Regarding the incident where a school canceled a student's 10th-grade admission due to late tuition payment, on June 24, the Dak Lak Department of Education and Training announced that it had sent a letter to Victory Primary, Secondary, and High School (Victory School) expressing its opinion on the matter.
Accordingly, the Dak Lak Department of Education and Training stated that it had received a report from Victory School and was aware of the press reports regarding the cancellation of the admission results for students who took the entrance exam for 10th grade in the 2024-2025 school year.
According to the Dak Lak Department of Education and Training, Victory School operates in accordance with Circular No. 40/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training, which promulgates the Regulations on the organization and operation of private primary schools, junior high schools, high schools, and multi-level general education schools.
The Dak Lak Department of Education and Training has requested Victory School to consider admitting students who were accepted into grade 10 but were late in paying tuition fees.
Victory School is autonomous and responsible for mobilizing, utilizing, and managing resources to achieve its educational goals; at the same time, the school performs its duties and exercises its powers as stipulated in the Charter of Primary Schools; the Charter of Secondary Schools, High Schools, and Multi-level General Schools.
The Dak Lak Department of Education and Training also stated that in reality, when problems arise, schools need to have appropriate and reasonable solutions that are educational in nature, meeting the learning needs of students within the school's authority and capacity, while still ensuring compliance with state and industry regulations.
According to the official document, the Dak Lak Department of Education and Training requested that for students who registered to take the entrance exam for grade 10 and were admitted but were late in paying tuition fees, Victory School should consider the students' and their families' wishes and facilitate the enrollment process to ensure their rights are protected. Furthermore, Victory School is requested to implement this and report the results to the Department of Education and Training before June 30th.
Previously, on June 22nd, Mr. Nguyen Hoa Nam, Principal of Victory School, signed a report sent to the Dak Lak Department of Education and Training regarding the cancellation of the admission results of students who took the entrance exam for 10th grade in the 2024-2025 school year. According to the report, on May 28th, NML students participated in the school's entrance exam for 10th grade. On May 30th, the school issued a notice regarding the enrollment procedures for 10th grade, stating that admitted students needed to pay one month's tuition and meal costs (4,500,000 VND) before 4 PM on June 8th to confirm their enrollment.
Regarding the reason for canceling student NML's admission, Victory School explained that it was because student L.'s parents did not complete the tuition payment on time, nor did they communicate with or submit any request for late payment to the Admissions Committee before the enrollment deadline. Meanwhile, student L.'s homeroom teacher had informed the parents and student twice (on June 5th and June 8th) about the need to complete the enrollment procedures.
Victory School also stated that the 10th grade admissions process consists of two phases: phase 1 prioritizes students currently in 9th grade at the school, and phase 2 is for all other applicants. Therefore, if a student is admitted in phase 1 but their parents do not enroll them, the school will allocate the quota to students in phase 2, which will hold its entrance exam on June 9th.
For the reasons mentioned above, Mr. Nguyen Hoa Nam believes that the school must cancel L.'s admission results in accordance with the issued admission notice to ensure fairness and transparency in the admissions process.
Also in the report, Victory School recommended that the Dak Lak Department of Education and Training reconsider the matter, stating that the school had fulfilled all its responsibilities towards the admitted students.
On the afternoon of June 24th, a reporter from Thanh Niên contacted Mr. Nguyen Hoa Nam to inquire further about the case of the cancellation of the 10th grade admission results for a student from NML school due to late tuition payment, but was unsuccessful.
