Before merging provinces and cities under the provincial administrative unit arrangement policy, there were still concerns about the challenges in tourism development. Although Hue City is among the 11 provincial administrative units that did not merge, tourism is not limited to local limits. Due to the requirements of regional and inter-regional connectivity, major administrative changes can still have a significant impact on tourism.

According to tourism experts, every change creates more or less challenges, especially in the initial stages. However, looking more broadly, the policy of rearranging administrative units at the provincial and communal levels is bringing many favorable factors. If well utilized, tourism will have the opportunity to make a breakthrough.

Mr. Dinh Manh Thang, Vice President of Vietnam Tourism Association, President of Hue City Tourism Association analyzed: For Hue City, although not subject to the arrangement of provincial-level administrative units, operating under the two-level local government model, eliminating the intermediate level (district level) will create favorable conditions, especially in the continuous management from the city to the grassroots. When the boundaries between localities are eliminated, it will be easier to form a chain of tourism products and services; investors and units will also have more advantages when implementing inter-local projects.

“For example, tourism projects in two localities such as Huong Thuy town and Phu Vang district (before the district level was abolished) previously required many procedures and working with intermediary levels of the two localities. Now, implementation will be more convenient. In addition, the Tourism Association and units and businesses in the industry will also find it easier to work directly with communes and wards - the grassroots level, to better understand the local tourism situation,” Mr. Thang gave an example.

Currently, Hue is also strengthening regional and inter-regional linkages according to the tourism development motto "if you want to go far, go together". The positive side of changing administrative boundaries will open up opportunities for strategic restructuring and expanding cooperation between localities and regions. On the new administrative basis, in addition to advantages in tourism resource management, infrastructure connection and tour organization, tourism linkages will be improved to create a more complete and sustainable value chain. From there, localities and the business community will easily cooperate to innovate products and diversify tours to serve tourists.

Focus on management and promotion, effective advertising

Director of the Department of Tourism - Ms. Tran Thi Hoai Tram said that after the guidance of the Ministry of Culture, Sports and Tourism, the decentralization of tourism management to functional units and localities is more convenient, synchronized from the central to local levels, in line with the industry's orientation. Strong decentralization to localities also creates conditions for localities to manage more closely, shorten procedures, and closely coordinate with functional sectors in managing destinations, tourism resources and tourism development. "The local tourism industry is closely following the guidelines of the ministries, central sectors and the city to effectively perform the role of state management and implement the tourism development strategy", the leader of the Department of Tourism emphasized.

According to Mr. Truong Thanh Minh, Director of the Tourism Promotion Information Center, in the work of linking localities and promoting and advertising tourism, Hue is currently participating in linking blocks such as the group of 5 localities (Quang Binh, Quang Tri, Hue, Da Nang, Quang Nam) and linking with many other provinces and cities. After the administrative units are rearranged, the localities will sit down to unify the signed contents and orient cooperation in accordance with the new situation. The goal is to cooperate more deeply, together promoting advantages to develop sustainable tourism.

Travel and tourism businesses will also coordinate research to create new product chains suitable for the market. A representative of the Hue City Tourism Association said that the Tourism Association is establishing alliances, implementing famtrip programs to survey products and destinations; working with localities to strengthen two-way cooperation. Based on existing agreements, the Hue tourism industry and localities focus on discussions to promote cooperation to bring benefits to all parties, increase guest exchanges, jointly promote destinations, promote the value of resources, culture, cuisine, etc.
