Strong attack on 'black credit' crime

Through the fight against “black credit” crimes, Ho Chi Minh City Police found that the methods that subjects often use to approach people in need of borrowing money are posting advertisements and distributing leaflets all over the streets, concentrated in many alleys. These illegal advertisements have content such as: Loans with installments disbursed within 20 minutes - 0974.xxx.xxx fast - reputable - confidential or loans without collateral with low interest rates - Call for money... From these advertisements, many people in financial difficulties have called the subjects, thereby falling into the credit “trap”.

Realizing that many advertisements and classifieds related to lending activities in the form of "black credit", activities with signs of fraud and property appropriation with many potential risks leading to complicated incidents related to security and order, Ho Chi Minh City Police advised the City Steering Committee 138 to direct the Steering Committee 138 of districts, towns, and Thu Duc City to simultaneously launch propaganda and mobilize people to participate in peeling off and deleting illegal advertising products. The activities were supported by representatives of local Party committees, authorities, Youth Union, Women's Union, Veterans Association, and tens of thousands of union members, youth, students, and people.

Recently, on May 6, at the apartment complex Lot A Bau Cat II, Ward 10, Tan Binh District, many people participated in removing illegal advertisements in the area. The police force mobilized people and businesses to sign a commitment not to print, participate in pasting, drawing, hanging, distributing... illegal advertising products, and to maintain environmental hygiene and urban beauty. Similarly, on May 20, this activity was carried out in District 8 and District 12.

According to Mr. Nguyen Van Duc, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee, Head of Steering Committee 138 of District 12, this activity needs to be supported by departments, organizations and local political systems, people living in the district, and the police force to regularly organize to create habits and form a civilized urban lifestyle. To achieve long-term effectiveness, this needs to be associated with assigning specific responsibilities in managing and maintaining the "cleaned" routes and areas.

Colonel Le Van Bich, Head of District 8 Police, emphasized that it is necessary to mobilize people to comply with the provisions of the law on advertising; arrange points and areas to place free advertising and classified information boards, creating conditions for organizations and individuals who need to advertise and advertise in accordance with regulations; mobilize printing and photocopying points in the area to commit not to design or print products related to illegal advertising. The campaign must be carried out regularly, maintained weekly until there are no more illegal advertising posts in the area... contributing to preserving urban beauty, preventing criminals from using advertising and classified ads to approach people and commit illegal acts.

Busting many loan shark gangs

From checking and removing fast loan advertising leaflets posted on electric poles and walls of houses, the police in many localities have cracked down on many cases of loan sharking. Recently, the police in Tan Binh District, Ho Chi Minh City, cracked down on a gang lending "black credit" with interest rates up to nearly 700%/year, led by Phan Van Tai (born in 1990, from Hanoi , temporarily residing in Ward 8, Go Vap District).

According to the investigation, around mid-2019, Phan Van Tai brought 500 million VND to Ho Chi Minh City to lend money at interest. Seeing advertisements for lending money on many electric poles and walls of people's houses, Tai asked to borrow money. These people said that Tai had to pay a service fee of 1-10% of the loan amount for pasting paper and glue. Tai followed suit and immediately printed an advertisement with the content "loan installment 0988.xxx.xxx".

Tai hired 4 people including: Phan Van Trong (born in 1992), Phung Van Minh (born in 1995), Mac Buu Duc (born in 2003), Nguyen Quang Tinh (born in 1992) to roll glue to stick loan advertisements on electric poles, distribute business cards to passersby and do procedures for borrowers; paid 8 million VND/person/month, provided daily meals and accommodation, provided motorbikes and mobile phones.

Every day, Trong, Minh, Duc, Tinh roll glue to stick loan advertisements on electric poles, and distribute business cards to passersby in districts and counties. When customers want to borrow money, they call Tai, with very easy conditions, customers only need to show their citizen identification card or identity card, driver's license, vehicle registration, household registration and they will be able to lend money. After that, a series of victims "fell into the trap" of this gang with loan interest rates from 240 - 695%/year. In addition, customers have to pay a fee of 10% on the loan amount called "glue money".

Seeing that the operation was becoming more and more effective, Tai assigned Trong to be in charge of lending and collecting money in Binh Thanh district, Minh to be in charge of Go Vap district, Duc to be in charge of District 12 and Hoc Mon district, and Binh Chanh district and Tan Binh district under the responsibility of Tinh. Not long after being in charge, Tinh was arrested by Tan Binh district police. From then on, the entire gang was dismantled. After the arrest of the 5 subjects, the documents collected showed that, as of April 19, 2023, these subjects were lending to 298 customers with a total interest and principal of more than 4.6 billion VND.

Also based on information on loan advertising leaflets, on May 22, Binh Tan District Police temporarily detained two subjects, Nguyen Anh Tu and Diep Van Duc (both residing in Hai Duong) to investigate and clarify the act of lending at high interest rates in civil transactions. The two subjects confessed to having posted dozens of loan advertising leaflets on many streets in the district. By the time they were discovered by the police, both had lent money to about 50 people. The subjects lent money to customers at an interest rate of about 120% per month, for example, customers who borrowed 3 million had to pay 120,000 VND/day or 100,000 VND/day for 30 or 36 days. Searching the residence, the police seized many documents and books recording the contents of lending and collecting interest.

According to Binh Tan District Police, through removing and checking phone numbers advertising loans in the area, the District Police discovered, invited to work, and handled many people who had committed acts of lending at high interest rates, extorting property, destroying property by throwing paint... to put pressure on debt collection. Ho Chi Minh City Steering Committee 138 said that the campaign to propagate and mobilize people to participate in removing and deleting illegal advertising products has received support from the community and will continue to be deployed in many districts in the coming time. The City Police continue to investigate the group of subjects operating "black credit" from information on advertising flyers to strictly handle them according to regulations.
