Son La impressive growth of 8.76%

Overcoming difficulties, Son La province achieved an impressive growth rate of 8.76% in the first 6 months of the year. This is the result of the province's proactive, flexible and drastic management, the support of businesses and the effective promotion of local economic potential.

Proactive, flexible, decisive in management

Implementing Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on the growth target of 8% or more in 2025, the Provincial People's Committee directed agencies and units to review resources, motivations, and new capacities, with the spirit of innovation, breakthrough, and determination, striving to achieve the province's GRDP growth of 8% in 2025.

Determined to achieve the set goals, on February 20, 2025, the Provincial People's Council issued Resolution No. 475/NQ-HDND amending and supplementing a number of contents of Resolution No. 420/NQ-HDND dated December 5, 2024 of the Provincial People's Council on the socio -economic development plan for 2025. In which, the economic growth target is adjusted, including: The growth rate of gross domestic product (GRDP) in the province reaches 8%; GRDP per capita reaches 61.8 million VND/year; economic structure: Agriculture, forestry and fishery account for 23%; industry - construction accounts for 29%; services account for 42%; product taxes minus product subsidies account for 6%.

Comrade Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, said: Son La identifies development pillars including high-tech agriculture, processing industry - energy, services - tourism. At the same time, promoting public investment and administrative reform. Our province does not only set a simple growth target, but also requires each industry and each field to have substantial changes. Building and updating growth management scenarios regularly helps proactively direct and flexibly adjust.

In the overall growth picture, each economic sector made a clear mark. Agriculture, forestry and fishery alone increased by 7.92%, reaching VND3,643 billion, far exceeding the plan by 5.2%, thanks to promoting organic and high-tech production, expanding VietGAP and GlobalGAP cultivation areas.

Mr. Tran Dung Tien, Deputy Director of the Department of Agriculture and Environment, said: The province focuses on granting codes for growing areas, expanding production and consumption links and building agricultural product brands. Up to now, 9 high-tech agricultural areas have been recognized; 213 growing area codes with 3,114 hectares and 8 packaging facility codes have been maintained; 29 agricultural products have been granted geographical indication protection certificates; 262 safe agricultural and aquatic product supply chains are in operation. Products such as mango, longan, and tea continue to maintain their domestic and foreign market share and stable added value.

Industry and construction reached 4,264 billion VND, up 11.83% over the same period; of which, industry increased by 14.87% thanks to high water levels in hydroelectric reservoirs, contributing to increasing electricity output; construction increased significantly thanks to improved investment environment and accelerated progress of major projects. Services accounted for 42% of the economic structure; in the first 6 months of the year, Son La welcomed more than 2.9 million visitors, including more than 29,000 international visitors, with tourism revenue estimated at 3,422 billion VND.

From a business perspective, Mr. Nguyen Manh Hung, Director of Happyland Moc Chau Tourist Area, said: Thanks to tourism promotion and stimulus activities, the number of tourists to Son La is increasing. However, to fully exploit its potential, the province needs to plan a systematic tourism route, organize large-scale festivals, and extend the length of stay. At the same time, promote community tourism, adding value to the rural economy.

With the drastic participation of the entire political system, GRDP in the first 6 months of the year reached 16,541 billion VND, up 8.76% over the same period, ranking 5th out of 14 provinces in the Northern midlands and mountainous region, 19th out of 63 nationwide, affirming the effectiveness of the province's management motto of "proactive - flexible - drastic".

“6 clear” - speeding to the finish line

Despite positive results, after 6 months of implementing the growth target, Son La province has encountered many "bottlenecks" that need to be resolved. Disbursement of public investment capital has only reached 1,566 billion VND, equivalent to 23.63% of the plan, slowing down the progress of key infrastructure projects, affecting investment attraction and industrial and service development.

In agriculture, despite high growth, the province still lacks logistics and deep processing infrastructure. Mr. Vu Viet Thang, Director of Phuc Sinh Son La Joint Stock Company, commented: Son La agricultural products have potential, but cold storage infrastructure, transportation, and processing clusters are still weak. Preferential credit policies and infrastructure investment are needed so that businesses can confidently expand production.

According to the growth scenario for the first 9 months of 2025 , GRDP is expected to increase by 8.1% over the same period in 2024. Of which: Agriculture, forestry and fishery increased by 7.3%; industry - construction increased by 7.8%; services increased by 9.3%; product taxes increased by 2.9%. This is a high target, requiring drastic and synchronous direction. Therefore, the province directed to focus on effectively exploiting local potential and advantages, such as mango, longan, tea; coffee is forecast to have a good harvest; Hoa Binh - Moc Chau expressway is being accelerated, increasing regional connectivity; tourism and service infrastructure continues to be invested. National target programs are being implemented synchronously, many projects are being completed and disbursed in the third and fourth quarters.

In particular, the industry benefits from the efficient operation of hydropower plants. Dong Giao Food Export Joint Stock Company (Doveco) inaugurated the first paper canning line for vegetables and fruits using Swedish technology (Tetra Recart) in Vietnam in Son La. In Mai Son Industrial Park, many large projects are expected to come into operation in 2025, including: BHL modified starch processing plant, capacity of 90,000 tons/year, total investment of VND244 billion; Mavin factory complex producing animal feed and processing agricultural products, 500,000 tons/year, total investment of VND350 billion; Glucose liquid sugar processing plant, 9,600 tons/year, total investment of VND185 billion.

Along with that, the two-tier local government model is improving management efficiency, administrative reform, and facilitating production and business. At the same time, digital transformation and improving the quality of public services contribute to promoting growth.

Comrade Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, emphasized: The Central Government and the National Assembly set a growth target of 8% or more in 2025, but the Government and the Prime Minister have directed to strive for a higher target, with a target of 8.3 - 8.5%, creating momentum for growth of 10% or more in 2026. To contribute to achieving this target, in the last 6 months of 2025, Son La province will continue to closely follow the growth scenario for each quarter, and give drastic direction to each sector.

At the same time, the province directed to promote sustainable production, increase the value of agricultural products; implement the National Power Planning, develop renewable energy; improve the efficiency of the 5 Provincial People's Committee Working Groups in inspecting budget collection, promoting disbursement of public investment capital in 2025; promote the promotion of image, potential, and strengths internationally; actively mobilize ODA, NGO aid, attract FDI and other resources to serve socio-economic development, following the motto "6 clear": clear people, clear work, clear responsibility, clear authority, clear progress, clear results.

With specific solutions and high determination to act, Son La strives to achieve 8% growth in 2025, creating a foundation for the double-digit growth target in the following years.
