Attending the meeting were Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; members of the Provincial Party Standing Committee; and leaders of departments, agencies, and localities.
The conference heard the Standing Deputy Secretary of the Provincial Party Committee present the Report of the Provincial Party Standing Committee assessing the results of the three-year implementation of Resolution No. 18-NQ/TU and Resolution No. 19-NQ/TU. Through discussion, the Provincial Party Committee unanimously agreed that, despite many difficulties and challenges, the Party committees, governments, and localities in the province have focused on leading and directing the implementation, achieving positive initial results. Notably, through Resolution No. 18-NQ/TU, many policies and guidelines of the Party and State have been concretized to suit the practical situation of the province and have proven effective, especially in the fields of energy, seaports, and processing industries. The average growth rate of production value during the 2021-2024 period reached 15.92%, equivalent to 88.93% of the target for 2025; the contribution of industry to the province's GRDP accounted for 31.28%. Production capacity in several sectors has increased significantly, with the addition of new capacity. Infrastructure in industrial zones and clusters has received focused investment, attracting 22 new projects and bringing the total number of secondary investment projects in these zones and clusters to 66. Training and development of human resources for the industrial sector have been implemented successfully.

Furthermore, the concretization of Resolution No. 19-NQ/TU has contributed to promoting the continued economic growth of ethnic minority and mountainous regions; production is increasingly developing, and the structure of crops and livestock is shifting in the right direction; many effective poverty reduction models have emerged. Annual budget revenue in the area consistently meets and exceeds targets. Socio-economic infrastructure is receiving investment and is gradually improving. Education, health, and culture are prioritized for development and their quality is steadily improving. Vocational training, job creation, and labor export have seen significant progress; social security policies are implemented fully and promptly. Material and spiritual living standards have improved significantly; the people in ethnic minority and mountainous regions agree with, support, and trust the leadership of the local Party committees and authorities.
Besides affirming the achievements, the Provincial Party Committee also pointed out limitations and difficulties; clarified the causes, and proposed key tasks and solutions that need to be implemented in the coming period.

In his concluding remarks at the conference, the Provincial Party Secretary requested that in the coming period, Party committees and authorities at all levels continue to disseminate, thoroughly understand, concretize, raise awareness, and ensure the timely and effective implementation of Resolution No. 18-NQ/TU and Resolution No. 19-NQ/TU in the next phase. He noted that regarding industrial development, it is necessary to concretize the guidelines, viewpoints, objectives, orientations, mechanisms, and policies, while strengthening inspection and supervision during implementation. He emphasized the need to review the goals, targets, and tasks up to 2025 to develop a plan, identify key solutions, and assign specific responsibilities for effective leadership and guidance. He also stressed the importance of successfully implementing the Provincial Planning Plan for the period 2021-2030, with a vision to 2050, the Power Plan VIII, and related sectoral and field plans. Promote the application of modern global technologies to develop new industries such as AI, semiconductors, and renewable energy supporting industries. Review and continue to propose to competent authorities the issuance of specific mechanisms and policies and the removal of difficulties and obstacles to effectively implement the policy of industrial development in the direction of regional linkages; strengthen investment promotion and attraction into industrial zones, clusters, and seaports in the province; support businesses in overcoming difficulties and promoting production and business development.

Regarding socio-economic development in ethnic minority and mountainous areas in accordance with Resolution No. 19-NQ/TU, the Provincial Party Secretary directed the continued mobilization of the combined strength of the entire political system, promoting the internal resources and self-reliance of ethnic minority and mountainous people to comprehensively and sustainably promote socio-economic development. He emphasized strengthening the mobilization of investment capital for development, integrating capital from various programs and projects in the area to improve investment efficiency and prevent waste and losses; encouraging and creating conditions for economic sectors to participate in infrastructure investment; and maximizing the mobilization of capital from land funds to develop urban infrastructure and industrial zones in ethnic minority and mountainous areas. He also stressed the importance of promoting the role of the Fatherland Front and political and social organizations; and caring for key cadres and influential figures among ethnic minority and mountainous communities. Strengthening mobilization and propaganda efforts to foster national unity based on the principle of "staying close to the grassroots and proactively grasping the situation" to promptly resolve emerging issues. Reviewing and proposing to the Central Government mechanisms for implementing component projects of the National Target Program for socio-economic development in ethnic minority and mountainous areas, in accordance with the actual situation of the locality, contributing to improving the lives of the people.
