Hanoi Department of Education and Training held a conference on educational affairs at the beginning of the 2025-2026 school year at the secondary level.

On the morning of September 13, at Tran Duy Hung Secondary School (Yen Hoa Ward), the Hanoi Department of Education and Training (DET) held the opening ceremony of the City's Conference on Educational Affairs and thematic subjects for secondary school subjects for the 2025-2026 school year. The Conference on Educational Affairs and City-level subjects for the 2025-2026 school year aims to evaluate and summarize the in-depth professional activities of each subject in the previous school year and orient the exchange and discussion on the key tasks of the subject in this school year. The City-level topics in 100% of subjects/sub-subjects/knowledge streams/teaching content focus on applying digital capacity and artificial intelligence (AI) in innovating teaching methods, testing and assessment.

Speaking at the opening of the conference, comrade Pham Quoc Toan - Deputy Director of the Hanoi Department of Education and Training emphasized that the 2025-2026 school year has special significance, taking place in the context of operating a two-level government , and is also the year to celebrate the 80th anniversary of the successful August Revolution and National Day September 2, and the 80th anniversary of the establishment of the Ministry of National Education.

Regarding the scale of Hanoi's education sector, Deputy Director Pham Quoc Toan said that in the 2025-2026 school year, Hanoi will have a total of 2,954 preschools and general schools at all levels with a total of about 70,500 classes, 2,327,000 students and 68,900 classrooms at all levels. There are 29 vocational education and continuing education centers with about 29,000 students studying high school supplementary education and 28,000 students studying the continuing education joint program, 68,900 classrooms. In addition, there are 37 foreign-invested preschools and general schools with about 600 classes, about 10,000 students, 606 classrooms; there is 01 Hanoi Teacher Training School. There are about 120 universities and colleges under ministries and branches in the city with nearly 1,000,000 students. There are 352 vocational training establishments, establishments with vocational training activities registered for vocational training activities. Hanoi currently has 124,192 teachers.

After the arrangement of two-level local government, commune-level government manages preschool, primary, secondary and community learning centers in the area.

Besides the advantages, the education sector in Hanoi also faces many difficulties . Specifically, some current legal regulations are not unified , especially in clearly defining the authority between the Department of Education and Training and the People's Committee at the commune level ; the number of civil servants in charge of education at the commune level is limited, holding many concurrent jobs; many commune-level officials have not been properly trained in education or are not specialized in the right field; after the arrangement, some educational institutions have main points and separate points. not belonging to one administrative unit but to two different units, the management software system between educational institutions and the People's Committees at the commune level has not been promptly connected, the management, inspection and examination work of nearly 3,000 educational institutions in the area is under great pressure in terms of human resources and time because there is no longer an intermediary level to support...

To solve the difficulties, Deputy Director Pham Quoc Toan has given specific instructions on 12 key tasks and solutions in the 2025-2026 school year to develop and improve the quality of education and training in Hanoi.

Comrade Pham Quoc Toan requested units to pay attention to organizing a series of activities to celebrate the 80th anniversary of the August Revolution and major holidays of the capital and the country. At the same time, ensure school security and safety. Successfully carry out the tasks of the school year with the theme "Discipline - Creativity - Breakthrough - Development".

Units continue to implement and disseminate Plan No. 4340/KH-SGDĐT dated December 12, 2022 on organizing the movement "Schools join hands to develop - Teachers share responsibility" for the period 2022-2025. Advise on the implementation of arrangement and ensure resources for investment in facilities, teaching equipment, and learning materials to effectively implement the General Education Program. Strengthen the organization of specialized topics at commune, ward, professional cluster and city levels. Effectively direct the autonomy of educational planning, training planning, and innovation of Ho Chi Minh City. Organize seminars on enhancing the application of IT, diversifying the forms of organizing integrated educational activities to develop skills for students; promote STEM education, digital capacity, artificial intelligence (AI), complete 100% of digital junior high school transcripts; career guidance and student streaming after junior high school; improve the quality of English teaching, gradually making English the second language in schools. Implement educational programs integrating foreign educational programs according to regulations.

Maintain, consolidate and improve the quality of universal secondary education level 3 in the whole city; prepare conditions to welcome the inspection delegation of the Ministry of Education and Training to re-inspect and recognize universal secondary education level 3 in Hanoi.

Prepare conditions to host the National Science and Technology Competition for high school students and the 2026 International Olympiad on Astronomy and Astrophysics in Hanoi

Continue to strictly manage extra teaching and learning. Have plans to mobilize and effectively use resources to organize 2 sessions/day at qualified educational institutions . Continue to synchronously implement assessments according to Circular 22; Continue to innovate exams and admissions to grade 10 according to the 2028 program, ensuring the Matrix, format structure and illustrative questions according to Notice No. 2988 dated August 28, 2024 of the Department.
