GD&TĐ - On the afternoon of August 20, the Department of Education and Training of Ho Chi Minh City provided guidance on selecting content in school programs from the 2025-2026 school year.

According to the Department of Education and Training of Ho Chi Minh City, public educational institutions have the right to directly decide on the content of the school program, but must go through the school council on activities, implemented grade levels, content framework, methods, forms of organization, implementation plans as well as coordinating organizations and units.

The principal is fully responsible for selecting and implementing the program, while ensuring adequate implementation conditions such as staff, facilities and appropriate teaching plans.

In addition, the principal also coordinates with organizations and units to implement educational activities, creating conditions for students to practice and apply knowledge into practice.

The school's program must meet the goals and requirements of the national education program, ensuring quality, efficiency and comprehensive development for students.

The selected content must be licensed by the competent authority, evaluated by the Department of Education and Training of Ho Chi Minh City, and must ensure stability and be organized and implemented throughout a grade level.

The school develops the program content so that students and parents have the right to choose according to their actual needs. The plan to implement educational activities in the program must be approved by the school board, and at the same time, it must inform and obtain consensus from parents on a voluntary basis, with appropriate class arrangements and study time to meet common wishes.

The Department of Education and Training of Ho Chi Minh City also requires schools, when developing program content, to ensure that there are at least two options for students and parents to choose from according to each student's ability and needs (excluding programs under the project "Teaching and learning math, science and English subjects integrating the British and Vietnamese programs"; Project "Improving capacity, knowledge, and skills in applying information technology for high school students in Ho Chi Minh City according to international standards, period 2021-2030"; as well as high-quality, advanced, regionally and internationally integrated educational programs in Ho Chi Minh City).

Educational goals are determined to ensure the rights, meet the needs and aspirations of students (junior high school, high school) and parents at all levels and grades; at the same time, they must be suitable to the actual conditions of each school, have the consensus and voluntary consent of students and parents, in accordance with the regulations and instructions of the management agency.

Schools are responsible for organizing surveys of parents' opinions, flexibly choosing the form appropriate to actual conditions and grade levels, such as surveys by questionnaire or through online survey software.

The entire survey process must have full and clear documentation of the implementation method and the results collected.

The process of collecting opinions from students and parents must ensure the principles of voluntariness, democracy, publicity, transparency and accuracy. The program can only be implemented after completing the selection process and receiving the consensus of the majority of parents.

The Department of Education and Training of Ho Chi Minh City noted that the construction of the cost of implementing the school's program must comply with the law on prices, and at the same time be based on the Government 's regulations on financial autonomy for public service units. Schools need to build a specific revenue and expenditure estimate, determining the appropriate revenue level that is within the payment capacity of the majority of parents.

Revenue and expenditure must ensure the principle of “collecting enough, spending enough” and using it for the right purpose; at the same time, the revenue and expenditure plan for each item must be made public to parents before implementation. The revenue level must be commensurate with the quality of education and training services; in case of any adjustment, the increase rate (if any) must not exceed 15% compared to the revenue level applied in the previous school year.
