Strengthening forest protection, forest fire prevention and fighting in the dry season in the province

On June 6, 2023, Comrade Le Huyen, Vice Chairman of the Provincial People's Committee, signed and issued Document No. 2270/UBND-KTTH of the Chairman of the Provincial People's Committee to provincial departments, branches and sectors; People's Committees of districts, cities and forest owners on continuing to strengthen forest protection, forest fire prevention and fighting during the dry season in the province.

The document clearly states that, implementing Official Dispatch No. 441/CD-TTg dated May 22, 2023 of the Prime Minister on strengthening urgent measures to prevent and fight forest fires;

Recently, although some localities have had rain, the weather is still hot and dry, the forest fire forecast level in the whole province is currently at level III (high level, prolonged dry weather, forest fires are likely to occur). According to the forecast, in the coming time, the weather situation tends to be complicated and unpredictable, with many prolonged heat waves, the risk of forest fires is very high;

In order to proactively prevent, respond to and effectively contain the risk of forest fires, minimize the number of forest fires and the area of damage caused by forest fires; at the same time, effectively implement solutions to protect forests and prevent and fight forest fires in the dry season; the Chairman of the Provincial People's Committee requests relevant Departments, Boards, sectors, units and localities to urgently implement the following contents:

1. Department of Agriculture and Rural Development

Take the lead in coordinating with departments, branches, sectors and People's Committees of districts and cities according to their functions, tasks and legal regulations to effectively implement state management of forest management, protection and forest fire prevention and fighting in the whole province. Strengthen direction, inspection and supervision of forest fire prevention and fighting of localities and forest owners, paying attention to key areas of forest fires.

Direct the Forest Ranger force and forest owners in the province to advise local authorities at all levels to effectively implement the Forest Fire Prevention and Fighting and Forest Deforestation Prevention Plan in 2023 approved by the Chairman of the Provincial People's Committee in Decision No. 633/QD-UBND dated November 25, 2022.

Directing the Forest Protection Department

- Maximize the force, stay close to the area; coordinate with local authorities at all levels in directing, inspecting, guiding and urging forest owners to implement forest protection measures and forest fire prevention and fighting in the whole province. In which, organizations, individuals and households in the area are required to register the time for processing forest cover and slash-and-burn farming with the village chief and local forest rangers for monitoring, guidance and control of the use of fire in processing the cover. During hot days, forest fire forecast levels at level IV (Dangerous level) and level V (Extremely dangerous) strictly prohibit all acts of using fire in and near forests and burning forest cover and slash-and-burn farming. Regularly monitor forest fire warning information on the early warning system at the website: http://kiemlam.org.vn to check and detect forest fires early. Strictly implement the information and reporting regime immediately after detecting a forest fire to the Forestry Department according to the provisions of Circular No. 25/2019/TT-BNNPTNT dated December 27, 2019 of the Minister of Agriculture and Rural Development on forest fire prevention and fighting, to coordinate direction and mobilize forest fire fighting forces when necessary.

- Closely monitor weather developments; coordinate with localities and forest owners to review and identify key areas at high risk of forest fires; improve the quality, accuracy, and frequency of forest fire risk forecasting and warning; increase the application of high technology in forest fire risk forecasting, warning, and early detection, ensuring suitability, practicality, and effectiveness, and be ready to support localities when forest fires occur.

- Support forest owners to strictly implement regulations on forest fire prevention and fighting according to current regulations; urgently review and repair the system of fire prohibition signs, propaganda boards on forest protection and forest fire prevention and fighting; repair and build firebreaks, fire watchtowers, ensure essential technical and logistical means, strictly comply with the on-duty work according to the daily forest fire forecast level, be ready to deploy measures to prevent, control, and extinguish forest fires promptly and effectively when they occur.

- Effectively implement the Project on Capacity Building for Forest Rangers in Forest Management, Protection and Forest Fire Prevention and Fighting for the 2021-2030 period approved by the Prime Minister in Decision No. 177/QD-TTg dated February 10, 2022, promptly report difficulties and problems to the Ministry of Agriculture and Rural Development for synthesis, consideration and settlement according to authority and regulations of law; promptly issue forest fire forecast levels and forest fire forecast lookup tables in the province according to regulations of law.

- Continue to strengthen propaganda and education to raise awareness and responsibility in forest fire prevention and fighting; direct local forest rangers to actively inspect, urge and guide the control of fire use in and near forests by people and forest owners, especially slash-and-burn farming activities; immediately stop using fire to treat vegetation and other fire-using behaviors that have a high risk of causing forest fires.

- Continue to effectively implement Official Dispatch No. 2547/CD-BNN-TCLN dated April 24, 2023 of the Ministry of Agriculture and Rural Development on strengthening urgent measures to prevent and fight forest fires; direction of the Provincial People's Committee in Official Dispatch No. 2080/UBND-KTTH dated May 24, 2023 and other relevant directive documents.

2. The Chairman of the District People's Committee is responsible for directing the implementation of forest fire prevention and fighting measures in the area, considering this a key task of the locality, in which he/she pays attention to and directs the implementation of the following main tasks:

Strictly implement the responsibility of management on forest fire prevention and fighting; strengthen the State management responsibility of local authorities on forest protection management according to the provisions of Article 102 of the Forestry Law; Decision No. 07/2012/QD-TTg dated February 8, 2012 of the Prime Minister promulgating a number of policies to strengthen forest protection; strengthen the inspection and supervision of forest fire prevention and fighting, considering this a key task, absolutely not being subjective, negligent, or losing vigilance.

Regularly inspect and review forces, means and materials to ensure they are adequate, practical and capable of responding to forest fire situations; proactively arrange local reserve funds and other legal sources of capital to ensure good implementation of forest fire prevention and fighting.

Organize on-duty shifts, assign forces to be on duty 24/7 during the dry season and hot days; arrange checkpoints, patrol and guard in key areas prone to forest fires; strictly control people entering and exiting forest areas at high risk of forest fires; promptly detect fire points, mobilize forces to participate in controlling and extinguishing forest fires in the shortest time, not allowing large fires to occur; strictly implement the reporting regime to ensure completeness and timeliness to serve the work of directing, operating and organizing forest fire prevention and fighting promptly and effectively. Establish and maintain communication information at all levels to effectively serve the work of forest protection, forest fire prevention and fighting, especially the work of commanding forest fire fighting. Immediately report any forest fire to the Forest Protection Department at 02593.824263 (Forest Management, Protection and Development Department - Forest Protection Department) to coordinate direction and mobilize forest fire fighting forces if necessary.

Have a plan ready to proactively evacuate people from dangerous areas when necessary, ensuring the safety of lives and property of the people and the State.

Direct the People's Committees at the commune level and specialized departments, relevant units to concentrate resources to carry out forest protection and forest fire prevention and fighting; inspect and organize the implementation of regulations on forest fire prevention and fighting in the locality, forest owners in the area; specifically identify key areas with high risk of forest fires to coordinate with forest owners to arrange resources, ensure timely prevention and handling of arising situations, prevent forest fires and large fires from occurring; strictly handle violations of regulations on forest fire prevention and fighting according to authority.

Direct specialized agencies to coordinate with news agencies, newspapers, and radio stations to increase propaganda activities and broadcasting time to raise awareness and responsibility in forest fire prevention and fighting; implement the 4-on-the-spot motto (on-the-spot command, on-the-spot forces, on-the-spot means and on-the-spot logistics) in forest fire fighting; information on forest fires must be widely, quickly, and promptly reported to local authorities and agencies in charge of forest fire prevention and fighting.

3. Forest owners

Correctly implement the following 6 principles: (1) Forest fire prevention and fighting must take prevention as the main activity, proactively detect, prevent and promptly handle forest fires; (2) Be proactive and ready with human resources, resources, means and equipment for forest fire prevention and fighting activities; promote the combined strength of the whole society to participate in forest fire prevention and fighting activities; (3) Information on forecasts and warnings of forest fire risks must be promptly and promptly reported to forest owners, local authorities and agencies responsible for forest fire prevention and fighting; (4) Implement the 4-on-the-spot motto, including: on-site command, on-site forces, on-site means and on-site logistics; (5) Unified direction and command; closely coordinate forces participating in forest fire fighting; (6) During the process of forest fire fighting, ensure safety in order of priority: People, assets, works, means and equipment participating in forest fire fighting.

Focus on mobilizing all resources to carry out forest fire prevention and fighting, focusing on propaganda work; strictly control the causes of forest fires; build and repair forest fire prevention and fighting works; maintain 24/7 on-duty forces during peak season; arrange forces to guard and strictly control people and vehicles entering forest areas at high risk of fire; have specific forest fire fighting plans suitable for each area at risk of forest fires, promptly and quickly control forest fire situations.

When a forest fire occurs, promptly direct and mobilize forces and means to control and promptly extinguish the forest fire, not allowing it to spread or become large and widespread; after forest fires, it is necessary to promptly investigate and clearly identify the cause and the person causing the forest fire, transfer the case file to competent authorities to strictly handle violations; have a forest restoration plan in accordance with specialized laws and in accordance with the actual situation.

4. Assign to the Provincial Police, Provincial Military Command, Provincial Border Guard Command

Continue to implement well the coordination regulations in forest protection, forest fire prevention and fighting; direct specialized departments and affiliated units to strengthen close coordination with the Forestry force, local authorities and related units to develop plans and organize inspection, control and strictly manage people and vehicles entering and leaving the forest, promptly detect and prevent violations of the Forestry Law in the management area; strengthen patrolling, inspection, detection and strict handling of ringleaders related to acts of forest destruction, deforestation and encroachment on forest land in the province; regularly exchange information and prepare forces, vehicles and equipment to coordinate when forest fires occur, not allowing fires to spread or become large; at the same time, after a forest fire, it is necessary to urgently coordinate with local authorities and related agencies and units to investigate and clearly identify the cause and the cause of the fire; strictly handle organizations and individuals who violate the law.

5. Assign to the Department of Information and Communications, Ninh Thuan Newspaper, Provincial Radio and Television Station

Strengthen propaganda on mass media and grassroots information systems about the role and importance of forest protection and forest fire prevention and fighting; good people and good deeds in forest management, protection and forest fire prevention and fighting, creating changes in people's awareness; honestly reflect, create awareness and unified action in the fight against and prevention of violations of forestry laws. Timely provide information on forest fire warnings and forecasts during peak hot weather so that people know and proactively prevent.

6. Propose the Provincial Vietnam Fatherland Front Committee:

Direct associations and unions to coordinate with all levels and sectors to propagate and mobilize union members, members and people to actively participate in the mass movement to protect and develop forests, proactively respond to, prevent and fight forest fires according to regulations.

Requesting Heads of Departments, branches, sectors, localities and related units to seriously organize the implementation. During the implementation process, if there are any problems or difficulties, Departments, branches, units and localities should promptly report to the Department of Agriculture and Rural Development for synthesis, reporting and consulting the Provincial People's Committee for consideration and resolution./.
