From village dialogues to site handover campaigns, the project reflects the connection between the Party's policies and the people's trust — a journey that requires perseverance and responsibility from the grassroots government.
Lesson 1: The path of the people's hearts
The Bao Loc – Lien Khuong Expressway Project is not only a key traffic project, but also a symbol of the belief and strong aspiration of the Party Committee, the Government and the People of Lam Dong Province. On every inch of land, every cadre, party member and citizen is contributing their efforts to a great journey – a journey that opens up the future of connection, development, and makes the long-standing dream of the highlands come true.
Party organizations get involved – Arousing consensus among the people
The Bao Loc – Lien Khuong Expressway Project is nearly 74 km long, an important component that completes the entire Dau Giay – Lien Khuong Expressway. This route is considered the “modern traffic backbone”, connecting the key economic region of the South with the Central Highlands – a land rich in potential but still facing many infrastructure barriers. When completed, the expressway will fundamentally resolve the problem of overload and frequent congestion on National Highway 20 – a vital road that has been a “bottleneck” for many years.
Not only shortening the journey, the project also opens up a new development space, activating and maximizing the efficiency of the sections being invested in such as Dau Giay - Tan Phu, Tan Phu - Bao Loc. The value of the project lies not only in the 74 km of highway, but also in the development scale it brings: unleashing the potential for the entire strategic economic corridor of hundreds of kilometers, creating new growth momentum for the Southern Central Highlands region.
Speaking at the project groundbreaking ceremony on June 29, 2025, Deputy Prime Minister Nguyen Hoa Binh emphasized: “The Bao Loc – Lien Khuong Expressway is a strategic piece that completes the entire Dau Giay – Lien Khuong Expressway, forming a modern backbone traffic axis, connecting the key economic region of the South with the capital of the Central Highlands – Da Lat.”
According to the Deputy Prime Minister, the completion of the expressway will not only fundamentally resolve the prolonged congestion and overload on National Highway 20, but also shorten travel time and activate the efficiency of the sections that have been and are being deployed.
Bao Loc – Lien Khuong Expressway is not only an important infrastructure project, but also a symbol of the solidarity and will to rise of the Party Committee and the People of Lam Dong. When the route is completed, the strategic economic corridor connecting the Central Highlands with the Southeast region will open, shortening the time from Ho Chi Minh City to Da Lat to only about three hours. It is not only a shortened geographical distance, but also a distance of opportunity and development aspirations being connected.
However, Deputy Prime Minister Nguyen Hoa Binh also noted: “The groundbreaking is just the first step; there are still many difficulties ahead, requiring high determination, great efforts, and drastic actions from the entire political system. In particular, the focus is on site clearance and resettlement, ensuring a consistent viewpoint: The new place of residence and new livelihood of the people must be equal to and better than the old place.”
It is not only administrative direction, but also the deep understanding and sharing of the Party and State with the People - so that people can feel secure, agree, and contribute together for the common interests of the country.
Party's will and people's heart - Story in Di Linh commune
Right from the first days of implementation, Lam Dong province identified this as a particularly important political task, requiring the mobilization of the entire political system, focusing all resources on implementation, especially completing the site clearance for more than 610 hectares of project land in the soonest time.
In Di Linh commune, where more than 12.6 km of highway passes through, site clearance work has always been identified as a key task by the local Party Committee and authorities. Comrade Tran Hong Quyet, Secretary of the Di Linh Commune Party Committee, said that the locality has more than 143 hectares of land subject to recovery, affecting 524 households; of which, 28 households have to relocate their houses.
To carry out the work of compensation and site clearance, the Party Committee of Di Linh commune mobilized the entire political system to participate. The Party Committee Standing Committee assigned specific tasks to each cadre and party member in charge of the area; organized meetings and dialogues with the people to clearly inform about the objectives and significance of the project, compensation and resettlement policies. All legitimate opinions and aspirations of the people were listened to, synthesized and promptly reported to superiors for consideration and resolution.
Along with that, propaganda work was widely deployed by all levels, authorities, fronts, and organizations, with the motto "going to every alley, knocking on every door, meeting every citizen". Party members promoted the spirit of leading by example, directly engaging in dialogue so that people could clearly understand the rights, obligations, and long-term value of the road. Particularly, the Party Secretary of the commune and the working group went down to the villages and hamlets many times to dialogue, explain, and create trust and consensus among the people. Thanks to the persistent and reasonable approach, many households who were initially worried have now proactively cooperated and agreed to sign the asset inventory and declaration records.
Ms. On Thi Thanh Tuyen, Tan Chau 7 village, Di Linh commune, shared: "The project affected about 3,000 m² of my family's coffee garden, which has been the main source of income for many years. However, I understand that this is a large project, which is meaningful in promoting the socio-economic development of the locality. Thanks to the government's explanation and support, my family completely agreed, coordinated well with the agencies and functional units to carry out the work and was ready to hand over the site."
Not far from Ms. Tuyen's garden, Mr. Le Cong Tai, in the same village, also has more than 2,000 square meters of coffee land that is subject to clearance. He said: "Agricultural land is the most valuable asset for farmers. However, the expressway is a major policy of the Party and the State, the dream road of millions of Lam Dong people. We are ready to cooperate, only hoping that all levels will implement it openly, transparently, and ensure the legitimate rights of the people."
From these simple stories, we can clearly see the sense of responsibility and trust of the people in the project. The reality in Di Linh shows that the majority of people understand that the expressway not only serves the common goal of the province, but also brings practical benefits to each household and each community. When properly propagandized, people are willing to sacrifice immediate benefits for the long-term future.
These initial results demonstrate that: When the Party's will is in line with the people's will, when cadres and Party members are close to the people, listen to and promptly resolve problems, then everything, no matter how difficult, can be done. The people's trust is the driving force for every big and small task to be implemented firmly, synchronously and effectively.
Bao Loc – Lien Khuong Expressway is not only a route of infrastructure connection, but also a road of trust, consensus, and aspiration to rise up. In each land, each Lam Dong citizen is contributing a part of their efforts and a belief in a bright future.
When the highway is completed, not only will traffic be smooth, but it will also open up new development space for industry, tourism, services and high-tech agriculture. New urban areas will be formed, the appearance of the countryside will improve, and people's lives are expected to improve.
That path is first and foremost paved by faith and solidarity – the faith of the People in the Party, and the sense of responsibility of the Party towards the People. From this key project, a dynamic, creative and humane Lam Dong is being realized day by day.
