Attending the inauguration ceremony were comrade Do Tien Sy, member of the Party Central Committee, General Director of the Voice of Vietnam ; Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Dinh Viet, Chairman of the People's Committee of Son La province.
The project has a total investment of more than 932 billion VND, using preferential loans from the Government of the Federal Republic of Germany, non-refundable aid from the Swiss Government and counterpart capital from the Government of Vietnam.

The main sponsor is the German Development Bank (KfW). The initial investor is the Son La Urban Environment State-owned Company Limited, which was later transferred to the Son La Provincial ODA Project Management Board.
After more than 13 years of implementation, the project has been completed with many important items: Construction of a wastewater treatment plant with a capacity of 6,900m3 per day and night using continuous biological treatment technology using anaerobic and aerobic microorganisms to decompose organic substances in wastewater; 7 wastewater collection pumping stations.

The highlight of the project is the modern, synchronous wastewater collection and treatment system, allowing direct connection from households without the need for a septic tank.
The project has also upgraded a stormwater drainage system of more than 2.5 km and renovated more than 8.4 km of urban roads. In addition, the project has invested in synchronous modern management and operation equipment, ensuring long-term exploitation efficiency.
This is an advanced model, so far only 4 localities nationwide have successfully applied it, of which Son La is the only province in the northern region.

The quality of treated wastewater meets column A standards of the Ministry of Agriculture and Environment and is monitored online 24/7.
The project was highly appreciated by sponsors and was selected as a typical project to celebrate the 45th anniversary of Vietnam-Germany diplomatic relations in 2020.
During the implementation process, the project strictly complied with international regulations and legal regulations and was accepted, handed over and put into use.

According to the assessment, the project contributes to reducing water pollution, limiting flooding during the rainy season, improving the living environment, raising environmental protection awareness in the community, while creating jobs for local workers, promoting socio-economic development and sustainable urban areas.
On the same morning, in Phieng Khoai commune, Son La province, a solemn groundbreaking ceremony was held for the construction of Phieng Khoai Primary and Secondary Boarding School.
Attending the groundbreaking ceremony were Comrade Tong Thi Phong, former Politburo member, former Permanent Vice President of the National Assembly of Vietnam; Hoang Quoc Khanh, Secretary of Son La Provincial Party Committee.

The project is implemented according to Conclusion No. 81-TB/TW of the Politburo on the policy of investing in building schools for border communes.
This is one of 13 inter-level boarding schools built in 13 border communes of Son La province, part of a plan to invest in 248 schools nationwide in the next 2-3 years.
Phieng Khoai Boarding School is built on an area of about 5 hectares, with a capacity of receiving more than 1,200 students with modern facilities, meeting the teaching, learning and living needs of teachers and students in the new era.
Son La Provincial Police is the unit directly assigned to undertake the construction of the project. Departments, branches, local authorities and people of Phieng Khoai commune will coordinate and create favorable conditions for the project to be completed on schedule, worthy of being a "Model school in the border area".

Speaking at the ceremony, Comrade Trang Thi Xuan, Permanent Vice Chairman of Son La Provincial People's Committee emphasized the special significance of the project, considering it an important political project.
This project contributes to improving the quality of education and creating human resources for the facility. At the same time, it links education with preserving cultural identity and firmly protecting national border sovereignty.
Comrade Trang Thi Xuan also requested that all levels and sectors continue to proactively coordinate to deploy the construction of the remaining 12 inter-level boarding schools of the province in border communes in accordance with the spirit of the Politburo's Conclusion and the direction of the Government and Prime Minister.
