On the afternoon of October 5, in Hanoi, the Government Office held a regular Government press conference for September, providing information on the socio-economic situation in September and the first 9 months of the year.
Responding to a reporter's question about the situation of overcharging at the beginning of the school year, Mr. Le Tan Dung, Deputy Minister of Education and Training , said that recently the Ministry has had many instructions, corrections, and reminders, but this situation still occurs.
According to Mr. Dung, in the 2025-2026 school year, the Ministry of Education and Training has sent documents to ministries, localities and educational institutions on tuition policy, partial exemption and reduction of fees and charges.
The Deputy Minister of Education and Training said that the Ministry has 9 groups of short-term and long-term solutions to end the situation of overcharging.

Firstly, the education sector has issued a document requesting all levels and sectors to strictly implement education policies. Educational institutions must strictly implement regulations on tuition fees, fee exemptions and support in accordance with Decree 238/2025.
Second, fees must be decided by competent authorities. Educational institutions are strictly prohibited from setting their own fees.
Third, the mobilization, management and use of resources must comply with the regulations of competent authorities.
Fourth, strictly implement publicity, information and posting of prices of materials, equipment, educational services, and textbooks, ensuring publicity and transparency.
Fifth, localities direct educational institutions in the area to comply with the list; require schools not to combine many fees, not to collect many periods in advance, not to take advantage of the name of the parent representative board to collect more than the prescribed amount...

On Friday, the Ministry of Education and Training will continue to review the system of legal documents, thereby making adjustments and supplements to ensure the rights of learners and parents.
Seventh, based on its functions, duties and powers, the ministry will actively strengthen inspection and supervision and strictly handle according to regulations. When there are complaints, it will be inspected and strictly handled.
Eighth, the education sector proposes to the National Assembly to regularly monitor the sector at the central and local levels. Thereby, there will be more grounds to handle the situation of overcharging and violating regulations.
Finally, the Ministry of Education and Training recommends that local authorities and Party committees regularly inspect and rectify this situation at local educational institutions.
