Accordingly, the Department of Agriculture and Environment requests the People's Committees of communes, wards and special zones to base on the criteria stated in Section II and the appendix attached to Official Dispatch No. 17062 dated May 6, 2025 of the Ministry of Agriculture and Environment on guidance on solid waste treatment models in urban and rural areas to decide on the selection of a solid waste treatment model suitable to the actual conditions in the locality. Note that it is necessary to ensure maximum reuse and recycling of waste, and prioritize the use of advanced, modern and environmentally friendly waste treatment technology.
The People's Committees of communes, wards and special zones continue to disseminate and popularize legal knowledge on classification of domestic solid waste to organizations and individuals in the area; develop, approve plans and organize the implementation of activities on classification of domestic solid waste at source; plan, arrange and put into operation collection points and transfer stations for domestic solid waste, meeting technical requirements according to regulations... At the same time, make plans for synchronous investment in technical infrastructure works on environmental protection to ensure the collection, transportation and treatment of domestic solid waste after classification at source; arrange and assign local propagandists, inspection and supervision forces to organize propaganda, dissemination and guidance for organizations, individuals, households and units collecting and transporting domestic solid waste; carry out well the work of classification at source and collection and transportation in accordance with regulations...
To reduce plastic waste, the Department of Agriculture and Environment requires the People's Committees of communes, wards and special zones to propagate and raise public awareness about reducing plastic waste, classifying waste and plastic waste; organize and collect plastic waste on rivers, canals, ditches; conduct and socialize activities of collecting and treating plastic waste on the sea, rivers, streams and lakes and ponds in urban areas and residential areas; strengthen state management of solid waste; organize inspections and examinations according to their authority on environmental protection and collection and transportation of waste (including plastic waste) in the area.
