Based on the provisions of the Law on Social Insurance 2024, in order to promptly issue electronic social insurance books, Vietnam Social Insurance has proactively researched, proposed, and sought opinions from the Ministry of Labor, War Invalids and Social Affairs on the draft electronic social insurance book form.
Electronic social insurance book is a social insurance book created by the Ministry of Finance by electronic means.
Currently, in parallel with the process of focusing and concentrating efforts on implementing the work of arranging and streamlining the organizational apparatus with agencies and localities nationwide, Vietnam Social Security is also actively researching and building to complete the electronic version of the social insurance book to seek direction from the Ministry of Finance for issuance, ensuring the time according to regulations.
Electronic social insurance books contain information and have the same legal value as paper social insurance books. The expected process of issuing and managing electronic social insurance books will not change compared to previous regulations.
In case of detecting fraud or forgery, the social insurance agency will temporarily "recall" the electronic social insurance book on the database, to ensure the rights and manage the social insurance participation information of employees accurately and transparently.
Solve the situation of buying, selling and mortgaging paper social insurance books
The implementation of electronic social insurance books will expand the provision of online public services; at the same time, improve the efficiency of social insurance management activities, creating convenience for people and businesses in the field of social insurance...

For social insurance participants, they can regularly monitor and promptly update the results of social insurance, unemployment insurance, occupational accident and disease insurance payments, and can use the electronic social insurance book to perform related administrative procedures in the electronic environment.
On the other hand, employees save time because they do not have to reissue social insurance books if they are lost or damaged. At the same time, they do not have to preserve them like paper social insurance books and do not have to present paper social insurance books when making payment procedures for social insurance and unemployment insurance regimes.
For employers, it reduces the amount of work arising when carrying out administrative procedures related to issuing social insurance books to employees.
Electronic social insurance books provided on VNeID and VssID applications help save costs in printing and issuing paper social insurance books and health insurance cards and reduce human resources for issuing books and cards.
In particular, resolving the situation of buying, selling, pledging, transferring, and mortgaging social insurance books that affect the rights of employees.
In addition, when implementing data connection with the employment service center, it will be possible to promptly detect and prevent the settlement of unemployment insurance benefits that are not in accordance with regulations. Storing on the database also creates convenience, making it easy to look up, monitor, check, and reduce the space for storing records.
Implementing electronic social insurance books on VNeID and VssID applications, connecting data between employment service centers and social insurance agencies, can completely allow participants to submit applications online without having to go directly to the employment service centers, reducing the burden on these centers and creating convenience for participants.
