in the spirit of Resolution No. 27-NQ/TW on reforming salary policy.

Regulations on professional standards for teachers of continuing education institutions

Professional standards for teachers are a system of standards for each teacher title, including standards on teacher ethics for continuing education teachers; standards on training and fostering qualifications; standards on professional and technical competence.

Accordingly, the professional ethics standards of GDTX teachers are stipulated in common for all 3 positions of GDTX teachers. This ensures the preservation and development of the standard image of teachers, who are exemplary models for learners to respect and follow.

Regulations on training and development standards are inherited from the current regulations for each professional title of grade III, II, I for general teachers and vocational education teachers teaching at the current elementary level. At the same time, teachers of continuing education institutions must complete the professional development program for teachers of continuing education institutions.

Regulations on professional and technical competence standards stipulate criteria to ensure that teachers can perform assigned tasks according to their job positions.

These are important bases for recruitment, appointment, salary arrangement, evaluation, and periodic classification according to the school year and are the orientation for teachers to advance in their professional activities.

In addition, to implement the policy of merging vocational education centers and continuing education centers into vocational secondary schools equivalent to high schools under the Department of Education and Training, providing public services in inter-ward and commune areas according to Official Dispatch No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee on summarizing Resolution 18-NQ/TW, the Ministry of Education and Training is researching and proposing competent authorities to issue relevant legal documents as a basis to guide localities in implementing the merger policy.

After having a complete system of legal bases for implementation, the Ministry of Education and Training will adjust the content of the Circular regulating professional standards for teachers of continuing education institutions to suit the new model.
