Key economic sectors of Que Son Trung

From a purely agricultural commune with arid land and limited production conditions, Que Son Trung is gradually affirming its determination to strongly transform itself by developing industry, considering this a key driving force to increase income and create sustainable livelihoods for the people.

Possible signs

For many years, Que Son Trung has been a purely agricultural commune with a large area of ​​hills, poor soil, small, fragmented fields and a lack of initiative in irrigation water sources. These limitations have caused many difficulties in agricultural economic life, low production efficiency, and unstable income for the people.

Mr. Nguyen Minh Chau, Vice Chairman of Que Son Trung Commune People's Committee, said that, faced with such challenges, the Party Committee and the commune government determined to find a new direction, creating a breakthrough in economic development. Industrial development was chosen as the key sector, opening up opportunities to increase income and change the face of the locality. In that spirit, the commune has proactively coordinated with investors, focusing on site clearance to deploy many important industrial clusters.

Up to now, Go Dong Mat Industrial Cluster has deployed 28/50ha; Que Cuong Industrial Cluster with an area of ​​49ha has filled about 61%, the remaining area continues to attract new projects. Along with that, the commune is promoting and calling for capable investors to participate in developing Nui Giang Industrial Cluster with a scale of 30ha and Nui Huong Industrial Cluster with a scale of 45ha.

In addition, in the mining sector, the locality also reviewed and proposed planning for a number of quarries and land fills to serve constructions and projects in the area. The commune government advocates creating maximum conditions for businesses to invest, while focusing on linking industrial development with the development of residential, service and commercial infrastructure.

“Infrastructure investment for Que Cuong Industrial Cluster currently reaches 41 hectares, phase 1 has been completed about 60%. In the cluster, there are industries operating such as construction materials, wood chips, cassava starch and is attracting more pellet production projects. We identify industrial infrastructure investment as a breakthrough, thereby creating a foundation to attract more businesses, expand production and create jobs for local workers,” said Mr. Chau.

Removing difficulties and attracting investment

The industrialization orientation of Que Son Trung commune is set in a long-term vision clearly shown in the Resolution of the 1st Party Congress of the commune.

According to Mr. Ngo Van Nhanh, Chairman of the Commune People's Committee, the locality sets a target of an average growth rate of gross domestic product in the 2026 - 2030 period of 10% or more; average income per capita by 2030 of more than 90 million VND; total budget revenue increases by an average of 8-9% annually; annual economic revenue increases by at least 10% compared to the assigned target.

To achieve this goal, the commune focuses on promoting the development of industry - construction , trade - services, while enhancing the application of science and technology, start-ups and innovation. The work of reviewing, adjusting and supplementing the planning of the industrial cluster network is considered important to ensure synchronization and conformity with the general development orientation of the city.

According to the approved planning, Tay Que Son Industrial Park with an expected area of ​​1,200 hectares is considered an important driving force. This is an area with many advantages in connecting traffic infrastructure when it is close to National Highway 1A, National Highway 14E, Da Nang - Quang Ngai Expressway, and is convenient in terms of electricity, water supply and drainage. However, the implementation process also revealed many difficulties.

One of the major challenges is site clearance, because according to the review, the planned boundary of Tay Que Son Industrial Park affects about 650 households that must be cleared, the number of resettlement lots expected to be up to 4,200 lots. In addition, the planning area also has many graves that need to be reburied, while currently the commune does not have a new cemetery that meets the required area and distance.

The current infrastructure of the area still has many limitations, not being invested to meet the needs of a large-scale industrial park. The planning issue also has differences between the general planning project and the provincial planning, especially the overlap with the 75ha area of ​​Nui Dang Industrial Cluster. These are bottlenecks that need to be resolved to ensure the project is feasible, while limiting the impact on people's lives, such as Phuoc Chi canal, which supplies water to more than 200ha of agricultural land, which will also be directly affected if the planning is implemented.

“In light of that reality, the locality has reported to the Management Board of the High-Tech Park and Industrial Parks of Da Nang to pay attention to and introduce information about the planning of Tay Que Son Industrial Park to capable investors, and at the same time carry out investment in phases to ensure efficiency. Regarding the overlapping part of the planning of Nui Dang Industrial Cluster, the locality proposed to remove it from the boundary of Tay Que Son Industrial Park,” Mr. Nhanh said.
