
The criteria for classifying administrative units include: population size; natural area; socio -economic development conditions; and specific characteristics. Administrative units are classified using a scoring system on a 100-point scale. An administrative unit is classified as Category I when the total score is 75 points or higher, except for wards and special zones which are classified as special. An administrative unit is classified as Category II when the total score is between 60 and less than 75 points. Administrative units scoring below 60 points are classified as Category III.
The classification of administrative units serves as the basis for formulating socio-economic development policies; building organizational structures, regulations, and policies for officials and civil servants of local governments that are appropriate for each type of administrative unit.
