The Department of Construction needs to gradually improve the scores of the indicators that have dropped in ranking.

Taking into account the feedback from the Ha Tinh Provincial People's Council's monitoring team, the Department of Construction will promptly address the shortcomings to gradually improve the scores of the indicators that are currently lagging in administrative reform.

On the morning of October 18th, the Provincial People's Council's monitoring team conducted a thematic monitoring visit on "administrative reform in the province during the period 2020-2023" at the Department of Construction.

The meeting was chaired by the Standing Vice Chairman of the Provincial People's Council Tran Tu Anh and the Head of the Legal Affairs Committee of the Ha Tinh Provincial People's Council Nguyen Thi Nhuan. The Deputy Head of the Ha Tinh National Assembly Delegation, Tran Dinh Gia, also attended.

The meeting was chaired by the Standing Vice Chairman of the Provincial People's Council, Tran Tu Anh, and the Head of the Legal Affairs Committee of the Ha Tinh Provincial People's Council, Nguyen Thi Nhuan.

During the period from January 1, 2021 to August 31, 2023, the Department of Construction's administrative reform efforts achieved many positive results, thereby making a significant contribution to the implementation of professional tasks. To facilitate organizations and citizens, the Department of Construction reviewed, reduced, and simplified administrative procedures. Many procedures had their processing times shortened by 5-10 days.

Currently, 100% of administrative procedures under the Department's jurisdiction are publicly listed at the Provincial Public Administrative Service Center. During the period 2021-2023, the Department of Construction did not have any overdue applications.

Deputy Director of the Department of Information and Communications, Duong Van Tuan, suggested that the Department should have solutions to accelerate digital transformation; build and develop e-government and digital government.

The Department of Construction pays close attention to directing, managing, and disseminating directives from higher authorities regarding administrative procedure reform. The Department also regularly sends its officials to training and professional development programs to enhance their skills and ensure efficient and effective work.

Public officials perform their duties with a sense of responsibility and a standard of service. The organizational structure and functions are linked to the staffing of officials and public employees, ensuring efficient operation and the proper utilization of their abilities and strengths.

During the monitoring session, many delegates suggested that the Department of Construction should accelerate the implementation of models and initiatives in administrative reform; promote the reduction of administrative procedures; strive to improve its ranking in administrative reform (currently, the Department of Construction is ranked 13th out of 17 provincial-level units); strengthen coordination with departments, sectors, and localities to create maximum convenience for organizations and people in carrying out administrative procedures; pay attention to reforming the organizational structure; and improve the service attitude of officials and employees...

Deputy Head of the Standing Delegation of the National Assembly of Ha Tinh Province, Tran Dinh Gia: The Department of Construction needs to strengthen coordination with other departments, agencies, and localities to create maximum convenience for organizations and people in carrying out administrative procedures.

Concluding the monitoring session, the Standing Vice Chairman of the Provincial People's Council, Tran Tu Anh, requested the Department of Construction to incorporate the feedback from the monitoring team; analyze and further clarify the reasons for the limitations and shortcomings in order to promptly address them and gradually improve the scores of the indicators that are currently declining. The Department needs to strengthen its communication efforts; and coordinate with other departments, agencies, and localities in implementing administrative procedures.

Furthermore, it is necessary to improve administrative procedures and ensure transparency so that organizations and citizens can understand them; strengthen human resources, further enhance awareness and demonstrate the role and responsibility of officials and civil servants in implementing administrative reform; focus on Party work and political and ideological work within agencies and units, considering this a central task to further improve administrative reform.
