Hanoi Department of Education and Training affirms that it will 'handle strictly'

Regarding the case of To Hien Thanh High School (Ha Dong, Hanoi ) illegally enrolling 174 students, the Hanoi Department of Education and Training said it is coordinating with relevant units to find a solution and affirmed that it will "handle it strictly".


In recent days, many parents were confused when they discovered that 174 grade 10 students of To Hien Thanh High School in the 2024-2025 school year were not listed in the system of the Hanoi Department of Education and Training, even though the school year had already reached the middle of the first semester.

The reason was determined to be that To Hien Thanh High School was not assigned enrollment targets for the 2024-2025 school year because it "did not meet legal conditions regarding its operating location". This caused 174 students to not have student codes in the system of the Hanoi Department of Education and Training.

According to information from parents, To Hien Thanh High School was established nearly 30 years ago, and in previous school years the school still recruited students normally.

The information about unlicensed enrollment was also confirmed by the school representative. The school said it had met with parents and proposed a solution to the Hanoi Department of Education and Training.

Regarding the admission of 10th grade students for the 2024-2025 school year by To Hien Thanh High School (Ha Dong District) without permission from the management agency, the Department of Education and Training said that the school had reported and the unit was aware of the incident.

In the immediate future, the Department is urgently coordinating with relevant units to find the best solution in the spirit of ensuring students' rights.

Regarding the school's violation of enrollment regulations, the representative of the Hanoi Department of Education and Training affirmed that they will handle it strictly after everything is settled.

The process of assigning 10th grade enrollment quotas has been strictly implemented by the Hanoi Department of Education and Training and has become routine for many years. Every year, the Department issues a document deciding to establish inspection teams for 10th grade enrollment conditions of all schools (including all types of schools) in the city.

Based on the direct inspection results of the delegations, the Hanoi Department of Education and Training has just issued a decision to assign enrollment quotas to each school.

Schools that do not meet the conditions for ensuring educational quality will not be assigned enrollment quotas. Enrollment quotas are assigned around April every year.
