Implementing Plan No. 611/KH-UBND dated July 25, 2025 of the People's Committee of Nghe An province to implement Resolution No. 138/NQ-CP dated May 16, 2025, Resolution No. 139/NQ-CP dated May 17, 2025 of the Government and Plan No. 358-KH/TU dated July 24, 2025 of the Provincial Party Executive Committee to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.
The Department of Industry and Trade has issued a document to thoroughly grasp and seriously implement the contents of Plan No. 611/KH-UBND dated July 25, 2025 of the Provincial People's Committee, focusing on implementing the following basic key tasks:
- Thoroughly grasp the contents of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo, Resolution No. 138/NQ-CP dated May 16, 2025 and Resolution No. 139/NQ-CP dated May 17, 2025 of the Government, Plan No. 358-KH/TU dated July 24, 2025 of the Provincial Party Committee to all civil servants, public employees, and workers to change their thinking, awareness, and actions about the position, role, and importance of the private economy in implementing the socio-economic development goals of Nghe An province.
- Thoroughly educate all civil servants, public employees, and workers to change their mindset, strictly prohibit the abuse of administrative decisions, the "ask-give" mechanism, and the "can't manage, then ban" mindset. People and businesses are free to do business in industries that are not prohibited by law.
- Build a separate section on the website and electronic information portal of the department or unit to publicly announce information on planning, investment projects, bidding, and administrative procedures.
- Receive feedback, promptly respond and resolve recommendations from people and businesses in production and business activities.

- Thoroughly apply digital transformation to minimize administrative procedure processing time, legal compliance costs and business conditions in regulations on market entry, market withdrawal and planning.
- Deploy online public service provision for businesses and business households regardless of administrative boundaries.
- Complete the review of legal documents for handling according to authority or report to competent authorities for handling in order to eliminate unnecessary business conditions, overlapping and inappropriate regulations that hinder the development of enterprises and business households.
- Review policies and programs to support businesses and business households for amendment and promulgation in the period 2026 - 2030 or propose to competent authorities to amend in the direction of maximally simplifying documents, processes and procedures for support policies, ensuring practicality, efficiency, and suitability to the needs of businesses and business households.
- Integrate contents on private economic development into the annual and 5-year sector plans; proactively advise on budget arrangement and integration or synthesize proposals for competent authorities to arrange budget to implement private economic support.
- Implement fair and transparent policies and laws according to market mechanisms, without discrimination between private enterprises and state-owned enterprises and FDI enterprises in mobilizing, allocating and using capital resources, land, resources, assets, technology, human resources, data and other resources.
- Focus on innovating and diversifying trade promotion activities, developing domestic and foreign markets in conjunction with the campaign for Vietnamese people to prioritize using Vietnamese goods; propose solutions to encourage private economic production and business, diversify distribution channels, expand product consumption markets and boost exports, develop logistics systems of appropriate scale, connect trade, strengthen propaganda work, international integration in the ASEAN economic community and new generation free trade agreements for businesses.
- Promote the application of e-commerce, propose solutions to encourage private enterprises to diversify digital channels for promotion, market development, and product consumption.
- Research and develop a data system and artificial intelligence tools, publish on the information portal of the department, unit early warning tools for businesses and business households about risks of law violations in the field of responsibility.
- Improve the quality and effectiveness of market inspection and control. Resolutely fight against counterfeit, pirated, and copyright infringement goods to protect the legitimate rights and interests of businesses and business households operating in accordance with the law.
- Coordinate to resolve difficulties and problems of industrial clusters. Promote attracting enterprises to invest in building infrastructure of industrial clusters, urge the implementation of completing legal procedures to invest in building technical infrastructure for industrial clusters that have selected enterprises to invest in infrastructure business; urge industrial clusters invested by state agencies to speed up the completion of technical infrastructure items; focus on investing in environmental treatment systems that meet standards
- Advise on policy issuance on: Using local budget to partially support investment in building industrial cluster infrastructure system.
- Coordinate to support businesses in improving management capacity, implementing solutions to increase reputation and access to financial resources.
- Research solutions, mechanisms and policies to handle backlog projects that have lasted for many years, causing waste of economic resources.
- Focus on developing and promoting the use of digital data platforms shared across many fields, ensuring connectivity, sharing, synchronization, interconnectivity, and comprehensiveness; identifying this as a core and decisive issue in promoting digital transformation of the province, as well as a necessary condition to promote the potential of the digital economy.
- Building business linkage chains according to industry clusters, value chains, and supply chains. Promoting the formation of ecosystems to support business development, especially those operating in the supporting industry sector. Encouraging large enterprises to lead domestic supply chains, connecting with small and medium enterprises and business households.
- Promote the implementation of the Law on Support for Small and Medium Enterprises and policies to support small and medium enterprises to improve their capacity to connect with large enterprises and FDI enterprises.
- Research and develop a data system and artificial intelligence tools, publish on the information portal of the department and unit early warning tools for businesses and business households about risks of law violations in the field of responsibility.
- Effectively coordinate the implementation of Plan No. 261-KH/TU dated June 26, 2024 of the Provincial Party Committee on implementing Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period, creating all favorable conditions for entrepreneurs to participate in national governance. Develop a strong business community in the field of industry and trade in terms of quantity, quality, reasonable structure, with vision, intelligence, ethics, entrepreneurial spirit, legitimate enrichment, dynamism, creativity, advanced management capacity, law compliance, business culture with national identity; with social responsibility, environmental awareness, making worthy contributions to the socio-economic development goals of Nghe An province and the country.
- Coordinate to mobilize and encourage successful entrepreneurs to participate in activities to share experiences, inspire and train young generations of entrepreneurs to nurture and encourage entrepreneurial spirit, replicate typical models and examples in production and business.
- Establish a close, substantive, sharing, open and sincere relationship with enterprises, in which it is necessary to proactively and wholeheartedly resolve problems for private enterprises according to assigned functions, tasks and authority, promptly report to competent authorities on issues beyond authority; at the same time, promote the role of giving comments and criticizing policies of enterprises and business associations in an honest and timely manner and accurately reflect the nature of difficulties and problems from practice to make recommendations to competent authorities for consideration and handling.
As soon as the plan 611/KH-UBND of the Provincial People's Committee was issued, the Department of Industry and Trade promptly developed specific tasks and assigned them to each department, unit, and deputy director of the Department in charge of the field to promptly direct the implementation.
