New houses with solid concrete pillars are gradually taking shape, proving a safe, stable and long-term life.

Standing looking at the plot of land that had just been drawn to build a resettlement house, Mr. Bui Van Trinh, who has spent his whole life in Rai hamlet, Muong Vang commune, Phu Tho province (Tuan Dao commune, Lac Son district, former Hoa Binh province) said that according to the plan, he will start building a new house in early 2026. He said with a regretful voice: Rai hamlet is an ancient village, several generations have lived here, but the Yagi storm in 2024 caused heavy rains that caused Cay Da hill to start cracking. At first, there were only a few small cracks, but now the cracks have widened, the soil has collapsed, when it rains, the water rushes in, and there is a risk that thousands of cubic meters of soil can collapse at any time.

Although Mr. Trinh's family has just built a new house on Cay Da hill with a budget of more than 700 million VND, when being relocated to the resettlement area, he said that this was necessary to ensure the safety of the family. "The two-story house we are living in was only built 3 years ago, all the family's assets and efforts were saved to have it...", Mr. Trinh confided.

After heavy rains caused by storm No. 3 ( Yagi ) in mid-September 2024, in Tuan Dao commune, Lac Son district, Hoa Binh province (now Muong Vang commune, Phu Tho province), a serious landslide occurred on a large scale. The Rai hamlet, located at the foot of the hill, has an area of ​​about 7 hectares, with a series of cracks and subsidence ranging from 1-3m long, 2-3m deep, and about 800m long. The volume of land at risk of landslides is up to 8 million m³, directly threatening the lives and property of hundreds of households.

According to the report of the People's Committee of the former Hoa Binh province, a total of 111 households with 539 people were affected by the landslide. The local government urgently evacuated 60 households (278 people) out of the high-risk area. On September 21, 2024, the People's Committee of the former Hoa Binh province announced an emergency situation regarding landslides and rockslides in Rai hamlet. Since then, people's lives have been seriously disrupted. The houses that people built solidly and spaciously after many years of saving are now uninhabitable due to lack of safety and must be left empty. People only dare to return to their old homes to take care of their livestock, then return to temporary tents to sleep overnight for fear that the hill will continue to shift unexpectedly.

Faced with that situation, the People's Committee of Muong Vang commune urgently implemented the Project of Infrastructure Construction for Resettlement Area, with a plan of 131 plots of land, each plot is 200m² wide, of which 111 plots are allocated to relocated households, 66 households are forced to relocate urgently, the remaining 20 plots are reserved; the total investment is 72 billion VND. Chairman of the People's Committee of Muong Vang commune Doan Quang Hung said: To implement the emergency resettlement project for people in landslide areas, Hoa Binh province (now Phu Tho province) has applied a fast and urgent investment method. At the same time, organize extensive and transparent propaganda about the planning, housing models, schools, and cultural houses to gain people's trust and consensus.

Of the total project investment capital of 72 billion VND, the Central Government supported 50 billion VND, the province invested 22 billion VND and an additional 30 million VND/household from socialized sources. The project invested in the synchronous construction of essential infrastructure systems, including: internal traffic roads, earth retaining embankments, rainwater and wastewater drainage systems, domestic water supply systems, domestic electricity, fire prevention and fighting and other welfare works to ensure stable and safe living conditions for the people. In addition, to reduce the financial burden on the people, the locality has coordinated with banks to postpone debt and postpone capital for households that are still borrowing from banks to build old houses.

Walking around the resettlement area of ​​Xom Rai, it is easy to see that large, beautiful, and impressive houses are gradually being built. As one of the households that had to be urgently relocated due to the landslide on Cay Da hill, Mr. Bui Van Khuyen shared that when he received the decision to relocate, in addition to the State support of 80 million VND, he boldly borrowed 500 million VND to build a new house. In just a few months, the new house will be completed. This is the right decision to protect the lives and future of the whole family from natural disasters.

Only by settling down can one have a career. However, people who have been living stably for generations now have to leave their "hometown" and move to another place, inevitably causing concerns and worries. In addition, the amount of State support is not much, while many households are still borrowing from banks to build old houses and have not yet paid off. To solve this problem, the local government has propagated, mobilized, and publicized all planning, future images, infrastructure, cultural houses, and schools, so that people can feel secure and agree. The government has mobilized all resources, coordinated with banks to develop policies to support people who have to relocate urgently, such as debt and capital freezes, so people are very in agreement to move to a new place, ensuring safety from natural disasters.
