According to the draft circular, several new points have been revised to simplify the procedures for renewing driver's licenses, reduce the number of documents required, and expand the use of electronic data in receiving and processing applications:
Specifically, regarding driver's licenses: driver's licenses will be issued electronically and automatically integrated into the data system to facilitate use and ensure the ability to look them up when needed. Traffic police will only check electronic driver's licenses. If citizens wish to print a driver's license using PET material, they must register and pay the prescribed fee.

The draft circular also removes the requirement for a written application to renew a driver's license, aiming to simplify the renewal procedure. Furthermore, the information declared in the application has been automatically replaced with electronic data (based on the National Population Database and other traffic safety database systems).
According to the Traffic Police Department, citizens can use selfies or photos from their identity card data when applying for license renewal. Furthermore, citizens with Level 2 identification (on national identification applications, the VneTraffic traffic application, or other applications from the Ministry of Public Security ) can renew their driver's licenses entirely online.
It is expected that one month before the driver's license expires, the application will notify the account holder and arrange for a health check. The electronic health check results will be updated on the system, and a new license will be automatically issued or renewed upon expiration.
The draft circular also proposes reducing the time required for administrative procedures related to issuing, exchanging, and reissuing driver's licenses, such as: reducing the time for issuing a driver's license from 7 days to 4.5 days, and the time for integrating electronic data from 3 days to 2 days; reducing the time for exchanging a driver's license from 5 days to 3.5 days, and the time for integrating electronic data from 3 days to 2 days.
Two hours after the driver's license examination concludes, successful candidates will be assigned a driver's license number.
Currently, regarding driver's license examinations, based on practical experience in ensuring traffic safety, the Traffic Police Department recognizes the need to supplement the examination with driving skills, vehicle control, and improved awareness among drivers. Therefore, driver's license examinations will focus on improving driving skills, recognizing traffic rules, and handling basic situations to prevent accidents. As for improving driver awareness, the traffic police will continue to do so through propaganda, dissemination of laws, handling violations, handling traffic accidents, and other measures.
The draft circular includes several changes, such as: the driver's license test for automobiles will be adjusted to eliminate the simulation section and increase the number of practical driving tests on the road; it will also stipulate a 15-minute practical test time to ensure uniformity in organization. Traffic safety violations that pose a high risk of accidents will result in suspension from the test to enhance safety standards.
The draft circular also adds a comprehensive driving test to the motorcycle driving test to more fully assess the candidates' driving skills and traffic situation handling abilities. It also adds violations that result in suspension from the test, specifically those related to safe driving skills and posing a high risk of causing traffic accidents.
