On the afternoon of May 28th, the National Assembly's Ethnic Council held a ceremony to celebrate its 65th anniversary (April 20, 1961 - April 20, 2026) and to receive the First-Class Labor Order. Attending the ceremony were former General Secretary and former Chairman of the National Assembly Nong Duc Manh; Chairman of the National Assembly Tran Thanh Man; former Chairmen of the National Assembly Nguyen Van An and Nguyen Sinh Hung; former leaders of the Party, State, and Vietnam Fatherland Front; National Assembly agencies; and central committees, ministries, and agencies.

Speaking at the ceremony, Vice Chairman of the National Assembly 's Ethnic Council Hoang Duy Chinh said that the Ethnic Council, throughout its history, has effectively fulfilled its function and nhiệm vụ of reflecting the thoughts and aspirations of ethnic minorities to the National Assembly, making an important contribution to ensuring that the National Assembly's decisions are well-directed, practical, feasible, and effective.
The National Assembly's Ethnic Council advised the National Assembly to, for the first time, decide on the overall plan and a separate national target program for the comprehensive socio-economic development of ethnic minority and mountainous regions. This is a very important decision, demonstrating the affection and special concern of the Party and the State for the people and voters living in remote villages, hamlets, and border areas that still face many difficulties.

In addition, the National Assembly's Ethnic Affairs Committee has effectively carried out foreign affairs activities, contributing to consolidating and strengthening the solidarity, friendship, and cooperation between Vietnam and international friends. Besides its main activities, the Ethnic Affairs Committee consistently performs well in caring for and ensuring social welfare for ethnic minority communities, remote areas, border regions, and islands.
Entering a new phase, inheriting and building upon the experience of the past 65 years, Mr. Hoang Duy Chinh stated: The National Assembly's Ethnic Affairs Committee clearly defines its responsibilities and needs to make stronger efforts and innovations in its operations, focusing on improving the quality of review to ensure that all ethnic policies are fully considered in each draft law and resolution; strengthening supervision and surveys from the moment policies are promulgated; providing better advice to the National Assembly on important national issues directly related to ethnic minorities, ethnic minority areas, and mountainous regions; paying attention to training, fostering, and improving the quality of its staff; and promoting digital transformation to enhance the capacity for analyzing, monitoring, and supervising policies, increasing transparency and efficiency…

Delivering a keynote address at the commemoration ceremony, National Assembly Chairman Tran Thanh Man affirmed that ethnic minority communities are an inseparable part of the great national unity, making significant contributions throughout the history of nation-building and in the current process of reform. The issue of ethnic affairs and building national unity is a strategic task, crucial to the success of the revolutionary cause.

The Chairman of the National Assembly stated: Looking back over the past half-century, the National Council has always been a companion to the National Assembly, its agencies, and other agencies within the state apparatus, creating significant milestones in legislative activities, supervision, and decision-making on important national issues.

Emphasizing that the country is entering a new stage of development, with many opportunities but also numerous difficulties and challenges, National Assembly Chairman Tran Thanh Man proposed:
The National Assembly's Ethnic Affairs Council continues to affirm its role as a crucial advisory body to the National Assembly on ethnic affairs; improving the quality of research, analysis, and policy forecasting; ensuring growth goes hand in hand with equity, inclusiveness, and sustainability; modernizing while preserving national cultural identity; and always placing economic development within the overall context of social stability and strengthening national unity. It also aims to improve the quality of its participation in lawmaking, ensuring that ethnic policies are fully and effectively reflected in each draft law and resolution.
“Members of the National Assembly's Ethnic Council must use the language and mindset of the people to understand their real concerns and difficulties, and reflect them in the National Assembly. Policies issued for mountainous, remote, and disadvantaged areas must not be general or qualitative, but very specific, directly addressing the most essential needs of life today. Priority should be given to fundamentally resolving issues of electricity, roads, schools, health stations, housing, production land, and clean water; instead of just providing handouts. Policies must aim to create livelihoods, improve education, enhance self-reliance, and inspire a spirit of overcoming difficulties, self-sufficiency, and sustainable poverty alleviation,” emphasized National Assembly Chairman Tran Thanh Man.

The Chairman of the National Assembly also requested the National Ethnic Council to strongly innovate its oversight activities, monitor accountability and implementation effectiveness; focusing on key areas such as the allocation, management, and use of resources and the organization of the implementation of national target programs and social security policies in ethnic minority and mountainous areas, ensuring that ethnic minorities truly benefit from the achievements of the country's reform process.
This also involves more active and effective participation in deciding on important national issues, especially major policies related to socio-economic development in ethnic minority and mountainous regions; reforming the methods of organizing and implementing policies; shifting strongly from a decentralized to an integrated approach to policy, from administrative management to development governance, and from direct support to sustainable livelihoods. It also requires continuing to build a team of officials within the National Assembly's Ethnic Council with strong political convictions, profound professional expertise, a firm grasp of practical realities, and a strong application of technology, digital transformation, and artificial intelligence.

The Chairman of the National Assembly emphasized that each member of the National Ethnic Council and National Assembly delegate who is from an ethnic minority group must be a reliable bridge between the Party, the State, and the people; actively disseminate information to help the people understand and agree to the effective implementation of policies; be close to the people, listen to what the people say, speak in a way the people understand, and act in a way the people trust. The well-being and happiness of the people in ethnic minority areas is the highest measure of the effectiveness of the National Ethnic Council's activities.
“I believe that, with the leadership of the Party, the close coordination of the Government, the Fatherland Front and relevant organizations and agencies, with a rich tradition of 65 years of development and growth, with the strength of unity and intellect, the spirit of innovation, high responsibility and aspiration to contribute, the National Assembly will continue to do well in its advisory role, becoming a core force in proposing, creating and leading ethnic policies in the new development stage of the country, worthy of the trust of the Party, the State and the People,” National Assembly Chairman Tran Thanh Man confidently stated.

In his response, Chairman of the National Assembly's Ethnic Council Lam Van Man stated that the collective of the 16th Ethnic Council will continue to inherit fine traditions and lessons learned, promote the spirit of unity, focus intellect, and strive to effectively implement assigned tasks, contributing to the institutionalization of the Party and State's ethnic policies and concretizing the provisions of the Constitution related to ethnic affairs, ensuring feasibility and implementation; and upholding a strong sense of responsibility and integrity to be worthy representatives of the will and aspirations of voters in ethnic minority and mountainous areas in particular, and voters nationwide in general.
