It is estimated that by December 31, 2025, the revenue managed by the Tax Authority will reach over 2.2 trillion VND, an increase of over 27% compared to 2024, successfully fulfilling the revenue collection target as directed by the Prime Minister in Official Dispatch No. 184. This is also the first time the revenue managed by the Tax Authority has exceeded 2 trillion VND, marking a significant leap forward in the scale of revenue sources after 80 years of development. This information was released at the Conference summarizing tax work in 2025.
All 34 localities exceeded their assigned state budget revenue targets. Hanoi ranked first with 631 trillion VND, followed by Ho Chi Minh City with 606 trillion VND.
The structure of budget revenue continues to shift towards sustainability, with the proportion of domestic revenue steadily increasing to 86.6% in 2025. All tax revenues increased significantly. Specifically, Corporate Income Tax reached over 442 trillion VND, an increase of 15.6%. Personal Income Tax reached 228 trillion VND, an increase of 22.3%. Value Added Tax reached 390 trillion VND, an increase of 21.9%.
Ms. Pham Thi Tuyet Lan, Head of the Budgeting, Accounting, and Tax Statistics Department of the Tax Department, stated: "This is an impressive revenue result for many years and a record figure achieved by the tax sector, representing the highest growth rate ever. This result also clearly demonstrates the fiscal policy implemented by the Government and the National Assembly throughout the past term."
Mr. Nguyen Quoc Viet, a Public Policy expert from the University of Economics, Vietnam National University, Hanoi, commented: "The health of businesses has recovered strongly, as evidenced by the corporate income tax revenue and the indirect tax revenue, VAT. The recovery in business production has led to an increase in VAT collected from household businesses and enterprises."
In 2026, the National Assembly set a budget revenue target of over 2.2 trillion VND, amidst ongoing challenges. The tax sector has proposed numerous solutions, including modernizing tax declaration and refund procedures, and promptly implementing tax support measures for businesses and households to create momentum for economic development, striving to increase revenue by at least 10% compared to the estimated revenue for 2025.
