BHG - On the morning of May 12, the Ha Giang Provincial Party Committee held a conference to review and evaluate the results of 1 year of implementing Resolution No. 27-NQ/TU, dated May 1, 2022 of the Provincial Party Committee on eliminating backward customs and practices, building a civilized lifestyle among ethnic people in Ha Giang province, period 2022 - 2025, orientation to 2030 (Resolution No. 27) and 2 years of implementing Directive No. 09-CT/TU, dated May 10, 2021 of the Provincial Party Committee Standing Committee on strengthening the leadership of Party committees at all levels to eliminate backward customs and practices in ethnic minority areas in Ha Giang province (Directive No. 09). After 1 year of implementing Resolution No. 27 and 2 years of implementing Directive No. 09, our province has achieved important results. The whole province has 9,910 couples registered for marriage, organizing weddings in a civilized way; mobilizing and intervening to postpone 330 couples who were not eligible to get married. Bad customs in funerals have been gradually eliminated, there is no longer the phenomenon of inviting shamans to cast spells, exorcise evil spirits, roll on the road, cry for hire... The prayers of shamans and sorcerers have been shortened; the slaughter of many livestock and the drinking and partying for many days have been limited; the funeral time does not exceed 48 hours, the deceased's body is buried properly. Traditional festivals are organized solemnly and economically... Thereby contributing to promoting socio-economic development, maintaining national defense and security, consolidating the great national unity bloc, enhancing the trust of cadres, party members and people in the leadership of the Party and the management of the State.

Opening the conference, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thao Hong Son affirmed: After 1 year of implementing Resolution No. 27 and 2 years of implementing Directive No. 09, despite facing many difficulties and challenges, with the solidarity, joint efforts, consensus and high determination of the Party Committee, the government and the people of all ethnic groups in the province, actively innovating the content and methods of leadership, being flexible and creative in organizing and implementing, there have been many good models, creative ways of doing things; examples of good people, good deeds, typical examples in eliminating backward customs, practices, building a civilized lifestyle among the people of all ethnic groups in the province, creating a widespread influence; contributing to socio -economic development, maintaining national defense and security, consolidating the great national unity bloc, enhancing the trust of cadres, party members and people in the leadership of the Party and State. The issuance of Directive No. 09 and Resolution No. 27 is very much in line with the people's wishes, has really come into life and achieved outstanding results, as expected.

It is also an opportunity to recognize and commend outstanding collectives and individuals so that in the future, the collectives and individuals commended today will continue to make efforts, be creative, responsible, be shining examples with strong influence, be vivid and inspiring lessons, be the core nucleus to eliminate backward customs, practices, and habits, build a civilized lifestyle among the people of all ethnic groups in the province; contribute significantly to the successful implementation of socio-economic development goals, ensure national defense and security, build and consolidate the local political system.

At the conference, delegates watched stage plays on the fight against bad customs and building a civilized lifestyle; watched a television report on the results of 2 years of implementing Directive 09 and 1 year of implementing Resolution 27; and listened to presentations and introductions of good, creative, effective and practical ways of doing things. The conference commended and rewarded 33 collectives and 55 individuals who were outstanding in eliminating bad customs, backward customs and practices, and building a civilized lifestyle among the ethnic people of Ha Giang province.

Speaking at the conference, Deputy Head of the Central Committee for Mass Mobilization Trieu Tai Vinh highly appreciated the results in the work of eliminating backward customs and practices, building a civilized lifestyle among the ethnic people of Ha Giang province. In particular, the Provincial Party Committee promptly issued Resolution No. 27, which has positively changed the thinking, awareness and actions of cadres, party members and people in eliminating backward customs and practices. At the same time, he affirmed that Ha Giang is the leading province in eliminating backward customs and practices and has achieved quite comprehensive results, and has been chosen by the Central Committee for Mass Mobilization as a place for localities to come to learn and exchange experiences. Directing and concluding the conference, Provincial Party Secretary Dang Quoc Khanh warmly commended all levels, sectors, cadres, party members and people of all walks of life, especially congratulating 33 collectives and 55 individuals with outstanding achievements in eliminating backward customs and practices, building a civilized lifestyle among the ethnic people of Ha Giang province. At the same time, he analyzed and evaluated the overall leadership and direction of party committees at all levels and the outstanding results after 1 year of implementing Resolution No. 27 and 2 years of implementing Directive No. 09 and affirmed that, with the synchronous and drastic participation of the entire political system from the province to the grassroots, up to now, Resolution No. 27 and Directive No. 09 have really entered people's lives, received consensus and response from the people. During the implementation process, many good and effective ways have appeared; There have been many weddings and funerals carried out in accordance with the spirit of Resolution No. 27 and Directive No. 09, helping people save costs, maintain environmental hygiene, and contribute to sustainable poverty reduction.

The Provincial Party Secretary also pointed out some limitations in the implementation of eliminating backward customs, practices, and habits, building a civilized lifestyle, and requested Party committees at all levels, agencies, units, and localities to synchronously and comprehensively implement tasks and solutions in the spirit of: Regularly, continuously, persistently, "using construction to fight", "using beauty - eliminating ugliness". Continue to pay attention to and promote the role of prestigious people, clan leaders, and shamans.

The Provincial Party Secretary also requested to pay attention to propaganda in many forms, especially taking typical models and specific examples for people to learn, directly tell each other, and follow. Pay attention to educating children and the younger generation to understand which bad customs need to be eliminated and which cultural identities need to be preserved and promoted. Assign leaders in charge and monitor the area to ensure continuous and systematic leadership and direction; take the results of implementing the elimination of bad customs, backward customs, and practices, and building a civilized lifestyle as criteria for evaluating collectives, cadres, and party members annually. Regularly urge, inspect, and promptly encourage and reward typical examples in the community as well as promptly handle cadres and party members who violate the law. The armed forces join in propagating and mobilizing the people; for places and localities that have successfully implemented it, it is necessary to continue to maintain it.
