
The official document states: In implementing the Party and State's policies, and Directive No. 14-CT/TW dated July 19, 2017, of the Party Central Committee on continuing to strengthen the Party's leadership over the work related to people with meritorious services to the revolution, the implementation of preferential policies for people with meritorious services to the revolution and their relatives has been given attention and implemented by Party committees and authorities at all levels, achieving many important results; the movement "All citizens care for families of wounded soldiers, martyrs, and people with meritorious services to the revolution," and support for the "Gratitude and Repayment" fund are increasingly developing and receiving social support and response; the lives of families of people with meritorious services to the revolution are constantly improving; many wounded soldiers, sick soldiers, relatives of martyrs, and people with meritorious services have shown determination to overcome difficulties and continue to make significant contributions to the cause of national construction and development.

To improve the "Gratitude and Repayment" work, on the occasion of the 51st anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2026) and in anticipation of the 80th anniversary of the War Invalids and Martyrs Day (July 27, 1947 - July 27, 2027), the Prime Minister requests the Chairmen of the People's Committees of provinces and cities with centers for nurturing and caring for war invalids and martyrs to directly visit and present gifts from General Secretary and President To Lam to severely wounded and sick soldiers currently being cared for, treated, and nurtured at these centers on the occasion of the 51st anniversary of the Liberation of the South and National Reunification, ensuring completion before April 28, 2026; at the same time, direct the preparation of a report on the results of implementation, to be sent to the Ministry of Interior on April 28, 2026.
The People's Committees of provinces and cities shall thoroughly, accurately, and completely review the list of children of resistance fighters exposed to chemical toxins, in accordance with the directive in Official Letter No. 270/TTg-KGVX dated March 21, 2026, of the Prime Minister . Initially, focus on immediately reviewing the list of children of resistance fighters exposed to chemical toxins who are currently receiving monthly preferential allowances (as stipulated in Clause 1, Article 31 of the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution) and are living in temporary or dilapidated houses. A written notification of the list should be sent to the Ministry of Interior before May 20, 2026.
Ensure timely and smooth implementation of procedures for recognizing meritorious individuals.
The Prime Minister requested that the People's Committees of provinces and cities improve the effectiveness and efficiency of state management regarding the work related to people with meritorious services to the revolution; promptly and smoothly implement administrative procedures in considering and recognizing people with meritorious services and paying preferential allowances, ensuring there is absolutely no interruption. Prioritize and allocate resources for the renovation, repair, and upgrading of memorials to martyrs and facilities for nurturing and caring for people with meritorious services to the revolution during the 2026-2030 period. Organize visits and gift-giving to people with meritorious services in the area and effectively implement the tasks for 2026 under the Plan for organizing activities to commemorate the 80th anniversary of the Day of War Invalids and Martyrs.
At the same time, we will continue to promote propaganda, raise awareness and action regarding the Party and State's guidelines and policies, and Decision No. 629/QD-TTg dated April 16, 2026 of the Prime Minister (on promulgating the Plan for organizing activities to commemorate the 80th anniversary of the Day of War Invalids and Martyrs) in order to better care for people with meritorious services.
The Prime Minister requested that Party committees, government agencies, the Fatherland Front, social organizations, and every citizen, through concrete and practical actions, mobilize the participation of the entire society with the goal of ensuring that by 2030, 100% of people with meritorious services and their families receive comprehensive care, both materially and spiritually, and have a living standard at least above average compared to the living standard of the community where they reside.
Proposing a plan to eliminate temporary and dilapidated housing for people who participated in the resistance movement and were exposed to chemical toxins.
The Ministry of Interior instructed localities to implement the task of presenting gifts from the General Secretary and President; a document summarizing the results of implementation by localities should be submitted to the Prime Minister before 13:00 on April 29, 2026.
Compile a list of individuals who are children of resistance fighters exposed to chemical toxins and are currently receiving monthly preferential allowances (as stipulated in Clause 1, Article 31 of the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution) and are currently living in temporary or dilapidated houses, based on reports from localities; and, in coordination with the Ministry of National Defense, propose appropriate plans to support the elimination of temporary and dilapidated houses for these individuals, in accordance with the Prime Minister's directive in document No. 270/TTg-KGVX dated March 21, 2026.
This is a task of profound socio-political significance, demonstrating the special attention of the Party and State, especially of General Secretary and President To Lam, to the families of martyrs and those who have rendered meritorious services to the revolution. The Prime Minister requests that the Chairmen of the People's Committees of provinces and cities pay attention to leading and directing agencies and units to seriously implement and successfully complete the above-mentioned tasks.
