Pursuant to Official Dispatch No. 6417/UBND-TH dated July 3, 2025 of the People's Committee of Nghe An province on responding to voters' opinions and recommendations before the 31st session of the 18th Provincial People's Council.
Regarding the industry and trade sector, there are 03 opinions. The Department of Industry and Trade synthesizes and reports as follows:
1. For opinion number 02 : Voters of Huong Son commune, Tan Ky district; Nghi Xa commune, Nghi Loc district; Quynh Doi commune, Quynh Luu district Propose investment in upgrading degraded power lines to ensure production and daily life needs of people.
Reply:
1. Huong Son commune, Tan Ky district (now Tan An commune)
Every year, the electricity industry has carried out regular repairs, major repairs, and renovations of the existing power grid to ensure power supply to serve the production and daily needs of the people. The Regional Electricity Management Team has prepared a plan to submit to the Company for major repairs of Huong Son 6, 7, 13 substations in 2025 and for in-depth renovations of Tan Thanh Hong 2 (Huong Son 10), Huong Son 12 (Dong Coc Pump) and Huong Son 5 substations in the 2026 investment capital, submitted to Nghe An Electricity Company for approval.
2. Nghi Xa Commune, Nghi Loc District (now Trung Loc Commune)
Status of renovation and upgrading of current power grid in Nghi Xa commune:
- 2024: Replace 206m of 3AV16+1AV10 wire with aging insulation, 07 BH7.5 pole positions with cracks and exposed iron after Nghi Xa 6 substation; Replace 1259m of CVX 4*35 wire with aging insulation, 54 BH7.5 pole positions with cracks and broken after Nghi Xa 4 substation; Renovate the low-voltage grid after Nghi Xa 2 substation (before the Committee).
- 2025: Replace meters and renovate boxes in the entire Nghi Xa commune; Energize 01 Nghi Xa 10 CS 250-22/0.4kV substation and CQT feeders for hamlets 1-10 Nghi Xa, NCS Nghi Xa 6 from 250 to 320 kVA; Renovate the entire low-voltage grid after Nghi Xa 5 substation (in front of Nam Cam Industrial Park gate).
In the coming time, the electricity industry will continue to survey and invest in upgrading the power grid in areas to meet the electricity needs of local customers.
3. Quynh Doi Commune, Quynh Luu District (new Quynh Anh Commune):
In 2025, Quynh Luu Electricity replaced more than 2,000 meters of bare wire with insulated cables of various types. Up to now, the current power grid in Quynh Doi commune has basically run out of bare wire and provides stable power supply to serve the people.
The Regional Power Management Team has surveyed and proposed to add 02 more transformer stations to the investment portfolio for 2026 and the following years to prevent overload and renovate the low-voltage grid for approval by Nghe An Power Company.
Recently, the demand for electricity for production, business and daily life of people has been increasing. Therefore, there is still a situation of weak and unstable electricity in some of the above areas. In the coming time, to meet the production, business and daily life needs of people, the Department of Industry and Trade will direct Nghe An Electricity Company to review, update the list, make plans and roadmaps for investment in renovating and upgrading the rural low-voltage grid system.
2. Regarding opinion number 03: Voters of block 1, Quynh Xuan ward, Quynh Luu district propose to continue operating Low voltage power station in block 1 for agricultural production and irrigation.
Answer: In the second quarter of 2025, Quynh Luu Power Company received the Aquaculture Substation (630KVA=35/0.4kV) in Quynh Xuan Ward from the Hoang Mai Town Construction Investment Project Management Board and has provided electricity for production and daily life for households and businesses in the area, convenient for customers who need to change their electricity usage location. The Department of Industry and Trade will direct the Electricity sector to directly guide customers on the necessary documents and procedures according to regulations to move the meters of customers using electricity at Quynh Xuan 11 station to use electricity after the Aquaculture Substation received from the Hoang Mai Town Construction Investment Project Management Board if customers have a need.
3. Regarding opinion number 04: Voters of Nghi Loc and Tuong Duong districts request that the authorities strengthen state management of food safety as the commune area is large and management of this field will be very difficult.
Answer: To ensure food safety at localities, all levels, sectors and localities need to closely coordinate and focus on implementing the following key tasks and solutions:
1. Strengthen propaganda, raise awareness and responsibility for production and business establishments and consumers. The goal is to improve knowledge, change behavior, thereby reducing food poisoning and foodborne diseases.
- Producers and traders : The responsibility of producers and traders to ensure food safety includes compliance with regulations on food hygiene and safety, quality control of raw materials, production processes, and traceability of products. They are responsible before the law for the safety of the food they produce and trade and are obliged to provide complete and truthful information about the products.
- Consumers: Care about and learn how to choose fresh, clean food with clear origin; how to preserve and process food safely; recognize unsafe food; measures to prevent food poisoning.
Strengthening propaganda and raising awareness of food safety requires the cooperation of the whole community, towards a common goal of protecting people's health and building a safe and sustainably developed society.
2. Strengthen management of food production and business under the management of Industry and Trade.
- Direct the People's Committees of communes and wards to review and update the database of food production and business establishments operating in the management area (including small-scale production and business establishments) to build a common data set to serve the state management of food safety in the field of Industry and Trade in the province.
- Review, issue/update Food Safety Certificates for establishments producing and trading industrial food, pre-packaged food, soft drinks, beer, wine, confectionery, etc.
- Organize the reception and review of self-declared product dossiers of food production establishments; Require establishments to comply with technical regulations, quality standards and labeling in accordance with legal regulations.
- Coordinate with the Department of Education and Training, People's Committees of communes and wards to propagate and strictly disseminate to the school system in the province to comply with regulations on ensuring food safety within the school and have measures to manage students not to use goods floating in front of school gates.
- Strengthen the role of the standing agency of the Provincial Steering Committee 389 to actively and proactively mobilize forces in the province to participate in the fight, prevent and repel the production and trading of dirty food, fake goods, counterfeit goods and poor quality goods circulating in the market.
3. Strengthen inspection, examination and handling of violations
- Direct the People's Committees of communes and wards to coordinate with local functional forces to organize regular and surprise inspections, focusing on small-scale production establishments and establishments at high risk of violating food safety (including goods circulating in markets and shops in front of school gates).
- Strictly handle violations such as: unknown origin, use of banned additives, expired food, counterfeit labels, brands...
- Direct the Market Management force in the localities to strengthen the inspection and control of the market for the circulation of goods; promptly detect and strictly handle violations related to counterfeit goods, fake goods, poor quality goods and goods that do not ensure food safety. In particular, pay special attention to goods circulating in markets, shops in front of school gates...
4. Managing e-commerce activities in the food sector
- Monitor and inspect food sales activities online, on e-commerce platforms, social networks (Facebook, TikTok, Zalo...), and handle products of unknown origin.
- Require e-commerce platforms to take joint responsibility when allowing unsafe food products to be sold on the platform.
- Develop technology solutions for traceability and QR code scanning to help consumers easily check product information.
5. Support businesses and business households to comply with food safety
- Guide small production and business establishments to improve production conditions (factories, warehouses, packaging, etc.) towards standards.
- Organize training and propaganda on food safety laws, clean production techniques, and safe processing.
- Encourage the construction and development of safe food supply chains, especially in rural and mountainous areas; support connections and promote the consumption of quality goods in the province; organize activities "Bringing Vietnamese goods to rural and mountainous areas" for quality and reputable products to consumers in Nghe An province.
6. Review and complete the legal system on assignment, decentralization and coordination of food safety management in the area.
- Regularly review and update legal documents and regulations on food safety in the area to promptly amend and supplement them in accordance with legal regulations.
- Coordinate with the Department of Health to advise on the Decision to amend and supplement Decision No. 11/2021/QD-UBND dated May 20, 2021 of the Provincial People's Committee on promulgating the Regulations on assignment, decentralization and coordination of State management of food safety in Nghe An province to have a basis for smooth and unified implementation from the provincial level to the commune and ward levels.
7. Strengthen coordination in inspection, handling and prevention of food safety violations.
In the coordination work between functional forces, it is necessary to increase the exchange of information (especially information about new subjects and methods), support in professional matters, investigation and verification, and it is necessary to propose synchronous solutions from the production stage. The agricultural sector builds and licenses clean growing and livestock areas, without chemicals or banned pesticides, the health sector in licensing and announcing food products and post-inspection work, checking the quality of food goods, the market management agencies, the police, the border guards, the health sector, the industry and trade, the agriculture sector... coordinate in inspecting and controlling the market, grasping accurate information to thoroughly handle and eliminate food safety violation rings in the area. Production enterprises also need to establish and expand distribution and retail channels to directly supply goods to consumers at reasonable prices, ensuring quality, thereby food safety violations will be thoroughly prevented.
