Strengthening coordination to prevent school violence

The Prime Minister requested the Ministry of Education and Training to continue to thoroughly grasp and strictly direct the implementation of regulations, tasks and solutions on coordination between families, schools and society in combating school violence.

Deputy Prime Minister Tran Hong Ha has just signed Directive 02/CT-TTg to strengthen coordination between schools, families and society in preventing school violence, crimes and social evils among students.

Implementing the Party's guidelines and the State's legal policies oneducation , in recent times, the coordination between schools, families and society in preventing school violence, preventing crimes and social evils, ensuring school security and safety to educate and protect children, pupils and students has been directed and implemented by the education sector, Party committees and authorities at all levels with many specific solutions and achieved many positive results.

However, school violence, social evils and law violations among students are still complicated. Forms of school violence are increasingly diverse, illegal drug use and law violations tend to increase and become younger. This situation has a negative impact on the physical, mental, moral and lifestyle of the young generation, affecting the educational environment and causing anxiety among the people.

Focus on innovation of content, methods and forms of life skills education

In order to overcome the above limitations and shortcomings, to enhance the effectiveness of coordination between schools, families and society in preventing school violence, preventing crimes and social evils among students, the Prime Minister requested the Ministry of Education and Training to continue to thoroughly grasp and strictly direct the implementation of regulations, tasks and solutions on coordination between families, schools and society in ensuring a safe, healthy and friendly educational environment, preventing and combating school violence; preventing crimes and preventing violations of the law; educating ethics, lifestyle; behavioral culture, life skills among students as stipulated in documents of the Party, Government, Prime Minister and Ministry of Education and Training. Promptly amend, supplement or promulgate new relevant regulations.

In coordination with the Ministry of Public Security, Ministry of Health, Ministry of Labor - Invalids and Social Affairs, Ministry of Information and Communications, Ministry of Culture, Sports and Tourism, Central Committee of Ho Chi Minh Communist Youth Union to promote communication, dissemination and replication of effective coordination models between schools, families and society in educating ethics, lifestyle, behavioral culture, life skills for students; deploy psychological counseling activities and school social work. Develop documents and deploy educational activities to prevent crime and social evils appropriate to all levels of education.

Direct training and fostering facilities for teachers and educational managers to focus on innovating the content, methods and forms of life skills education; strengthen training for management staff, homeroom teachers, teachers and staff in charge of psychological counseling, Youth Union, Association and Team work on skills to deal with social networks related to school violence, safety education, crime prevention and social evils for children, pupils and students; enhance skills to handle situations related to the emergence of school violence; enhance the responsibility of heads of educational institutions in ensuring the safety of schools under their charge.

Direct educational institutions to coordinate with local agencies and departments to build and synchronize the data management system for student information in the area to monitor, promptly receive information, coordinate processing and statistics, and report on violations of the law and social evils, and acts of school violence related to children, students, and pupils.

Organize inspections, assessments and develop regular and ad hoc reporting mechanisms on school violence prevention, crime prevention and social evils prevention in schools. Direct educational institutions to coordinate with local authorities and police to effectively implement the meeting regime on school security, order and safety.

Ensure security, safety and social order in school areas

The Prime Minister requested the Ministry of Public Security to direct local police to strengthen measures to ensure security, safety and social order in school areas. Implement well the system of exchanging information on school security, order and safety with the authorities and educational institutions.

Closely coordinate with educational management agencies and educational institutions to provide training, propaganda, dissemination of laws, and education to raise legal awareness of crimes, social evils, and acts of abuse, violence, and harm against children, pupils, and students.

Coordinate with the education sector, local authorities, departments, organizations and families in investigating and handling cases related to students who commit social evils or crimes to ensure safety and educational value.

Coordinate with the education sector to manage data information; regularly and promptly inform educational institutions about violations of the law and social evils related to children, pupils and students; replicate the model of Crime Prevention Clubs in schools.

Regularly inspect, review, detect, combat and handle illegal drug use in school areas, in bars, karaoke bars and dance clubs; destroy drug use venues and gathering places.

Control and filter movies with violent content among students to avoid negative influences.

The Ministry of Labor, War Invalids and Social Affairs directs and guides vocational training institutions to implement solutions for coordination between schools, families and society in preventing school violence, crime and social evils among students.

Preside over and coordinate with relevant agencies and organizations to develop, guide and organize the implementation of policies, laws, programs and plans on child protection; increase children's participation in issues of preventing and combating violence, abuse, crimes and social evils related to children; direct and guide the coordination between social work services, child protection services and school counseling work; effectively manage the National Child Protection Hotline 111 to detect early and promptly intervene in children who are victims of school violence, law violations and social evils.

The Ministry of Culture, Sports and Tourism continues to direct the effective implementation of Decision No. 228/QD-TTg dated December 30, 2021 of the Prime Minister approving the "Vietnam Family Development Strategy to 2030".

Strengthen propaganda work, promote the role and responsibility of families and cultural organizations in coordination with schools; enhance the role of cultural institutions in preventing school violence, crime and social evils; develop guidance documents, communication channels, training courses to improve educational capacity for parents, children, youth, students in ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions. Control and screen films with violent content among students to avoid negative influences.

Propaganda to raise awareness and responsibility of parents and forces in the whole society

The Prime Minister requested the Ministry of Information and Communications to direct press agencies, radio and television stations, and telecommunications enterprises to raise awareness and responsibility of parents and social forces in coordinating with schools in preventing and combating school violence, crimes, and social evils against children, students, and pupils; and to control and filter social networking sites with violent content among pupils and pupils to avoid negative impacts.

Strengthen digital transformation with specific solutions to support relevant parties in managing safe use of the internet and social networks for children, pupils and students.

Direct the implementation and support of information technology applications to enhance regular and continuous connections, ensuring safety between schools, families and social forces; strengthen control of unofficial information flows that incite violence, entice participation in criminal acts and social evils.

The Ministry of Health shall strengthen coordination with the Ministry of Education and Training in guiding and organizing the implementation of school health work to ensure physical and mental health care and disease prevention for children, pupils and students in educational and training institutions; coordinate training and guidance on issues of sex education, reproductive health, and drug prevention in schools; protect children, pupils and students from the risk of accidents and injuries; have solutions to manage and prevent the use of tobacco and e-cigarettes; develop regulations for inter-sectoral coordination in the prevention, control and intervention of children, pupils and students who are victims of school violence, crime and social evils.

The Ministry of Finance, based on the assigned tasks and proposals of relevant ministries and central agencies, reports to competent authorities to balance the central budget to carry out management, direction and coordination between authorities at all levels, schools, families and society in educating children, pupils and students according to the provisions of the law on the state budget.

Enhance physical, cultural and healthy recreational activities for children, pupils and students

The People's Committees of provinces and centrally run cities shall review, amend, supplement or promulgate new regulations on coordination between schools, families and society in preventing school violence, preventing crimes and social evils among students in accordance with local realities; direct local authorities to strengthen management, propaganda and mobilize accommodation establishments for students to do a good job of coordinating with schools and families in managing students in the area.

Allocate funds according to the provisions of the law on decentralization of the state budget and other necessary resources to ensure the implementation of management, direction and coordination between authorities at all levels, schools, families and society in preventing school violence, preventing crimes and social evils to educate and protect children, pupils and students.

Focus on exploiting and using cultural institutions, building a living environment in the community and building a green, clean, beautiful, safe, friendly cultural school environment, ensuring adequate facilities to enhance physical, cultural and healthy entertainment activities for children, pupils and students.

Pay attention to, support and create conditions for school administrators, teachers and staff to carry out moral education, lifestyle, school culture, life skills, psychological counseling, social work, prevention of school violence, crime and social evils for children, pupils and students. Direct the development, pilot implementation and replication of coordination models between schools, families and society in preventing school violence, crime and social evils among pupils and students in the locality.

Organize inspection, supervision and evaluation of coordination between schools, families and society to prevent school violence, crime and social evils among students. Direct local authorities to effectively implement the system of exchanging information on school security, order and safety with schools and local police. Commend and reward, replicate typical and effective coordination models of schools and local departments, organizations and unions.

Promote the role of supervision, promptly propose, recommend and participate in solving social issues related to children.

Propose that the Central Committee of the Vietnam Fatherland Front coordinate with the Ministry of Education and Training and other ministries, branches, localities and schools to strengthen propaganda and mobilize member organizations and the whole society to participate in monitoring the implementation of policies, programs and educational plans, preventing school violence, crimes, social evils and acts that cause insecurity and violate the rights of children, pupils and students.

Central Committee of the Ho Chi Minh Communist Youth Union: Well perform the role of an organization representing the voice, protecting the legitimate rights and interests of children and adolescents; promote the role of supervision, promptly propose, recommend and participate in solving social issues related to children; promote the role of Youth Union, Association and Pioneer cadres at all levels in preventing school violence, crimes and social evils.

Vietnam Women's Union: Strengthen propaganda and mobilization work for cadres, members and women to effectively participate in parenting education programs organized by the Union, focusing on the prevention of violence, crime and social evils related to children; actively promote the role of a bridge between family, school and society in educating and protecting children, pupils and students.

Vietnam Association for Promoting Education: Mobilize and coordinate relevant parties in building a healthy educational environment, improving the quality of comprehensive education for children, pupils and students. Direct local associations for promoting education to mobilize and coordinate resources to contribute to effective coordination between schools, families and society in preventing school violence, preventing crimes and social evils, supporting scholarships, providing educational consultancy and building support programs to protect and educate children, pupils and students.
