In the context of the entire political system striving to streamline its apparatus and improve operational efficiency, the demands placed on officials and civil servants are not only to complete their tasks but also to produce concrete, measurable results. The Department of Foreign Affairs has flexibly applied the principle of enhancing staff accountability through performance-based evaluation, using task performance indicators as an important basis for measuring the competence and responsibility of each individual and team.

Officials from the Department of Foreign Affairs research and advise on the province's foreign affairs programs and plans.

After implementing the two-tiered local government model, the Department of Foreign Affairs faced numerous difficulties. According to the preliminary report on one year of operating the new model, the unit currently only has 5 specialized departments and 1 affiliated unit, while the number of officials and employees is still insufficient to meet the requirements of the tasks.

However, instead of letting manpower shortages affect work quality, the Department chose to strengthen administrative discipline and order, assigning tasks clearly to specific individuals, with clear responsibilities and expected outcomes.

In the field of international cooperation, the Department of Foreign Affairs has advised on the development and implementation of many important programs and plans serving international integration and economic diplomacy . Specifically, in the period 2025-2026, the unit advised on the issuance of two major action programs of the Provincial Party Standing Committee on international integration and economic diplomacy.

Simultaneously, the Department of Foreign Affairs submitted several key projects and plans, such as the project to organize the " Phu Tho Cultural Festival" abroad in the 2026-2030 period and the "Connecting Thailand in Phu Tho in 2026" program. It also promoted digital transformation in professional activities, enabling the Department to monitor work progress and evaluate the effectiveness of staff performance through specific work indicators.

While previously, employee performance evaluations were primarily based on task execution, now specific advisory results have become key indicators reflecting work capacity. Every document issued on schedule, every program implemented effectively, is a measurable and clearly assessable work product.

In particular, the field of mobilizing foreign non- governmental aid is a clear example of the effective management and responsible execution of tasks by the staff. In 2025, the entire province approved 23 foreign non-governmental programs and projects with a total committed budget of up to 71.73 billion VND.

In the first five months of 2026 alone, 16 foreign non-governmental organizations funded 23 programs, projects, and non-project activities with a total committed value of approximately US$1.7 million; the disbursed value reached approximately US$600,000, equivalent to nearly VND 15 billion.

These figures not only reflect the effectiveness of foreign affairs work but also demonstrate the quality of advisory services, advocacy capabilities, and coordination skills of the professional staff. Each approved project and each aid source disbursed on schedule is proof of the sense of responsibility and efficiency in performing official duties.

Furthermore, the consular and delegation management sectors also recorded positive results. All applications from foreigners coming to work or study in the locality were processed according to regulations, with no delays.

Over the past year, the Department of Foreign Affairs has advised on the establishment of four provincial delegations to promote investment and conduct on-site surveys abroad; it has also advised on many high-level foreign affairs activities, contributing to expanding the province's international cooperation.

These are important indicators reflecting the work performance of each department and each responsible officer. When each file is digitized and each process is updated electronically, monitoring the progress of work becomes more transparent and accurate.

In the coming period, the Department will continue to promote the application of information technology, strengthen the digitization of records, and build an electronic working environment to monitor the progress of task implementation in real time, ensuring that all work is supervised and evaluated transparently and objectively.

Since implementing the two-tiered local government model, the Department of Foreign Affairs has not received any complaints, denunciations, feedback, or suggestions related to its operations. This is an important indicator reflecting the level of satisfaction of organizations and individuals, as well as the quality of service provided by the staff and civil servants.

Instead of simply completing procedures, each official must aim for the ultimate goal of high-quality advisory services and effective service to citizens and businesses.

These developments demonstrate that the application of KPIs at the Department of Foreign Affairs is not limited to scoring or ranking staff, but is gradually forming a work culture based on efficiency and responsibility. When each advisory document, each resolved case, or each international cooperation program becomes a concrete "measure," the staff is forced to innovate their thinking, improve their capabilities, and be more proactive in performing their duties.

This is also a crucial foundation for building a professional and modern administrative system that serves citizens and businesses even better.
