In recent years, information and propaganda work in Dien Bien province has had many positive changes, contributing to raising awareness and responsibility of cadres, party members and people in performing political tasks, developing socio-economy, strengthening national defense and security and maintaining political stability, social order and safety. Departments, branches and localities have proactively innovated propaganda content and methods, closely following the political orientation and key tasks of the province, creating consensus in society; however, propaganda work in some agencies, units and localities. In the context of information explosion on cyberspace, multi-dimensional and multi-source information, improving the quality of propaganda, ensuring orientation and dissemination is an urgent requirement.
In that situation, the Chairman of the Provincial People's Committee requested departments, branches, sectors, People's Committees at all levels and suggested socio-political organizations to strengthen their leadership and direction of information and propaganda work, considering this an important function of state administrative agencies. The speaking and providing of information must strictly comply with the provisions of the Law on Access to Information, the Press Law, Decree No. 09/2017/ND-CP, Decision No. 407/QD-TTg, Directive No. 07/CT-TTg, ensuring the provision of accurate, timely and focused information. In particular, it is necessary to focus on disseminating important Resolutions of the Politburo: Resolution No. 57-NQ/TW on science and technology development and digital transformation; Resolution 59-NQ/TW on international integration; Resolution 66-NQ/TW on innovation in law-making; Resolution 68-NQ/TW on private economic development.
The Provincial People's Committee also requested agencies and units to allocate funds and coordinate with the press to build columns to propagate political tasks and promote the image of the industry and locality. Promote propaganda in various forms on digital platforms, social networks, newsletters, publications, etc. At the same time, mobilize cadres and party members to spread positive and official information online, contributing to strengthening people's trust in the Party and State.
Proactively and regularly monitor and promptly grasp all developments in the general situation of the industry and society, especially issues of public concern, to promptly provide official information, fight against erroneous and hostile views, orient public opinion in accordance with the Party's guidelines and policies and the State's policies and laws, according to the industry and field in charge, create high consensus in society, consolidate the people's firm trust in the Party, local Party committees and authorities. Strengthen communication exchanges, connections and cooperation with central press agencies in the province, especially press agencies with a large number of followers and interactions to provide timely information to promote the image, land and people of Dien Bien, and the potential to attract investment in the province.
The Department of Culture, Sports and Tourism is assigned to preside over and coordinate with the Provincial Party Committee's Propaganda and Mass Mobilization Department and related units to guide the press system, electronic information portal/page, and grassroots information system to increase the duration, innovate the form and content of propaganda suitable for each target group. At the same time, strictly manage press information, strictly handle violations in information, press activities and on cyberspace. Coordinate with related agencies and units to promote training, fostering, and coaching in politics, ideology; expertise, and journalism skills for reporters, editors, and journalists in the province. In addition, propaganda work needs to be effectively integrated through cultural and artistic activities, competitions, visual propaganda, etc., contributing to honoring the cultural identity, history and people of Dien Bien.
