Presenting the Report on the implementation of work in 2023 and the tasks in 2024, Mr. Phan Xuan Hao, Deputy Director of the Department of Natural Resources and Environment of Quang Binh province, said that in 2023, the state management of natural resources and environment in Quang Binh province continued to change positively, gradually becoming orderly and in accordance with the provisions of law.
Accordingly, the Department has well and promptly performed the assigned tasks in implementing the North-South Expressway Project in the Eastern Region for the period 2021 - 2025, the section passing through Quang Binh province. Coordinated the development of planning and plans in the fields of the Natural Resources and Environment sector that have been directed to be implemented, ensuring the quality and progress assigned to update the Provincial Planning 2021-2030, vision to 2050. Completed and submitted to the Provincial People's Committee for approval the adjustment of land use planning to 2030 and the Land Use Plan 2023 for districts, cities and towns.
In the land sector, Mr. Phan Xuan Hao said that the Department and the district-level localities have paid attention and focused on directing the implementation, gradually removing obstacles in site clearance (especially for key projects and works of the province), and the land fund development work continues to be directed and implemented. The work of granting land use right certificates has been vigorously implemented; the construction of a land database has been promoted; and the online payment method for financial obligations in the land sector has been piloted.
Specifically, in 2023, 1,003 land use right certificates will be issued for the first time to organizations (158.57 ha) and 1,327 certificates to households (50.31 ha); 108 certificates will be issued and reissued (including those issued due to division, consolidation or exercise of rights) to organizations (49.85 ha) and 28,802 certificates to households (964.97 ha). To date, the results of issuing land use right certificates in the whole province have been 596,798.07 ha/625,400.26 ha, reaching 96.13%.
The mineral sector has been strengthened to contribute to meeting the socio-economic development activities of the province, districts, towns and cities. The Department has advised the Provincial People's Committee to resolve 50 dossiers of licenses and decisions on mineral activities in the province. Continue to review and report on construction material mines in the province and conduct field inspections of the registered mining areas supplying materials for the North-South Expressway Project section passing through Quang Binh province. The environmental sector has been given attention and promoted from licensing activities, confirming initial procedural records to strengthening regular and continuous inspection and control work. The management of domestic solid waste continues to be closely directed and monitored. In 2023, the Department advised the Provincial People's Committee to direct localities to deploy synchronous solutions to increase the collection and treatment of domestic waste in the whole province, the estimated collection and treatment rate in 2023 is 81%, medical waste is 100%. At the same time, continue to appraise and advise the Provincial People's Committee to approve the environmental impact assessment report of 86 records; 41 environmental licenses; 1 certificate of Phong Nha - Ke Bang wildlife conservation facility.
Inspection, examination, settlement of complaints and denunciations, and reception of citizens have been carried out promptly and effectively. Promptly handling the Province's directives, press reports, and voters' recommendations on environmental pollution, illegal mining, land disputes, and issuance of land use right certificates, etc. The fields of surveying, mapping, remote sensing, water resources, hydrometeorology, climate change, and integrated management of seas and islands have been given attention and promoted.

Speaking at the conference, Standing Vice Chairman of Quang Binh Provincial People's Committee Doan Ngoc Lam emphasized that in 2023, the Quang Binh Department of Natural Resources and Environment has closely followed the Party's guidelines and resolutions and the State's laws and policies to carry out assigned tasks and achieved good results in most areas of work.
Emphasizing a number of key tasks in the coming time, Mr. Doan Ngoc Lam, Standing Vice Chairman of the People's Committee of Quang Binh province, requested the Department of Natural Resources and Environment to focus on timely, synchronous and effective implementation of the Government's Resolutions, tasks and solutions on socio-economic development in 2024 and the period of 2021-2025 in an effort to resolve bottlenecks in investment and production and business; in which, focusing on removing difficulties for the real estate market, public investment and barriers and obstacles hindering production and business activities.
At the same time, reorganize the streamlined apparatus, improve the effectiveness and efficiency of state management of natural resources and the environment; continue to rectify and create changes in discipline and administrative discipline in handling administrative procedures, and raise the sense of responsibility in serving the people. Focus on completing the Planning and Land Use Plan for the period 2021-2030, the Provincial and District Land Use Plans to have a basis for implementation; continue to develop land funds to organize auctions of land use rights; focus on land valuation and site clearance; review and advise the Provincial People's Committee to reclaim land in cases of land allocation and land lease that have exceeded the prescribed time limit but have not yet implemented the project or are behind schedule.
Focus on removing difficulties and obstacles in compensation, site clearance, resettlement, ensuring the supply of raw materials to speed up the progress of key projects of the province. Continue to coordinate with departments, branches, localities and organizations to promote propaganda, dissemination and education of laws on natural resources and environment, focusing on the 2013 Land Law, the 2010 Mineral Law, the 2015 Law on Marine and Island Resources and Environment, the 2018 Law on Surveying and Mapping, the 2020 Law on Environmental Protection, the Law on Water Resources (amended) and documents guiding the implementation of the law for people and businesses to raise awareness of law compliance and create consensus in society.
