Over the years, our province has actively improved the investment environment, supporting businesses in accessing tax exemptions and reductions, land use fee reductions, providing advice on establishment procedures, and encouraging household businesses to convert into enterprises, thereby enhancing their competitiveness. Resolution 68-NQ/TW dated May 4, 2025, of the Politburo is an important driving force for the sustainable development of the private economy in Son La.

Breakthrough strategy

Resolution 68 is a groundbreaking document that creates a favorable environment for the rapid and sustainable development of the private economy , with 5 viewpoints and 8 specific solutions. Among them, the most prominent viewpoint is: the private economy is the most important driving force in national development; entrepreneurs are "soldiers" on the economic front, playing a pioneering role in construction and development; the leadership role of the Party and the support of the State are crucial in creating a transparent, stable, and efficient business environment.

Mr. Nguyen Quoc Khanh, Chairman of the Provincial Business Association, stated: To date, the province has 3,942 enterprises with a total registered capital of over 70,733 billion VND, mainly operating in the fields of construction, trade, agriculture , and tourism. The province's private sector contributes 55% of GRDP, 60% of budget revenue, and creates jobs for 110,000 workers. Businesses are increasingly dynamic, shifting their structure, and many large projects, innovative startups, and digital transformation applications are emerging. However, more than 80% of small and micro-enterprises have limited capital, uneven human resources, and weak linkages; some support policies have not been effective.

Resolution 68 focuses on reforming administrative procedures, raising awareness of the private sector, supporting businesses with capital, land, and high-quality human resources, promoting digital transformation, innovation, and green development. These solutions, concretized through Resolution 198 of the National Assembly and Resolution 139 of the Government, create a clear legal framework for implementation.

In Son La, on June 16, 2025, the Provincial Party Committee issued Action Plan No. 346-KH/TU to implement resolutions of the Politburo, the National Assembly, and the Government on the development of the private economy. The goal is that by 2030, the entire province will have over 5,000 enterprises, attracting more than 50,000 workers, with an average income of 9-10 million VND per month. The plan aims to improve the quality of private enterprise operations, striving for this sector to contribute at least 8% to the province's GRDP and 25% to the total provincial budget revenue each year, with total revenue for the 2025-2030 period reaching at least 9,414 billion VND.

With the overall goal of establishing a number of large-scale enterprises with strong brands and reputation both domestically and internationally; building leading enterprises in key sectors; and developing sustainable value chains in processing industries, agriculture, services, and tourism with competitive capabilities. The aim is to achieve an average economic growth rate of over 8% per year during the 2021-2030 period.

Creating momentum to boost development

After receiving investment approval for the "BHL Son La Modified Starch Processing Plant" project, BHL Food Processing Joint Stock Company quickly completed the necessary land, construction, and environmental procedures. Currently, the basic construction work is complete, and machinery and automated electrical systems are being installed. The plant has a capacity of 90,000 tons per year, with a total investment of over 244 billion VND, and is expected to begin operations at the end of 2025.

Ms. Chu Thi Kim Oanh, Deputy Director of BHL Son La Modified Starch Processing Plant, said: Thanks to the timely support of the province and the efforts of the investor, the project has basically completed the structure of the factory, office, chemical area, oil furnace, clean water tank and wastewater treatment system. The investor is committed to accelerating the progress and striving to complete it before August 31, 2025. However, the enterprise is facing difficulties in capital and logistics infrastructure, causing transportation and packaging costs to increase.

Based on practical experience in production, Ms. Chu Thi Kim Oanh believes that Resolution 68 helps simplify procedures, reduce costs, accelerate project progress, and create conditions for the sustainable development of private enterprises by supporting access to capital, land, quality human resources, and transportation infrastructure.

Regarding the coffee processing sector, Mr. Nguyen Vinh Duc, Deputy Director of Minh Tien Son La Joint Stock Company's branch, stated: Resolution 68 provides impetus for private enterprises, enabling the company to access preferential loans, expand production, invest in processing plants, and develop sustainable coffee production according to international standards (RA, 4C). Simultaneously, it commits to supporting farmers with technical assistance, seeds, and organic fertilizers to adapt to climate change and protect the environment.

Son La, strategically located in the Northwest sub-region, possesses rich potential in agriculture, tourism, renewable energy, and border trade. Resolution 68 creates favorable conditions for businesses to expand production and access markets. To achieve the set goals, various levels of government, sectors, and socio-political organizations have been assigned numerous tasks. The Provincial Business Association proposes abolishing some procedures for approving investment policies and issuing investment registration certificates to domestic investors, shifting to a post-audit mechanism. Simultaneously, it proposes building a shared digital platform to ensure transparency and simplify investment processes.

Mr. Nguyen Quoc Khanh, Chairman of the Provincial Business Association, added: The Association proposes amending the Law on Supporting Small and Medium-Sized Enterprises to include practical policies on finance, taxation, land, digital infrastructure, and human resources; and expanding the mechanism for ordering and publicly bidding on science and technology tasks for private enterprises.

Furthermore, the Association recommends prioritizing the upgrading of Na San Airport into a dual-use airport; implementing the Moc Chau - Son La - Dien Bien - Tay Trang border gate expressway and connecting it with the Lao Cai - Hanoi - Hai Phong railway line, promoting regional linkages, developing transportation corridors, and increasing agricultural export capacity. At the same time, it proposes preferential mechanisms to encourage small and micro-enterprises in the Northwest region to participate in key infrastructure projects, creating opportunities for development and economic integration.

Building a transparent investment environment, reforming administrative procedures, and investing in strategic infrastructure are key to making Son La a shining example of private sector development in the Northwest. With the spirit of "speaking the truth and acting honestly," Son La's private sector will affirm its pioneering role, contributing to the rapid and sustainable development of the province and the country.
