The resilience of advanced new rural construction

Determining that the policy of building new rural areas (NTM) has only a starting point, not an ending point, Hung Yen province is focusing resources to support localities to soon reach the advanced and exemplary NTM finish line.

At the end of August 2024, Van Giang district became the first locality in Hung Yen province to be recognized by the Prime Minister as a district meeting advanced NTM standards. With the motto of doing the easy criteria first, the difficult ones later, doing them resolutely and effectively, not rushing to achieve results, Van Giang has chosen steps and methods suitable to the conditions of each locality.

To promote economic development, increase people's income, and create resources to build an advanced new-style rural district, Van Giang has focused resources on building socio-economic infrastructure, especially the transportation system. In the past 4 years, the district has invested over 2.7 trillion VND to renovate, upgrade, and build 43km of district roads, nearly 200km of commune roads, nearly 94km of village roads, and over 110km of alleys and hamlets. At the same time, Van Giang also has solutions to promote agricultural production in a modern, organic, circular direction, applying technology to bring high and sustainable economic efficiency. In 2024, the value of revenue per hectare of Van Giang's cultivation will reach 416.2 million VND; average income per capita will reach over 144.5 million VND/person/year. Up to now, the whole Van Giang district has 9 communes meeting model new rural standards, 41 model new rural residential areas, and the district has achieved the goal of having no poor households.

Determined to complete the goal of building advanced new rural areas by 2025, Phu Cu district has focused on mobilizing maximum resources to support localities to reach the finish line as planned. Chairwoman of the Phu Cu district Fatherland Front Committee Nguyen Thi Quyen said that from 2020 to now, local people have contributed over 395 billion VND to invest in completing rural infrastructure. In addition, people have also voluntarily donated over 52,000 m2 of residential land, 35 hectares of rice fields, demolished over 1,500 m of surrounding walls and auxiliary works and participated in over 1,700 working days to build rural roads and build public works. Up to now, Phu Cu district has had 12/13 communes meeting the criteria of advanced new rural communes, 6/13 communes meeting the model new rural communes; Phu Cu district has met 9/9 criteria according to the set of criteria for districts meeting advanced new rural standards.

With many synchronous solutions, after 10 years of implementing the National Target Program on New Rural Construction, Hung Yen is one of the first three provinces in the country to be recognized by the Prime Minister for completing the task of building new rural areas. Mr. Nguyen Bat Khanh - Chairman of the Fatherland Front Committee of Hung Yen province said that in order to contribute to effectively implementing the criteria of advanced and exemplary new rural areas, the Fatherland Front at all levels and its member organizations have comprehensively implemented the contents of the campaign "All people unite to build new rural areas and civilized urban areas". In localities, the Fatherland Front at all levels has many creative ways to mobilize people to participate in contributing thousands of billions of VND, donating tens of thousands of square meters of land to complete the rural transport infrastructure system and social welfare works.

In the period of 2024 - 2025, Hung Yen province will allocate over 1,300 billion VND from the budget to support communes in investing in infrastructure to build new rural areas. To date, the province has 102 advanced new rural communes, 36 model new rural communes, and 153 model new rural residential areas. The results of the survey assessing people's satisfaction in communes proposed for recognition as advanced new rural areas and model new rural areas conducted by the Vietnam Fatherland Front at all levels show that in localities, the rate of people satisfied with the results of building advanced new rural areas and model new rural areas is from 95% or more.
