Millions of subscribers will have their SIM cards temporarily blocked.

On June 1st, at the Ministry of Science and Technology's regular press conference, Mr. Nguyen Anh Cuong, Deputy Director of the Telecommunications Department (Ministry of Science and Technology), stated that preliminary statistics show that information on over 103 million subscribers has been uploaded to VNeID, of which approximately 1.6 million numbers have been confirmed by users as not belonging to them.

In recent days, telecommunications companies have continued to notify mobile subscribers to re-sign contracts according to regulations and verify their facial biometrics, temporarily suspending one-way service for numbers that do not comply with the regulations in Circular 08/2026/TT-BKHCN.

On the afternoon of June 1st, at Viettel and VinaPhone transaction points in Thong Tay Hoi ward, Ho Chi Minh City, the number of customers verifying their personal information on VNeID surged dramatically, mostly elderly people who were not tech-savvy. To meet the increased demand, the transaction points proactively extended their service hours, readily working outside of regular business hours. Besides those who came to complete the procedures in person, there were also many who came to receive guidance so they could instruct their relatives on how to verify their information. Mr. Do Hoang Duong said that because his relatives residing abroad still wanted to retain their Vietnamese phone numbers, he came to ask staff for guidance on the procedure or how to verify remotely without having to return to Vietnam. In response to this question, the transaction officers quickly guided him through the process of standardizing information via the network provider's application.

At the VinaPhone transaction point at 80 Nguyen Du Street, Saigon Ward, Ms. Nguyen Thuong Nho (residing in Ban Co Ward) said that she had previously received a message reminding her to verify her information but hadn't paid attention until she heard the announcement that her SIM card was at risk of being blocked, at which point she came to the store to complete the procedure. "It only took less than 5 minutes to complete the SIM card verification process on VNeID," Ms. Nho shared.

Meanwhile, as instructed by network operators and based on practical experience, verifying the subscriber's identity on VNeID is quite easy; just follow the instructions step-by-step and you'll succeed, so mobile users don't necessarily need to go to a transaction point.

There are still over 25 million unverified subscribers.

According to Deputy Director of the Telecommunications Department Nguyen Anh Cuong, there are currently more than 25 million subscribers whose status has not been confirmed by users despite being added to VNeID. According to Circular 08, if confirmation is not completed by June 15, 2026, these subscribers will have their outgoing services (calls and SMS messages to other subscribers) temporarily suspended.

“The Department of Administrative Management of Social Order (C06, Ministry of Public Security ) is still actively coordinating with telecommunications companies to review and synchronize subscriber information data to VNeID. Therefore, at the present time, some people may not yet see their data fully displayed. The comprehensive review process to verify subscriber status will continue until June 15th,” Mr. Nguyen Anh Cuong said.

According to network operators, with the current rate of subscriber verification, after June 15th, millions of subscribers will have their SIM cards temporarily blocked (one-way blocked) because they have not yet verified their ownership on VNeID.

Currently, network operators such as Viettel and VinaPhone/VNPT are dedicating human resources to organizing mobile support teams to help customers verify their identity as subscribers according to regulations. The focus is on providing in-home subscriber verification support for the elderly and vulnerable groups in society to expedite the verification process as required by law.

Representatives from VinaPhone/VNPT stated that 100% of their transaction points are ready to serve customers verifying their subscriber information. The total number of fixed and mobile transaction points remains at 2,500 nationwide, and the MyVNPT app continues to operate, allowing users to perform verification themselves. Viettel has deployed nearly 50,000 support points nationwide and, since May 21st, has launched a home-based subscriber verification program for elderly and infirm customers.
