On the afternoon of June 20, at the June 2024 press conference on the outstanding results of the first 6 months of the year and the key tasks for the last 6 months of 2024 of the Ministry of Home Affairs , Minister of Home Affairs Pham Thi Thanh Tra said that pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits will be adjusted and increased from July 1, 2024.
Ms. Pham Thi Thanh Tra said that if all the contents of public sector salary reform are fully implemented, the total salary increase for cadres, civil servants and public employees will be 30.6%, excluding bonuses. Based on that, the basic salary will increase from 1.8 million VND currently to 2.34 million VND per month (an increase of 30%).
Along with that, the cases enjoying policies and regimes associated with the basic salary are also increased.
Increase pension and social insurance benefits by 15%. At the same time, for those receiving pensions before 1995, after adjustment, if their salary is lower than 3.2 million VND/month, the adjustment will increase by 0.3 million VND/month; if their salary is from 3.2 million VND/month to less than 3.5 million VND/month, the adjustment will be equal to 3.5 million VND/month.
Preferential allowance for meritorious people according to the standard allowance level from 2,055,000 VND to 2,789,000 VND/month (increase of 35.7%); maintain the current correlation of preferential allowance levels for meritorious people compared to the standard allowance level.
Social allowance according to social assistance standard from 360,000 VND to 500,000 VND/month (increase of 38.9%).

In the coming time, the Minister of Home Affairs said that the Government will continue to research and report to competent authorities to consider and evaluate some contents of Resolution No. 27 (especially the construction of new salary tables and allowance regimes) to ensure feasibility, fairness, reasonableness, comprehensiveness, and suitability with the socio -economic situation and resources of the country and will continue to implement salary reform when conditions are met and considered and decided by competent authorities.
At the same time, continue to perfect legal documents on regimes and policies related to basic salary.
Report to competent authorities the list of job positions in the political system and focus on restructuring the staff, civil servants and public employees according to job positions and arranging the organizational structure and streamlining the payroll.
Regarding the key tasks for the last 6 months of 2024, the Ministry of Home Affairs noted prioritizing resources to focus on building and perfecting institutions and policies such as: Building a dossier to propose the development of a Law amending and supplementing the Law on Cadres, Civil Servants and Public Employees, the Law on Government Organization, and the Law on Organization of Local Government;
Submit to the National Assembly Standing Committee for consideration and promulgation of Resolutions on the arrangement of district and commune-level administrative units of localities; Propose the Government to consider and promulgate 10 Decrees; Promulgate under its authority 14 circulars in the field of internal affairs.
Organize the implementation of salary reform contents; adjust pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits to be implemented from July 1, 2024.
In addition, the Ministry of Home Affairs also said that it is necessary to promote reform of public service and civil servants, perfect the model of public service regime; perfect the regime and policies to attract and promote talents; improve public service ethics and discipline, administrative discipline associated with the responsibility of the head of the agency; strengthen public service inspection and examination to rectify the evasion and shirking of responsibility of cadres, civil servants and public employees in performing public duties ...
