Prior to the merger of provinces and cities under the policy of reorganizing provincial-level administrative units, there were concerns about the challenges to tourism development. Although Hue City was among the 11 provincial-level administrative units not included in the merger, tourism is not confined to local boundaries. Due to the need for regional and inter-regional linkages, major administrative changes could still significantly impact tourism.

According to tourism experts, every change, to some extent, creates challenges, especially in the initial stages. However, looking at the bigger picture, the policy of reorganizing provincial and commune-level administrative units is bringing many favorable factors. If properly utilized, tourism will have the opportunity to thrive.

Mr. Dinh Manh Thang, Vice President of the Vietnam Tourism Association and President of the Hue City Tourism Association, analyzed: For Hue City, although it is not subject to the reorganization of provincial-level administrative units, operating under a two-tiered local government model, eliminating the intermediate level (district level), will create favorable conditions, especially in seamless management from the city down to the grassroots. When the boundaries between localities are removed, it will be easier to form a chain of tourism products and services; investors and units will also find it easier to implement inter-local projects.

“For example, tourism projects in two localities like Huong Thuy town and Phu Vang district (before the district level was abolished) previously required many procedures and dealings with intermediary levels in both localities. Now, implementation will be more convenient. In addition, the Tourism Association and other units and businesses in the industry will find it easier to work directly with communes and wards – the grassroots level that has a better understanding of the local tourism situation,” Mr. Thang cited as an example.

Currently, Hue is also strengthening regional and inter-regional linkages according to the tourism development motto "If you want to go far, go together." The positive aspect of the change in administrative boundaries will open up opportunities for strategic restructuring and expanded cooperation between localities and regions. On the new administrative foundation, in addition to advantages in managing tourism resources, connecting infrastructure, and organizing tours, tourism linkages will be perfected to create a more continuous and sustainable value chain. From there, localities and business communities will easily cooperate to innovate products and diversify tours to serve tourists.

Focus on effective management, promotion, and marketing.

According to Ms. Tran Thi Hoai Tram, Director of the Department of Tourism, following guidance from the Ministry of Culture, Sports and Tourism, the decentralization of tourism management to functional units and localities has become more convenient and synchronized from the central to local levels, aligning with the industry's orientation. This strong decentralization to localities also allows for closer management, streamlines procedures, and fosters closer coordination with relevant agencies in managing destinations, tourism resources, and tourism development. "The local tourism sector is closely following the guidance of central ministries and agencies, as well as the city, to effectively fulfill its role in state management and implement the tourism development strategy," the Department of Tourism leader emphasized.

According to Mr. Truong Thanh Minh, Director of the Tourism Information and Promotion Center, in the work of linking localities and promoting tourism, Hue currently participates in liên kết (cooperation) blocs such as the group of 5 localities (Quang Binh, Quang Tri, Hue, Da Nang, Quang Nam) and links with many other provinces and cities. After the reorganization of administrative units, localities will sit down to unify the signed contents and orient cooperation in accordance with the new situation. The goal is to cooperate more deeply and jointly leverage advantages to develop sustainable tourism.

Travel and tourism businesses will also collaborate on research to create new product lines suitable for the market. A representative from the Hue City Tourism Association stated that the Association is establishing alliances, implementing famtrip programs to survey products and destinations, and working with localities to strengthen bilateral cooperation. Based on existing agreements, the Hue tourism industry and other localities will focus on discussions to promote cooperation that benefits all parties, increase tourist exchanges, jointly promote destinations, and enhance the value of resources, culture, and cuisine.
