
The conference was chaired by Mr. Nguyen Xuan Long - in charge of the Company, with the participation of representatives of affiliated irrigation enterprises and leaders of People's Committees of communes in the area.
The Northern Irrigation Company Limited manages the Ba Ra Do Luong dam with a water flow of up to 45.6 m³/s, 23 reservoirs, 9 irrigation pumping stations and a system of level I and II canals over 100 km long. In addition, the company manages many other important drainage works, contributing to protecting more than 150,000 hectares of cultivated land from the risk of flooding...
However, in the process of reorganizing the two-level local government apparatus, the Company needs to coordinate with local communes to resolve issues related to irrigation work. Such as coordinating with localities to determine irrigation areas, sign service contracts, count water users, and complete legal documents. The Company has proposed that the People's Committees of communes promptly compile a list of water users, complete and send service registration contracts before August 30, 2025, to ensure that the 2026 Winter-Spring crop production plan is on schedule.

In addition, violations of irrigation works corridors are becoming more complicated. In the first 6 months of 2025, Yen Thanh district recorded 1,953 violations, Dien Chau 388 violations, Do Luong 141 violations...
According to the new roadmap, from July 1, 2025, the People's Committee at the commune level will replace the district level to directly monitor and confirm the irrigation volume in the area. In response to that request, the Company requested that localities urgently strengthen the Command Committee for Natural Disaster Prevention, Control and Search and Rescue; strengthen coordination in inspecting and maintaining works, organizing the collection of duckweed, and dredging canals before the flood season.
The handover of irrigation works from the commune level to the management company is also being carried out according to the direction in Document No. 5892/UBND-NN dated June 23, 2025. Accordingly, the handed over works must have completion records, field records and no public debt, and the protection corridor must be completely cleared.

At the conference, representatives of Quynh Luu, Yen Thanh and Dien Chau communes recommended that the company should promptly dredge silted canals, upgrade damaged works, and coordinate more closely in handling violations of encroachment on irrigation works.
Concluding the conference, Mr. Nguyen Xuan Long acknowledged the opinions and proposed 5 key contents. First is to complete the legal documents on irrigation area after changing the management model. The company requested that communes coordinate with branches and enterprises to review information, count the area and sign a synchronous irrigation contract appendix to avoid discrepancies between old and new administrative units.
The second content is to develop an irrigation plan for 2026. Communes need to review and send a list of water users to the company before August 15, 2025 and register a production plan before August 20, 2025.

Third, the company will strengthen inspection and handling of violations of irrigation corridors; require communes to direct cooperatives and people to strictly comply with the Law on Irrigation, commit to not littering, and not encroach on the canal system.
Fourth is disaster prevention, requiring localities to develop a "4 on-site" plan, prepare materials, equipment, human resources and complete dredging before the storm season.
Regarding the handover process of irrigation works, the company requested that communes prepare complete documents and assign staff to coordinate closely to ensure effective operation of the works after receiving them.
