Pensions will increase by 15% from July 1st.

On the afternoon of June 20th, at the June 2024 press conference on the outstanding results of the first six months of the year and the key tasks for the last six months of 2024 of the Ministry of Interior , Minister of Interior Pham Thi Thanh Tra announced that pensions, social insurance benefits, preferential allowances for meritorious individuals, and social allowances will be adjusted and increased from July 1st, 2024.

Ms. Pham Thi Thanh Tra stated that if all aspects of the public sector salary reform are fully implemented, the total salary fund for officials, civil servants, and public employees will increase by 30.6%, excluding bonuses. Based on this, the current base salary of 1.8 million VND will increase to 2.34 million VND per month (a 30% increase).

Along with that, the number of cases eligible for policies and benefits linked to the basic salary level has also been increased.

Pensions and social insurance benefits will be increased by 15%. For those receiving pensions before 1995, after adjustment, if their pension is less than 3.2 million VND/month, it will be increased by 0.3 million VND/month; if their pension is between 3.2 million VND/month and less than 3.5 million VND/month, it will be adjusted to 3.5 million VND/month.

The preferential allowance for meritorious individuals will be increased from the standard allowance of VND 2,055,000 to VND 2,789,000 per month (an increase of 35.7%); the current ratio of preferential allowances for meritorious individuals to the standard allowance will remain unchanged.

Social assistance allowances, based on the standard social assistance level, increased from 360,000 VND to 500,000 VND per month (an increase of 38.9%).

Looking ahead, the Minister of Home Affairs stated that the Government will continue to study and report to competent authorities for consideration and evaluation of some contents of Resolution No. 27 (especially the development of new salary scales and allowance regimes) to ensure feasibility, fairness, reasonableness, overall suitability to the socio- economic situation and resources of the country, and will continue to implement salary reform when conditions are met and it is considered and decided by competent authorities.

At the same time, continue to refine legal documents on regimes and policies related to the basic salary level.

The report to the competent authority lists job positions within the political system and focuses on restructuring the workforce of officials, civil servants, and public employees according to job positions, as well as reorganizing the organizational structure and streamlining personnel.

Regarding key tasks for the last six months of 2024, the Ministry of Interior noted that priority should be given to allocating resources to focus on building and perfecting institutions and policies, such as: preparing proposals for drafting laws amending and supplementing the Laws on Cadres, Civil Servants and Public Employees, the Law on Government Organization, and the Law on Organization of Local Governments;

Submitted to the Standing Committee of the National Assembly for consideration and promulgation Resolutions on the reorganization of district and commune-level administrative units of localities; Proposed to the Government for consideration and promulgation 10 Decrees; Issued within its authority 14 Circulars in the field of internal affairs.

The organization will implement the contents of salary reform; adjust pensions, social insurance benefits, preferential allowances for meritorious individuals, and social allowances to be effective from July 1, 2024.

In addition, the Ministry of Interior also stated that it will promote civil service reform, improve the civil service system model; perfect the system and policies to attract and utilize talent; enhance public service ethics and administrative discipline and order associated with the responsibility of the head of the agency; strengthen inspection and supervision of public service to rectify the avoidance and shirking of responsibility by officials and civil servants in performing their duties
