Is tuition free or reduced for a 2-year intermediate program where you can study and work?

I have been informed about the policy of tuition exemption and reduction for public educational institutions. May I ask, are students of 2-year vocational schools who study and work eligible for the policy of tuition exemption or reduction? (kimhien***@gmail.com)

According to Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government regulating policies on tuition fees, exemption, reduction, support for tuition fees, support for study costs and service prices in the field of education and training, the subjects of this Decree are preschool children, pupils, students, trainees, and postgraduates (collectively referred to as learners) studying at educational institutions in the national education system according to the provisions of the Law on Education, the Law on Higher Education, the Law on Vocational Education; educational institutions in the national education system according to the provisions of the Law on Education, the Law on Higher Education, the Law on Vocational Education and related organizations and individuals.

However, Clause 7, Article 19 of the above Decree states: “The tuition fee exemption, reduction, and support regime shall not be applied to learners in the form of continuing education programs that meet the learners' requirements, update knowledge, skills, transfer technology, training, fostering to improve professional capacity or short-term training and fostering; except for learners in continuing education programs to obtain diplomas of the national education system”.

Based on the above regulations and according to your letter, in your case, when studying at the intermediate level in the form of work-study, you are not eligible for tuition exemption or reduction according to the provisions of Clause 7, Article 19 of Decree No. 238/2025/ND-CP mentioned above.
