Leaders of Da Nang City People's Council surveyed public investment projects

DNO - On the afternoon of October 8, Permanent Vice Chairman of the City People's Council Tran Phuoc Son and the Urban Committee of the City People's Council surveyed the actual public investment projects including: the road connecting National Highway 14H to DT609C, Van Ly Bridge and access roads, and Le Bac Bridge.

Mr. Le Tung Lam, Head of the Urban Committee of the City People's Council, said that the survey trip aimed to implement Plan No. 08, dated September 29, 2025 of the Standing Committee of the City People's Council to supervise the topic "On the implementation of key and dynamic projects and public investment plans in the city".

Reporting to the survey team, Mr. Tran Canh Ha, Deputy Director of the Quang Nam Traffic Construction Investment Project Management Board, said that the Van Ly bridge project and access roads will be built in the communes of Go Noi, Dien Ban Tay, and Dai Loc.

Total project investment is 575 billion VND (central budget 420 billion VND, local budget 155 billion VND), implemented in the period 2023 - 2026.

The construction contract progress is 900 days from September 30, 2023, expected to be completed in April 2026. The value implemented to date is about 185.5/423.8 billion VND, reaching 43.76% of the contract value.

Van Ly Bridge has completed the bridge construction, only asphalt concrete, expansion joints and lighting system remain.

Regarding the access road, Go Noi commune (belonging to branch N1) has completed the foundation and is preparing to lay the asphalt concrete road surface.

On Dai Loc commune side (belonging to branch N1), construction of embankment at N1-N2 intersection, cross-road drainage culverts on the route sections that have been handed over.

In Dien Ban Tay commune (belonging to the N2 branch), the contractor cleared and organically peeled off some sections that already had land and constructed an overpass...

The capital allocated for the project in 2025 is 86 billion VND. By September 2025, the disbursement reached 77.86/86 billion VND (accounting for 91%).

The investor said that the construction of the road through Dai Loc commune and Dien Ban Tay commune still has many problems with site clearance.

For Dai Loc commune, the locality has handed over a route length of about 1.85/3.3km, mainly agricultural land, but the handover is not continuous, interspersed with many plots of land that have not been compensated or supported.

Dien Ban Tay Commune handed over 3/3.73km of the land length; 0.73km has not been handed over due to land issues, households have to adjust land records and face problems with receiving money procedures.

The road project connecting National Highway 14H to Provincial Road 609C through Thu Bon and Phu Thuan communes. The total investment is more than 378 billion VND from the local budget, implemented from 2021 to 2026.

Currently, the Song Thu bridge project has been 100% completed. Regarding the approach roads, the first and second layers of asphalt concrete pavement for the three main sections with a total length of 3.27km have been completed; at the same time, the first layer of asphalt concrete pavement for the approach road from the DH10.DX route to the bridge, 350/480m long, has been completed. The value of the construction contract to date has reached 240.8/287 billion VND (accounting for 83.9%) .

The project is facing problems with site clearance, the section through Thu Bon commune has not been resolved (Phu Thuan commune has been completed).

The total area of ​​land handed over for construction through Thu Bon commune is 3.7/4.1km; there is still 0.4km uncleared in 3 sections, the biggest difficulty is the cases of complete clearance that need resettlement.

Regarding the Le Bac bridge project, Mr. Le Van Nghia, Director of the Duy Xuyen Area Construction Investment Project Management Board (Quang Nam Construction Investment Project Management Board) said that the project is located in Thu Bon commune with a total investment of 93 billion VND from the local budget, implemented in the period of 2024 - 2026.

Before the merger, the project was allocated 30 billion VND by Quang Nam province (old) and 3 billion VND by Duy Xuyen district (old).

The value of the construction contract is over 51.2 billion VND; the contractor has currently implemented over 34.2 billion VND. Up to now, the allocated capital has been fully disbursed; the investor still owes the contractor the volume of construction.

Therefore, the investor has submitted a proposal to the City People's Committee and the Department of Finance requesting support for investment funding to speed up the progress. The contractor strives to complete the project by mid-December 2025.
