Fair responsibility, ensuring the goal of opening the Huu Nghi-Chi Lang expressway

In the context that there are less than 4 months left to complete the goal of opening the Huu Nghi-Chi Lang Expressway (Lang Son), but currently, the route is still "stuck" with the land of more than 100 households and more than 30 technical infrastructure locations (electricity, telecommunications, railways...) that have not been relocated.

Therefore, it is necessary to clearly define the viewpoint of "harmonized benefits and shared risks" in transport infrastructure projects to ensure fair responsibilities between investors and contractors at all stages, to provide effective solutions, and not to let any delays harm or affect the overall work at the project.

"Xoi Da" ground

As the first segment of the eastern North-South expressway axis, the Huu Nghi-Chi Lang expressway project is nearly 60km long, passing through 11 communes and wards in Lang Son province, with a total investment of more than 11,000 billion VND. The project started construction on April 21, 2024. When completed (striving for the end of this year), it will directly connect with 3 international border gates in Lang Son province, including Huu Nghi, Coc Nam and Tan Thanh.

At the construction site of the Km41+450 overpass in Nhan Ly commune (Lang Son), Mr. Luong Van Hiep, General Director of Huu Nghi-Chi Lang Expressway Company (project enterprise) said that, overcoming the difficult conditions during the recent flood season, the contractors mobilized nearly 2,650 personnel, more than 1,200 pieces of equipment and deployed 141 construction teams on 4 packages. The construction output up to this point has reached VND 2,150 billion, equivalent to 43% of the contract value. In 2025, we strive to achieve an output of VND 5,062 billion, completing the route on the asphalt concrete layer of 50.6/59.57km.

Regarding site clearance, Mr. Luong Van Hiep said that up to now, Lang Son province has handed over more than 546 hectares out of a total of nearly 557.7 hectares (nearly 98%); the main route has handed over more than 57km out of a total of nearly 60km. However, the worrying thing is that some sections of the site have been handed over but are in a "sparse" state, the contractor has not been able to mobilize machinery to access the construction site.

“There are still 102 households along the route that have not been relocated to hand over the cleared land for the project. Although most households have agreed to relocate to temporary housing to wait for the resettlement area to be completed, the relocation process is still very slow,” Mr. Hiep worried.

In addition, there are still 32 locations on the route with electricity, telecommunications, railway signals, clean water, etc. that have not been processed, affecting the construction progress and completion of the project. Lang Son province strives to complete the project before August 5, 2025, but the project enterprise estimates that it will be resolved by August at the earliest.

To remove the “bottleneck” in site clearance, the project enterprise said that it will establish a working group to directly support funding for house relocation, leveling and creating temporary housing areas for households so that they can hand over the site to the contractor for smooth construction. At the same time, the enterprise is also ready to advance funding when necessary to speed up the progress of technical infrastructure relocation.

Faced with the challenge of the rainy season, units are required to make the most of favorable weather conditions to start construction, flexibly adjust construction plans according to actual conditions, and prioritize items such as roads, bridges, and culverts that can be constructed. Contractors are also required to proactively stockpile materials, speed up processing, fabrication, and assembly of structural components to avoid being caught off guard when the weather is unfavorable.

As the general contractor, Deo Ca Group also requires contractors to focus on maximum human resources and equipment to compensate for the delayed work. Priority will be given to the construction of sections where the site is ready, and the construction plan will be reviewed and adjusted in a more scientific and effective manner. On-site inspections will also be strengthened, with strict supervision of each specific progress milestone to ensure completion as committed.

Fair responsibility

Regarding the problems in site clearance, the representative of Deo Ca Group requested to clearly establish the time to complete the clearance of 2% of the site, as well as 32 technical infrastructure locations that have not been relocated, clearly define the responsibilities to report to the competent authorities for thorough resolution in August. If there is still a problem with even 1% of the site locations, the project will not be able to open the route, no matter how much effort the locality makes or how favorable the weather is.

Contractors are focusing on maximizing human resources and equipment to make up for the delayed work, prioritizing construction of sections where the site is ready, and adjusting the construction plan in a more scientific and effective direction.

Referring to the responsibilities of contractors participating in the Huu Nghi-Chi Lang Expressway project, Mr. Ho Minh Hoang, Chairman of the Board of Directors of Deo Ca Group, emphasized that cooperation projects under the public-private partnership (PPP) method, with the application of the PPP++ model of Deo Ca Group, require financial resources and high capacity in project management and construction. Therefore, any contractors who, during their participation, cannot keep up with the actual requirements of the project, need to reduce their workload or be replaced to ensure the common goal.

“There must be absolute fairness in responsibilities between investors and contractors in all stages of the project. Contractors who do not meet the capacity requirements should stop and not participate in future PPP projects undertaken by Deo Ca Group. Do not let any delay damage the reputation of other businesses and affect the project in general,” Mr. Ho Minh Hoang emphasized.

The responsibilities of each party have been determined. For Deo Ca Group, responsibilities are specifically assigned to each level and individual in the leadership apparatus and work efficiency will be used to evaluate capacity. The nature of PPP projects requires a spirit of equality between parties: between investors and contractors, between contractors and general contractors, between investors and local authorities and the Government .

The head of Deo Ca Group also reiterated Prime Minister Pham Minh Chinh’s view on “harmonized benefits and shared risks” in transport infrastructure projects. In reality, investors and contractors have committed to taking risks throughout the life cycle of a PPP project. On the contrary, the support mechanism and cost compensation from the State to invest in additional machinery, equipment and human resources to speed up completion instead of as agreed in the original project contract, is still not commensurate with the efforts and sacrifices of enterprises, especially in the context of increasing storm and flood pressure, hindering construction activities.
