The volume of goods passing through the Nam Giang international border gate is increasing rapidly. Therefore, the number of large trucks transporting goods, especially ore, to ports in Quang Nam, Da Nang, and Thua Thien Hue along National Highway 14D, the Ho Chi Minh Highway, and National Highway 14B is also increasing.

According to statistics, there are 12 businesses specializing in freight transportation, with an average of 200 vehicles per day. Meanwhile, National Highway 14D (Nam Giang) has low technical standards and an unstable structure, putting significant pressure on the infrastructure and causing severe and widespread deterioration of the road in many locations.

In response to this situation, the Quang Nam Department of Transport has implemented various measures, including establishing a traffic support team to assist vehicles that have fallen into ditches and overturned, coordinating traffic diversion to alleviate congestion, etc. Repairs are being carried out using allocated funds for management, maintenance, and regular repairs.

Actively coordinate and work with the Vietnam Road Administration to continue supplementing and allocating funds to promptly repair any damage. Inspect, detect, and promptly handle violations of regulations on transport infrastructure.

Following the direction of the Provincial People's Committee, the Quang Nam Customs Department continues to implement vehicle weight control within its authority and in accordance with the directives of the Ministry of Finance in Official Letter No. 8307 dated June 23, 2014, regarding coordination in vehicle weight control to ensure traffic safety. The provincial and Nam Giang district traffic police forces maintain patrol and control activities on National Highway 4D to promptly detect and strictly handle violations of traffic safety regulations. They also coordinate and support the Inspectorate of the Department of Transport in stopping vehicles for weight control.

During a recent meeting with the monitoring team of the Provincial People's Council's Economic and Budget Committee, Mr. Tran Ngoc Thanh, Deputy Director of the Department of Transport, stated that, in fulfilling the department's responsibility to address the voters' request in Nam Giang district regarding the upgrading of National Highway 14D and the control of heavy-duty vehicles circulating on this route, the inter-agency inspection team for vehicle weight control in 2024, comprising inspectors from the Department of Transport and traffic police forces of the Provincial Police, conducted weight checks near the beginning of the route in May and June.

The Provincial People's Committee has sent documents to the Ministry of Transport requesting consideration and investment in the repair of National Highway 14D in Official Letter No. 4822 dated July 24, 2023, Official Letter No. 5519 dated August 17, 2023, and Official Letter No. 5985 dated September 6, 2023. The Ministry of Transport is currently assigning the Thang Long Project Management Board to review and update the dossier and report proposing the investment policy for the upgrading and expansion project of National Highway 14D, and will soon submit it to the Ministry for consideration (as reported by Quang Nam Newspaper).

Mr. Tran Ngoc Thanh further stated that, in order to promptly repair damage and ensure traffic flow on National Highway 14D while awaiting investment projects for expansion and upgrading, the Department of Transport has requested the Ministry of Transport to allocate funds to carry out repairs on severely damaged sections in 2023 and 2024, comprising four projects with a total investment of 72 billion VND.

Currently, investment preparations are complete; construction is about to begin on one project (an additional project from 2023), bidding is underway for two projects (expected to start in July 2024), and the maintenance plan and cost estimate for one project (expected to start in September 2024) are being submitted for approval. The Department of Transport leadership continues to direct inspection forces to intensify checks and handle cases of vehicles carrying overloaded cargo.

According to Mr. Ho Cong Tri, Deputy Chief Inspector of the Department of Transport, on June 28, 2024, the Department of Transport organized a conference to sign commitments to comply with the law on goods transport on National Highways 14D and 14B, with the participation of 12 businesses with vehicles transporting goods through the Nam Giang international border gate.

At the conference, businesses signed a commitment to strictly adhere to the regulations of the Ministry of Transport regarding loading goods onto vehicles and containers. They pledged not to allow unqualified drivers to operate vehicles; not to employ drivers without licenses or who have driven under the influence of alcohol or stimulants; and not to operate vehicles that do not meet regulations. Business owners and vehicle owners required drivers to sign a commitment to safe driving, not exceeding speed limits and driving time limits; not speeding, reckless overtaking, or encroaching on lanes; not carrying overloaded cargo; and complying with other legal regulations. They are responsible for monitoring and supervising the transportation process of their vehicles; and will be held accountable and penalized for any violations of transportation regulations.
